Available online at http://www.springer.com/This paper offers an analysis of leadership responsibility associated with differing models of the firm. Following a critique of the classical economic and conventional stakeholder theories of the firm, we proposes an interactive stakeholder theory that better facilitates the kind of ethical responsibility demanded by twenty-first century challenges. Our analysis also leads us to conclude that leadership education and development is in need of urgent reform. The first part of the paper focuses on what it means to lead responsibly, and argues that leading is essentially the practice of responsibility. The second part of the paper challenges standard assumptions about the ‘business of business’, while the third section examines in more depth how leadership education might be configured as a preparation for the enactment of responsible leadership.     Functional characteristics of patients with retinal dystrophy that manifest abnormal parafoveal annuli of high density fundus autofluorescence; a review and update

    Purpose To examine the presence and functional significance of annular fundus autofluorescence abnormalities in patients with different retinal dystrophies. Methods Eighty one patients were ascertained who had a parafoveal ring of high density on fundus autofluorescence imaging. Sixty two had had a clinical diagnosis of retinitis pigmentosa (RP) or Usher syndrome with normal visual acuity. Others included a case of Leber congenital amaurosis and genetically confirmed cases of cone or cone-rod dystrophy (GUCA1A, RPGR, RIMS1), “cone dystrophy with supernormal rod ERG” (KCNV2) and X-linked retinoschisis (RS1). International-standard full-field and pattern electroretinography (ERG; PERG) were performed. Some patients with rod-cone or cone-rod dystrophy underwent multifocal ERG (mfERG) testing and photopic and scotopic fine matrix mapping (FMM). Results In patients with RP, the radius of the parafoveal ring of high density correlated with PERG P50 (R = 0.83, P < 0.0005, N = 62) and encircled areas of preserved photopic function. In the other patients, AF rings either resembled those seen in RP or encircled an area of central atrophy. Ring radius was inversely related to the PERG P50 component in 4 of 18 cases with a detectable response. FMM showed that arcs of high density were associated with a gradient of sensitivity change. Conclusions Parafoveal rings of high density autofluorescence are a non-specific manifestation of retinal dysfunction that can occur in different retinal dystrophies. Electrophysiology remains essential for accurate diagnosis. The high correlation of autofluorescence with PERG, mfERG and FMM demonstrates that AF abnormalities have functional significance and may help identify suitable patients and retinal areas amenable to future therapeutic intervention

    Local and Indigenous management of climate change risks to archaeological sites

    Hundreds of thousands of significant archaeological and cultural heritage sites (cultural sites) along the coasts of every continent are threatened by sea level rise, and many will be destroyed. This wealth of artefacts and monuments testifies to human history, cosmology and identity. While cultural sites are especially important to local and Indigenous communities, a stall in coordinated global action means adaptation at a local scale is often unsupported. In response, this paper produces a practical climate change risk analysis methodology designed for independent, community-scale management of cultural sites. It builds on existing methods that prioritise sites most at risk from climate impacts, proposing a field survey that integrates an assessment of the relative cultural value of sites with assessment of exposure and sensitivity to climate impacts. The field survey also stands as a monitoring program and complements an assessment of organisational adaptive capacity. The preliminary field survey was tested by Indigenous land managers in remote northern Australia at midden and rock art sites threatened by sea level rise, extreme flood events and a range of non-climactic hazards. A participatory action research methodology—incorporating planning workshops, semi-structured interviews and participant observations—gave rise to significant modifications to the preliminary field survey as well as management prioritisation of 120 sites. The field survey is anticipated to have global application, particularly among marginalised and remote Indigenous communities. Well planned and informed participation, with community control, monitoring and well-informed actions, will contribute significantly to coordinated global and regional adaptation strategies.Fieldwork was supported by the Australian Research Council (Linkage Project LP110201128 and Discovery Project DP120100512), the Australian National University and Charles Darwin University

    The Apache Point Observatory Galactic Evolution Experiment: First Detection of High Velocity Milky Way Bar Stars

    Commissioning observations with the Apache Point Observatory Galactic Evolution Experiment (APOGEE), part of the Sloan Digital Sky Survey III, have produced radial velocities (RVs) for ~4700 K/M-giant stars in the Milky Way bulge. These high-resolution (R \sim 22,500), high-S/N (>100 per resolution element), near-infrared (1.51-1.70 um; NIR) spectra provide accurate RVs (epsilon_v~0.2 km/s) for the sample of stars in 18 Galactic bulge fields spanning -1-32 deg. This represents the largest NIR high-resolution spectroscopic sample of giant stars ever assembled in this region of the Galaxy. A cold (sigma_v~30 km/s), high-velocity peak (V_GSR \sim +200 km/s) is found to comprise a significant fraction (~10%) of stars in many of these fields. These high RVs have not been detected in previous MW surveys and are not expected for a simple, circularly rotating disk. Preliminary distance estimates rule out an origin from the background Sagittarius tidal stream or a new stream in the MW disk. Comparison to various Galactic models suggests that these high RVs are best explained by stars in orbits of the Galactic bar potential, although some observational features remain unexplained.Comment: 7 pages, 4 figures, accepted for publication in ApJ Letter

