    From Right to Good, and to Asset: the State-led Financialisation of the Social Rented Housing in Italy

    Rental housing has been regarded as the new ‘frontier for financialisation’ since the 2007 financial crisis. But research examining financialisation of de-commodified rental housing is limited and is primarily focused on stock acquisitions by financial investors and the enabling role of either national or local governments. This critically overlooks the emergence of the financialised production of social rented housing, the interplay between levels of government (particularly with the regional level), and the leading role of the state in these processes. By combining a political sociology approach to policy instruments with a housing system studies perspective, the paper investigates how Italy, through the interplay between national, regional (Lombardy) and local (Milan) governments, led the financialisation of its social rented housing production. Through analyses of six decades of financial-legislative changes in the housing system regarding production/provision, finance and land supply, it identifies a three-stage journey towards financialisation: (1) the rise and fall of publicly-owned rental social housing (1950s to 1990s); (2) the regionalisation and marketisation of the sector up to the late 2000s; and (3) the upward transfer from the first local-scale experiment with the real estate mutual investment fund in Milan to the creation of a national-scale System of Funds for the production of social rented housing. The study shows that the re-commodification of housing and land initiated in the 1980s were intertwined and a conditio-sine-qua-non for financialisation; that the state played a crafting—rather than solely enabling—role in this process; and that trans-scalar legislative–financial innovations transformed social rented housing into a liquid asset class

    Technical Note: Regularization performances with the error consistency method in the case of retrieved atmospheric profiles

    International audienceThe retrieval of concentration vertical profiles of atmospheric constituents from spectroscopic measurements is often an ill-conditioned problem and regularization methods are frequently used to improve its stability. Recently a new method, that provides a good compromise between precision and vertical resolution, was proposed to determine analytically the value of the regularization parameter. This method is applied for the first time to real measurements with its implementation in the operational retrieval code of the satellite limb-emission measurements of the MIPAS instrument and its performances are quantitatively analyzed. The adopted regularization improves the stability of the retrieval providing smooth profiles without major degradation of the vertical resolution. In the analyzed measurements the retrieval procedure provides a vertical resolution that, in the troposphere and low stratosphere, is smaller than the vertical field of view of the instrument

    Cost-of-illness in systemic sclerosis: a retrospective study of an italian cohort of 106 patients

    Aims: It is increasingly important to determine the economic consequences of diseases considering the policy of limited health–care budgets. In this study we evaluated the annual direct and indirect costs of Systemic Sclerosis (SSc) and we tried also to identify any cost predictors. Methods: We studied 106 patients (103 female, 3 male), 57 affected by Limited Systemic Sclerosis (LSSc) and 49 affected by Diffuse Systemic Sclerosis (DSSc). Mean age was 57 years (SD±13,8) and mean disease duration was 8,9 years (SD±7,2). Direct costs: data were calculated referring to DRG (Disease Related Group) expenses for the in-patients. We referred to national pharmacopoeia to calculate the pharmaceutical cost for the out-patients. Indirect costs: we estimated the expense comparing our cases to literature data. Intangible costs: these are attributable to pain and psychological suffering. It is very difficult to express the intangible costs in monetary terms and they are often conveyed as disability and poorer quality-of-life. We used the Health Assessment Questionnaire "HAQ" and the Short Form-36 "SF-36" to evaluate this issues. Results: Our study confirms, the extremely high costs caused by Systemic Sclerosis (total cost's 2001 year is € 1.173.842,93, and average yearly patient cost is € 11.073,99). Considering an estimated prevalence of 375 cases/106, the total yearly economic impact of SSc in Italy should be € 249.000.000,00. Intangible costs were calculated as modifications of the health status. Average value of the HAQ was significantly higher than the control population (0,94±0,72), average values in the SF-36 were significantly lower than the control population (49,99±19,16 for physical dimension and 58,42±27,71 for mental dimension). The diffuse form of SSc, positivity for anti-Scl 70 antibodies, high skin score and a poor health status (HAQ and SF-36) were found to be cost predictors. Conclusions: As reported in the literature, our study confirms, the extremely high costs for total and single patients caused by Systemic Sclerosis. The DSSc are more expensive than the LSSc approximately 11% (p=0,0067). The direct costs are 30% higher in the DSSc than the LSSc (p<0.001). The indirect and intangible costs are not significantly different. Moreover, our study shows also the possibility of identifying different cost predictors

