Desemprego e subdesenvolvimento: considerações políticas na visão Kaleckiana do Capitalismo

XX Encontro Nacional de Economia Política: desenvolvimento Latino-Americano, Integração e Inserção Internacional - UNILA, Foz do Iguaçu, 26 a 29 de maio de 2015A obra de Kalecki, embora baseada no tratamento das questões macroeconômicas, sempre se pautou pela descrição da sociedade capitalista como dividida em classes e interesses distintos. O protagonismo do gasto capitalista como definidor do nível de emprego e renda não implica, porém, a conclusão de que o nível dos lucros obtidos, em escala agregada, seja sempre o máximo possível: considerações de ordem política levam a recessão e o desemprego a desempenhar um relevante papel (político) na manutenção da ordem (econômica). Esse tipo de problema seria observado de modo mais complexo no contexto das economias subdesenvolvidas, nas quais o desemprego é mais que simplesmente o resultado de um nível insufi ciente de demanda efetiva. A crônica escassez de capital e a grande heterogeneidade social – além da fragilidade externa – repõem a questão política em outros termos, cujo equacionamento se revela menos provável, ainda que possível. O enfrentamento dos grandes dilemas estruturais do capitalismo – o desemprego e o subdesenvolvimento – demandam a presença de instituições de perfi l radicalmente inovador, voltadas aos interesses da classe trabalhadora. Understanding Games as Participation: an analytical model

Public health communication in Brazil has difficulties in reaching different groups of the population, as well as fostering their participation for building better health policies. Digital games could help in this regard, but there is a need of detailed models that account for social and participatory aspects of games and game playing. In order to provide such model, this study combined theoretical concepts from Game Studies, namely, the concept of games as participation and the Gaming Dispositif-model, with the Model of Communication as a Symbolic Market, from Latin American Communication Studies, creating a game model describing the socially inscribed relations among player, game and other players, based on participation. This article explains the mentioned concepts and the analytical model in detail, concluding with remarks on its possible uses.A comunicação em saúde no Brasil tem dificuldades em atingir diferentes grupos na população e incentivar a sua participação na construção de melhores políticas de saúde. Jogos digitais podem ajudar a respeito disso, mas nós carecemos de modelos detalhados que levem em conta os aspectos sociais e participatórios dos games e do acto de jogar. An analytical model for the aggregate throughput of IEEE 802.11ah networks under the restricted access window mechanism

The IEEE 802.11ah is an amendment to the IEEE 802.11 standard to support the growth of the Internet of Things (IoT). One of its main novelties is the restricted access window (RAW), which is a channel access feature designed to reduce channel contention by dividing stations into RAW groups. Each RAW group is further divided into RAW slots, and stations only attempt channel access during the RAW slot they were assigned to. In this paper, we propose a discrete-time Markov chain model to evaluate the average aggregate throughput of IEEE 802.11ah networks using the RAW mechanism under saturated traffic and ideal channel conditions. The proposed analytical model describes the behavior of an active station within its assigned RAW slot. A key aspect of the model is the consideration of the event of RAW slot time completion during a station’s backoff operation. We study the average aggregate network throughput for various numbers of RAW slots and stations in the network. The numerical results derived from our analytical model are compared to computer simulations based on an IEEE 802.11ah model developed for the ns-3 simulator by other researchers, and its performance is also compared to two other analytical models proposed in the literature. The presented results indicate that the proposed analytical model reaches the closest agreement with independently-derived computer simulations

A Validade Jurídica de Acordos de Pesca Fora de Áreas Protegidas: Uma Análise do Setor Capivara, No Município de Maraã, Amazonas

