    Challenges in Representation Learning: A report on three machine learning contests

    The ICML 2013 Workshop on Challenges in Representation Learning focused on three challenges: the black box learning challenge, the facial expression recognition challenge, and the multimodal learning challenge. We describe the datasets created for these challenges and summarize the results of the competitions. We provide suggestions for organizers of future challenges and some comments on what kind of knowledge can be gained from machine learning competitions.Comment: 8 pages, 2 figure

    Racism, anti-racist practice and social work: articulating the teaching and learning experiences of Black social workers

    In the mid 1990s a Black practice teacher programme was established in Manchester and Merseyside with the primary aim to increase the number of Black practice teachers in social work organisations, and in turn provide a supportive and encouraging learning environment for Black student social workers whilst on placement. In the north‐west of England research has been undertaken, to establish the quality of the practice teaching and student learning taking place with Black practice teachers and students. This paper is an exploration of the ideas generated within the placement process that particularly focused on the discourse of racism and ant‐racist practice. Black students and practice teachers explain their understanding of racism and anti‐racist practice within social work. From the research, the paper will critique some of the ideas concerning anti‐racism. In particular, it will question whether anti‐racist social work practice needs to be re‐evaluated in the light of a context with new migrants, asylum seekers and refugees. It will concluded, by arguing that whilst the terms anti‐racism, Black and Minority Ethnic have resonance as a form of political strategic essentialism, it is important to develop more positive representations in the future

    Captive breeding of European freshwater mussels as aconservation tool: A review

    1. Freshwater mussels are declining throughout their range. Their importantecological functions along with insufficient levels of natural recruitment haveprompted captive breeding for population augmentation and questions about the usefulness and applicability of such measures. 2. This article reviews the current state of captive breeding and rearing programmes for freshwater mussels in Europe. It considers the various species, strategies, andtechniques of propagation, as well as the different levels of effort requiredaccording to rearing method, highlighting the key factors of success. 3. Within the last 30 years, 46 breeding activities in 16 European countries have been reported, mainly of Margaritifera margaritifera and Unio crassus. Some facilities propagate species that are in a very critical situation, such as Pseudunio auricularius, Unio mancus, and Unio ravoisieri, or multiple species concurrently. Insome streams, the number of released captive-bred mussels already exceeds the size of the remaining natural population. 4. Rearing efforts range from highly intensive laboratory incubation to lowerintensity methods using in-river mussel cages or silos. Most breeding efforts are funded by national and EU LIFE(+) grants, are well documented, and consider the genetic integrity of the propagated mussels. Limited long-term funding perspectives, the availability of experienced staff, water quality, and feeding/survival during early life stages are seen as the most important challenges. 5. Successful captive breeding programmes need to be combined with restoration ofthe habitats into which the mussels are released.     European Competition Policy in International Markets

    International audienceChanges in the institutional, technological and economic environment raise new challenges to the European competition policy. In this context, it is timely for European authorities to appraise the external dimension of the European competition policy as well as its articulation with current internal reforms. Globalisation can increase the costs of monitoring and seriously reduce the ability of European authorities to tackle cross-border anti-competitive conducts. In addition, conflicts are exacerbated by industrial policy motivations. As it is unlikely that the sole application of the territoriality and extraterritoriality principles to competition rules could yield an optimal international competition system, globalisation calls for higher levels and types of cooperation. Given that bilateral cooperation and especially the implementation of comity principles could be of no value when laws or interests are sources of international conflicts, three main paths could be therefore encouraged: The continuous harmonization of rules through the joint action of OECD and ICN; the higher cooperation in the confidential information exchange; the establishment of global anti-trust institutions. Although WTO is legitimate in judging questions related market access and entry barriers, it is less equipped to assess international hard core cartels or M&A reviews. As a substitute for WTO, a multilevel system, like the EU system, could be promoted. For political and pragmatic reasons, it could be composed in a first step of a hard core of countries like the EU, Japan and the U.S. It could be associated with the creation of an international Court of Justice for competition. In addition to these external reforms, some internal reforms could be required. Competition authorities have to develop further competition advocacy to give a higher priority to competition issues in other EU policies and national regulation. A parallel and complementary reform could consist in making the European competition agency independent from State Members' interference

