Large space telescope control moment gyro test program

The underlying theory and design of test instrumentation and computer techniques used to determine the power spectral density (PSD) of the third generation gyro are described in detail. Acceptance test results on the completed instrument are presented as well as composite PSD plots. The measured RMS noise over the frequency band 0.0025 - 10 Hz was 0.012 arc seconds. Results obtained at Martin Company indicate an RMS noise of 0.009 arc seconds (0.05 - 10 Hz). The results obtained showed the TGG performance was close to the proposed LST requirements but that additional development work would be needed to reduce the TGG noise to within more desirable limits

Demand Estimation for Solar Photovoltaics in the United States – An Instrumental Variable Approach

Worldwide the demand for solar photovoltaics (PV) has increased significantly over the past decades. This was driven by a price reduction for solar PV systems. A two-stage least squares linear regression yields insights into the price sensitivity for residential customers in the U.S., and California in particular. The specification includes instrumental variables as well as fixed effects to account for the common issues of endogeneity and data heterogeneity in demand estimation problems, respectively. The variation in the sales tax rate on solar PV and the movements of polysilicon spot prices are used to instrumentalise PV price changes. The regression results imply an inelastic demand with a long-term price elasticity of -0.443, accounting for differences over state and time. Investigating price elasticities for various income groups shows that lower-income customers react more strongly to price changes compared to those with relatively high income (-0.521 vs. -0.195). Likewise, regions with lower population density are more sensitive to price changes (-0.473 vs. -0.338). Besides price, installation costs and technological efficiency majorly impact the system size installed. Results of this study can provide data-driven guidance to efficient policy design and pricing strategies. Der urbane Raum hat sich längst nicht nur zu einem spezifischen gesellschaftlichen Format, sondern auch zu einer alles dominierenden gesellschaftlichen Konstruktion von Wirklichkeit entwickelt. Gleichzeitig gerät aber gerade auch diese Lebensform immer wieder in die Kritik, da sie zunehmend Konflikte und Krisen hervorruft. Genau diese einerseits hochattraktive und anderseits offenbar gleichzeitig von vielfältigen sozialen, ökonomischen und religiösen Spannungen geprägte paradoxe Konstellation bildet den Hintergrund, vor dem sich die Stadtökologin Annegret Haase und der Stadtsoziologe Dieter Rink auf die Suche nach tragfähigen ‚Stadtkonzepten‘ machen. &nbsp

Was ist Stadt? Beitrag zur Debatte „Was ist Stadt? Was ist Kritik?“

Großstädte wie Berlin, Köln oder Hamburg, aber auch sehr viele Kleinstädte sind Beispiele für eine wachsende Attraktivität städtischer, mobiler, diverser und hochindividueller Lebensformen. Das gilt nicht nur für Deutschland, sondern weltweit. Ablesen lässt sich das an Studierenden, Singles und jungen Familien genauso wie an Geflüchteten, die alle in eine Stadt wollen, um urban leben zu können. Und es gilt für alle Altersgruppen und für jede Herkunft. Die städtische Lebensform ist ganz generell zu einem ubiquitären Narrativ, zu einem Urbanitätsnarrativ geworden. Mit ihm werden Erwartungen an neue Chancen und Spielräume für ein besseres Leben, an mehr Anerkennung für die eigenen Lebensvorstellungen sowie Hoffnungen auf neue gesellschaftliche Möglichkeitsräume kurz gesagt zu einem Lebenskonstrukt polis verknüpft

Wenn sich biographische Konstruktionen nicht mehr lohnen

"Vorstellungen über den eigenen Lebenslauf, über die eigene Gegenwart und Zukunft sind immer sehr deutlich davon bestimmt, welche gesellschaftlichen Möglichkeiten man überhaupt für sich sieht. Es kann deshalb kaum erstaunen, wenn diejenigen Bevölkerungsgruppen, mit denen offenkundig nicht mehr gerechnet wird, allmählich auf biographische Konstruktionen verzichten. Eine Bevölkerungsgruppe, die heute von der Gesellschaft nichts mehr erwartet, einfach weil sie sich in ihren basalen Mitgliedschaftsfunktionen beschnitten sieht, ist die dritte Generation der sogenannten Gastarbeiter. Wegen einer nur mangelhaften rechtlichen, sozialen und kulturellen Gleichstellung mit ihren Alterskameraden findet sich diese Generation spätestens nach dem Ende der Schule in ein Niemandsland abgeschoben. In diesem Niemandsland gibt es kaum noch tragfähige soziale, territoriale und kulturelle Bezugspunkte. (1) In eine schon imaginäre Alltagswelt abgedrängt, wird häufig der Versuch gemacht, den eigenen Lebenslauf über eine landsmannschaftliche Zuordnung in Richtung Herkunftsfamilie zu reorganisieren. Die Gegenwart und Zukunft derart durch die Vergangenheit zu besetzen, führt jedoch schnell in eine ethnisierende Dynamik. (2) Einmal in diese Dynamik geraten sehen sich die Jugendlichen alsbald in Konflikte mit ihrer Mit- und Umwelt verstrickt. Eine zunehmend ethnisch aufgeladene Biographie reibt sich mit den Grundeigenschaften fortgeschrittener Industriegesellschaften, in denen ethnische Arrangements grundsätzlich zu einer Angelegenheit des privaten Stils geworden sind. Sie macht aber auch dort Probleme, wo diese Grundeigenschaften nicht mehr so ernst genommen werden, also wieder ethnische Bekenntnisse in der Öffentlichkeit modern werden, weil dann Kulturkonflikte angesagt sind. (3) In dieser doppelten Frontstellung versuchen manche Vertreter der dritten Generation, sich ein Territorium mit eigenen sozialen und kulturellen Strukturen zu schaffen. Dies wird dann allerdings von der lokalen Öffentlichkeit sehr schnell als 'Gang'-bildung wahrgenommen und bekämpft. Gleichzeitig tut sich eine weitere Front auf. Derart in Mißkredit geraten wenden sich nunmehr nämlich auch die Herkunftsfamilien, die sich mühsam in ghettoähnlichen Quartieren eingeigelt haben, ab. Die hier knapp angedeuteten Tendenzen werden am Beispiel einer Kölner Jugendgang, den 'Leipzigern', vorgestellt. Dabei soll deutlich werden, wie der dritten Generation systematisch der Boden unter den Füßen weggezogen wird und wie zum Schluß auf biographische Konstruktionen überhaupt verzichtet wird." The Alternative for Germany’s radicalization in historical-comparative perspective

This article chronicles the AfD’s rightward repositioning and compares it with the programmatic development of three postwar German parties on the ideological wings. By highlighting factors that tilt the balance of power away from moderate reformers towards hardliners, this comparative analysis sheds light on the conditions that lead a relatively successful party on the ideological wings, such as the AfD, to radicalize its programme. Four variables stand out: whether party hardliners take the blame for the recent election loss; whether they offer a convincing programmatic and strategic alternative to the reformers; whether changes in party composition strengthen hardliners; and whether external factors enhance their weight within the party. The essay concludes that the AfD’s radicalization was unusual, but not exceptional. It is however too early to conclude that the Federal Republic’s distinctive institutions and political culture no longer impose significant costs on parties that shift their programmes away from the centre