A presente pesquisa tem por objetivo investigar a validade jurídica de acordos de pesca fora de áreas protegidas contra terceiros não participantes, a partir da análise do Acordo de Pesca do Setor Capivara, no Município de Maraã, Estado do Amazonas. Há bastante tempo, acontecem na região amazônica conflitos socioambientais pesqueiros, envolvendo diferentes grupos sociais. Como solução, foram instituídos acordos de pesca, os quais fixam regras de acesso, uso, fiscalização e punição, para o controle da pesca em determinada localidade. Entretanto, como ocorre no Acordo de Pesca do Setor Capivara, alguns grupos sociais tendem a opor resistência a estes acordos, seja porque não participaram dele quando da elaboração, seja porque a localidade não se insere em uma unidade de conservação ou espaço especialmente protegido pelo poder público. A resposta a este problema está na compreensão da nova estrutura do Estado moderno e dos direitos coletivos. Pela visão contratualista clássica, os contratos são marcados pela relatividade, onde apenas as partes estão vinculadas ao cumprimento de suas disposições. Porém, os acordos de pesca, mesmo fora de áreas protegidas, materializam direitos coletivos reais, de titularidade plural, como a preservação do meio ambiente ecologicamente equilibrado e a proteção dos conhecimentos tradicionais, e criam   indiscutivelmente   limitações   a   direitos   individuais,   sendo   inadequado   seu entendimento a partir do pensamento contratualista. Por tal motivo, o Acordo de Pesca do Setor Capivara deve ser considerado como válido contra terceiros dele não participantes. O método científico adotado é o da pesquisa bibliográfica qualitativa

O CENSO DEMOGRÁFICO 2000 E A MENSURAÇÃO DAS NOVAS FORMAS DE TRABALHO

This article analyses one of the Demographic Census 2000 new features: the labor done without direct economic purpose, carried through for self-consumption. It also intends to analyze the implications of such innovation for the measurement of the new forms of labor, that is, the economic contribution of the labor for self-consumption, which presents a dichotomy. This kind of labor is typical for not generating income despite being considered a kind of occupation and owner of social function.

“QUEM DEIXOU ISSO AQUI?!”: Retórica procedimental e participação no desenvolvimento de um jogo em saúde

Este trabalho explora a abordagem da retórica procedimental e o conceito de jogos como participação aplicados a um jogo sério (serious game) voltado para a comunicação em saúde. A partir da experiência do desenvolvimento do jogo “Quem Deixou Isso Aqui?!”, voltado para a conscientização de pais e responsáveis sobre os riscos de intoxicações domésticas em crianças, apresentamos a retórica procedimental como forma de construção de sentido nos jogos digitais aliada aos domínios de participação do jogador, descrevendo como tais conceitos teóricos impactam os aspectos estéticos, textuais, técnicos e procedimentais de um jogo de comunicação em saúde.   PALAVRAS-CHAVE: jogo sério; comunicação em saúde; intoxicação; jogos e saúde; saúde coletiva.     ABSTRACT This work explores the approach of procedural rhetoric and the concept of games as participation applied to a serious game focused on health communication. From the experience of the development of the game "Who Left It Here?!", focused on raising parent awareness about the risks of domestic poisoning in children, we present procedural rhetoric as a way of building meaning in digital games allied to the domains of player participation, describing how such theoretical concepts impact the aesthetic, textual, technical and procedural aspects of a health communication game.   KEYWORDS: serious game; health communication; intoxication; games and health; collective health.     RESUMEN Este trabajo explora el enfoque de la retórica procedimental y el concepto de juegos como participación aplicados a un juego serio (serious game) dirigido a la comunicación en salud. LEVANTAMENTO DE PODODERMATITE EM VACAS DE APTIDÃO LEITEIRA NA REGIÃO DO ALTO PARANAÍBA, MG, BRASIL