    Dissecting the Shared Genetic Architecture of Suicide Attempt, Psychiatric Disorders, and Known Risk Factors

    Background Suicide is a leading cause of death worldwide, and nonfatal suicide attempts, which occur far more frequently, are a major source of disability and social and economic burden. Both have substantial genetic etiology, which is partially shared and partially distinct from that of related psychiatric disorders. Methods We conducted a genome-wide association study (GWAS) of 29,782 suicide attempt (SA) cases and 519,961 controls in the International Suicide Genetics Consortium (ISGC). The GWAS of SA was conditioned on psychiatric disorders using GWAS summary statistics via multitrait-based conditional and joint analysis, to remove genetic effects on SA mediated by psychiatric disorders. We investigated the shared and divergent genetic architectures of SA, psychiatric disorders, and other known risk factors. Results Two loci reached genome-wide significance for SA: the major histocompatibility complex and an intergenic locus on chromosome 7, the latter of which remained associated with SA after conditioning on psychiatric disorders and replicated in an independent cohort from the Million Veteran Program. This locus has been implicated in risk-taking behavior, smoking, and insomnia. SA showed strong genetic correlation with psychiatric disorders, particularly major depression, and also with smoking, pain, risk-taking behavior, sleep disturbances, lower educational attainment, reproductive traits, lower socioeconomic status, and poorer general health. After conditioning on psychiatric disorders, the genetic correlations between SA and psychiatric disorders decreased, whereas those with nonpsychiatric traits remained largely unchanged. Conclusions Our results identify a risk locus that contributes more strongly to SA than other phenotypes and suggest a shared underlying biology between SA and known risk factors that is not mediated by psychiatric disorders.Peer reviewe

    Contrasting state-of-the-art automated scoring of essays: analysis

    This study compared the results from nine automated essay scoring engines on eight essay scoring prompts drawn from six states that annually administer high-stakes writing assessments. Student essays from each state were randomly divided into three sets: a training set (used for modeling the essay prompt responses and consisting of text and ratings from two human raters along with a final or resolved score), a second test set used for a blind test of the vendor-developed model (consisting of text responses only), and a validation set that was not employed in this study. The essays encompassed writing assessment items from three grade levels (7, 8, 10) and were evenly divided between source-based prompts (i.e., essay prompts developed on the basis of provided source material) or those drawn from traditional writing genre (i.e., narrative, descriptive, persuasive). The total sample size was N = 22,029. Six of the eight essays were transcribed from their original handwritten responses using two transcription vendors. Transcription accuracy rates were computed at 98.70% for 17,502 essays. The remaining essays were typed in by students during the actual assessment and provided in ASCII form. Seven of the eight essays were holistically scored and one employed score assignments for two traits. Scale ranges, rubrics, and scoring adjudications for the essay sets were quite variable. Results were presented on distributional properties of the data (mean and standard deviation) along with traditional measures used in automated essay scoring: exact agreement, exact+adjacent agreement, kappa, quadratic-weighted kappa, and the Pearson r. The results demonstrated that overall, automated essay scoring was capable of producing scores similar to human scores for extended-response writing items with equal performance for both source-based and traditional writing genre

    Microsoft Academic Search is a free search engine specific to scholarly material. It currently covers more than 50 million publications and over 19 million authors across a variety of domains. One of the main challenges in correctly indexing this material is author name ambiguity and the resulting noise in author profiles. KDD Cup 2013 invited participants to tackle this problem in 2 ways: (1) by automatically determining which papers in an author profile are truly written by a given author, and (2) by identifying which author profiles need to be merged because they belong to the same author.