    Electrochemically Generated Luminescence of Luminol and Luciferin in Ionic Liquids

    Electrochemiluminescence (ECL) is the generation of light triggered by an electrochemical reaction. ECL has been extensively studied in solvent-based electrolytes, but there is a lack of data on using electrode reactions to populate an excited-state light emitter in room temperature ionic liquids (RTILs). This work explores the current response, light intensity (photon counting), and spectral signatures of the cathodic ECL of luminol and firefly's luciferin in imidazolium-based RTILs. We have demonstrated that the cathodic (superoxide-triggered) ECL of both luminol and adenylate-ester of firefly's luciferin is viable in RTILs, explored the effect of water contaminations, and importantly, shown that the ECL signal persists for up to about 700 s after the removal of the external cathodic pulse, which is probably due to the stabilization of superoxide by double-layer cation-rich structures. Long-lived RTIL double-layer structures and their endogenous fields are detected as stable and discrete open-circuit potential plateaus

    Extended Formulations in Mixed-integer Convex Programming

    We present a unifying framework for generating extended formulations for the polyhedral outer approximations used in algorithms for mixed-integer convex programming (MICP). Extended formulations lead to fewer iterations of outer approximation algorithms and generally faster solution times. First, we observe that all MICP instances from the MINLPLIB2 benchmark library are conic representable with standard symmetric and nonsymmetric cones. Conic reformulations are shown to be effective extended formulations themselves because they encode separability structure. For mixed-integer conic-representable problems, we provide the first outer approximation algorithm with finite-time convergence guarantees, opening a path for the use of conic solvers for continuous relaxations. We then connect the popular modeling framework of disciplined convex programming (DCP) to the existence of extended formulations independent of conic representability. We present evidence that our approach can yield significant gains in practice, with the solution of a number of open instances from the MINLPLIB2 benchmark library.Comment: To be presented at IPCO 201

    Branch and bound based coordinate search filter algorithm for nonsmooth nonconvex mixed-integer nonlinear programming problems

Series "Lecture notes in computer science", ISSN 0302-9743, vol. 8580.A mixed-integer nonlinear programming problem (MINLP) is a problem with continuous and integer variables and at least, one nonlinear function. This kind of problem appears in a wide range of real applications and is very difficult to solve. The difficulties are due to the nonlinearities of the functions in the problem and the integrality restrictions on some variables. When they are nonconvex then they are the most difficult to solve above all. We present a methodology to solve nonsmooth nonconvex MINLP problems based on a branch and bound paradigm and a stochastic strategy. To solve the relaxed subproblems at each node of the branch and bound tree search, an algorithm based on a multistart strategy with a coordinate search filter methodology is implemented.     Comparison of mid-latitude single- And mixed-phase cloud optical depth from co-located infrared spectrometer and backscatter lidar measurements

    The long-wave downwelling spectral radiance measurements performed by means of the Far-Infrared Radiation Mobile Observation System (FIRMOS) spectrometer at the summit of the Zugspitze (German Alps) in the winter 2018/19 allowed the retrieval of the optical and micro-physical properties of ice and mixed clouds, showing a good agreement of the statistical relationship between the ice water path and the ice optical depth with the ones from previous works. In this paper the optical depths retrieved from FIRMOS are initially compared with selected cases calculated from backscattering light detection and ranging (lidar) data by using a transmittance method. Then, in order to compare the whole FIRMOS dataset, the power-law relationship between backscattering and extinction is used to apply the Klett method and automatize the routine. Minimizing the root mean square differences, the exponent k of the power-law relationship is assessed to be 0.85 with a variability in the range of 0.60–1.10 for ice clouds and 0.50 with a variability within 0.30–0.70 for mixed clouds