This study aimed to determine the prevalence of pododermatitis, claudication score and the profile of affected limbs in dairy cows in the Alto Paranaíba-MG region. The claudication score and presence or absence of lesions in 920 dairy cows were analyzed. For the physical examination of the hooves the animals were contained in cattle crush. The data obtained were described in individual sheet also containing age group, race, if lactating or not, as well as affected limb and digit. Of the total of 920 cows examined, 15.11% presented hoof lesions, with score 3 being the most frequent (43.20%). It was reported that 86.3% of foot injuries were found in the pelvic limbs and 17.30% in the thoracic limbs. The left thoracic limb was the most affected (12.90%), while the contralateral pelvic limbs were also affected (47.5%). The IV finger was the most affected (61.10%). The most affected animals were less than four years old (51.80%). The Dutch breed was the most affected (87.80%). The lactating cows were positive in 93.5% of the cases. It was concluded that the occurrence of foot diseases in cows in the region of Alto Paranaíba-MG was 15.11%, with the claudication score 3 being the most frequent, which reflects failures in farm management compromising the integrity of the hooves. Pelvic limbs were more frequently affected, probably related to poor weight distribution, biomechanics between the thoracic and pelvic and limb circulatory changes when in the lateral decubitus position.Este estudo objetivou determinar a prevalência de pododermatite, o escore de claudicação e o perfil dos membros acometidos em vacas leiteiras na região do Alto Paranaíba, MG. Foram analisados o escore de claudicação e a presença ou não de lesões em 920 vacas leiteiras. Para realização do exame físico dos cascos os animais foram contidos em brete. Os dados obtidos foram descritos em uma ficha individual contendo também faixa etária, raça, se lactante ou não, bem como membro e dígito afetados. Do total de 920 vacas examinadas 15,11% apresentaram lesões nos cascos sendo o escore 3 o mais frequente (43,20%). Relatou-se que 86,3% das lesões podais foram encontradas nos membros pélvicos e 17,30% nos torácicos. O membro torácico esquerdo foi o mais afetado (12,90%), já os membros pélvicos contralaterais foram igualmente comprometidos (47,5%). O dedo IV foi o mais acometido (61,10%). Os animais mais afetados tinham menos de quatro anos (51,80%). A raça holandesa mostrou-se a mais afetada (87,80%). As vacas lactantes mostraram-se positivas em 93,5% dos casos. Conclui-se que a ocorrência de vacas com doenças podais na região do Alto Paranaíba foi de 15,11%, sendo o escore de claudicação 3 o mais frequente, o que reflete falhas no manejo nas fazendas comprometendo a integridade dos cascos. Os membros pélvicos mostraram-se mais frequentemente acometidos, relacionados provavelmente a má distribuição de pesos, a biomecânica entre o torácico e o pélvico e alterações circulatórias do membro quando em decúbito lateral

Angiolipoma in a Dog

Background: Angiolipoma is a benign tumor composed of endothelial cells and mature adipocytes. Tumors reported in domestic species include two variants; infiltrative or non-infiltrative. Bitches and intact males seem predisposed. This mesenchyme tumor is commonly mistaken with lipoma due to its soft texture and subcutaneous site and often requires histopathology to confirm its diagnosis. Microscopic examination also enables the evaluation of surgical margins and rule out possible infiltrative sites. Complete surgical excision is usually curative. This study reports a case of non-infiltrating angiolipoma in a dog.Case: A 14-year-old mixed-breed dog was presented to a veterinary clinic in the city of Rio de Janeiro, RJ, Brazil. On palpation, a painless mass was noted, with high mobility and covered by intact hirsute skin in the right subcutaneous ventrolateral region. Computed tomography of the chest showed an expansive mass of uptake only from the edges of the soft tissues of the right subcutaneous ventrolateral region. The mass was homogeneous and well delimited, suggesting a neoplastic process. Subsequently, the mass was surgically removed, fixed in 10% buffered formalin, and sent for histopathological analysis. On macroscopic examination, the mass was well delimited, without skin coverage, and measured 2.3 × 1.9 × 0.6 cm. The consistency was smooth and unctuous in appearance with a compact cream-colored surface with blackish multifocal spots. Under microscopy, the histological sections showed neoplasm of mature adipocytes and of endothelial cells of blood vessels benign were filled with a marked amount of red blood cells. Multifocal fibrin thrombi and a mild inflammatory infiltrate composed of lymphocytes and rare mast cells were evident. There was no infiltration in the regional skeletal musculature. Thus, a diagnosis of non-infiltrative angiolipoma was established.Discussion: The diagnosis of non-infiltrating angiolipoma in this case was established through the results of histopathological examination. The occurrence of this neoplasm in dogs is uncommon, and the data reported in the veterinary medicine literature are scarce. However, in this study, it was found that the neoplasm on screening presented a behavior like that of lipomas, with noninvasive growth and the absence of local recurrence. The canine species does not commonly convey pain on palpation during a clinical examination, as observed in the present case. In humans, multiple angiolipoma nodules are common; this clinical presentation differs from that in animals, in which solitary nodules are generally observed. In dogs, as in the present case, they seem to have a predilection for the trunk. In animals, the pathogenesis of angiolipomas is not established, but in humans, it is based on theories that include the reaction to harmful stimuli and congenital malformation of adipose tissue. In humans, the presence of fibrin thrombi on the periphery of the region of cell proliferation are microscopic findings that can assist in the diagnosis of angiolipomas, an approach that was implemented in the present case. The occurrence of this neoplasm in dogs is uncommon, and the data reported in the veterinary medicine literature are scarce. The importance of an adequate description of angiolipomas is based on the need to provide information about its epidemiology, biological behavior, and prognosis