    Characterization of Arabidopsis ABCG11/WBC11, an ATP binding cassette (ABC) transporter that is required for cuticular lipid secretion

    Summary ABCG11/WBC11, an ATP binding cassette (ABC) transporter from Arabidopsis thaliana, is a key component of the export pathway for cuticular lipids. Arabidopsis wbc11 T-DNA insertional knock-out mutants exhibited lipidic inclusions inside epidermal cells similar to the previously characterized wax transporter mutant cer5, with a similar strong reduction in the alkanes of surface waxes. Moreover, the wbc11 knock-out mutants also showed defects not present in cer5, including post-genital organ fusions, stunted growth and a reduction in cutin load on the plant surface. A mutant line previously isolated in a forward genetics screen, called permeable leaves 1 (pel1), was identified as an allele of ABCG11/WBC11. The double knock-out wbc11 cer5 exhibited the same morphological and biochemical phenotypes as the wbc11 knock-out. A YFP-WBC11 fusion protein rescued a T-DNA knock-out mutant and was localized to the plasma membrane. These results show that WBC11 functions in secretion of surface waxes, possibly by interacting with CER5. However, unlike ABCG12/ CER5, ABCG11/WBC11 is important to the normal process of cutin formation

    Mental health policy process: a comparative study of Ghana, South Africa, Uganda and Zambia

    <p>Abstract</p> <p>Background</p> <p>Mental illnesses are increasingly recognised as a leading cause of disability worldwide, yet many countries lack a mental health policy or have an outdated, inappropriate policy. This paper explores the development of appropriate mental health policies and their effective implementation. It reports comparative findings on the processes for developing and implementing mental health policies in Ghana, South Africa, Uganda and Zambia as part of the Mental Health and Poverty Project.</p> <p>Methods</p> <p>The study countries and respondents were purposively selected to represent different levels of mental health policy and system development to allow comparative analysis of the factors underlying the different forms of mental health policy development and implementation. Data were collected using semi-structured interviews and document analysis. Data analysis was guided by conceptual framework that was developed for this purpose. A framework approach to analysis was used, incorporating themes that emerged from the data and from the conceptual framework.</p> <p>Results</p> <p>Mental health policies in Ghana, South Africa, Uganda and Zambia are weak, in draft form or non-existent. Mental health remained low on the policy agenda due to stigma and a lack of information, as well as low prioritisation by donors, low political priority and grassroots demand. Progress with mental health policy development varied and respondents noted a lack of consultation and insufficient evidence to inform policy development. Furthermore, policies were poorly implemented, due to factors including insufficient dissemination and operationalisation of policies and a lack of resources.</p> <p>Conclusions</p> <p>Mental health policy processes in all four countries were inadequate, leading to either weak or non-existent policies, with an impact on mental health services. Recommendations are provided to strengthen mental health policy processes in these and other African countries.</p

    Professional practices and opinions about services available to bilingual children with developmental disabilities:an international study

    This study aimed to gather information from school- and clinic-based professionals about their practices and opinions pertaining to the provision of bilingual supports to students with developmental disabilities. Using an online survey, data were collected in six socio-culturally and linguistically diverse locations across four countries: the United States, Canada, the United Kingdom, and the Netherlands. In total, 361 surveys were included in the analysis from respondents who were primarily teachers and speech-language pathologists working in schools, daycares/preschools, or community-based clinics. The overall picture that emerged from the data reflected a disconnection between practice and opinion. In general, respondents believed that children with both mild and severe disabilities are capable of learning a second language, although their opinions were more neutral for the latter group. However, children with both mild and severe disabilities who spoke only a minority language at home had less access to services for second language learners than did their typically developing peers, although respondents agreed that such services should be more available. Regardless of clinical group, children who lived in homes where a minority language was spoken were often exposed to, assessed in, and treated in the majority language only; again, respondents generally disagreed with these practices. Finally, second language classes were less available to children in the two disability groups compared to typically developing bilingual children, with general agreement that the opportunity to acquire a second language should be more available, especially to those with mild disabilities. Although the results indicate that there is a considerable gap between current practices and professional opinions, professionals appear to be more supportive of bilingual educational opportunities for these populations than was suggested by previous research
