Análise dos planos de prevenção dos riscos de corrupção e infracções conexas da área Metropolitana do Porto

Dissertação apresentada para a obtenção do grau de Mestre em Auditoria Orientada por: Professor Coordenador Dr. Rodrigo Carvalho Instituto Superior de Contabilidade e Administração do PortoAs recentes mudanças consequência da “Nova Gestão Pública” parecem apontar também para a adopção no Sector Público em Portugal, autarquias em particular, de normas de auditoria usadas no sector privado, permitindo eventualmente sugerir uma “Nova Auditoria Pública”. A auditoria pública portuguesa, nomeadamente no caso das Autarquias Locais, é, assim, forçada a agir de uma forma diferente, adoptando novos métodos de gestão de auditoria, que garantam melhorias no seu funcionamento e que acompanhem a evolução das necessidades actuais, que se apresentam cada vez mais exigentes. A auditoria pública deixou, assim, de ter um carácter quase exclusivamente financeiro, para alargar o seu âmbito a temas tão diversos como os riscos de processos e sistemas de negócio, sustentabilidade, ambiente, segurança, responsabilidade social, etc. Aliás, a gestão de risco é uma actividade que assume um carácter transversal revelando-se um requisito essencial ao funcionamento das organizações do Sector Público. Os serviços públicos são estruturas em que também se verificam riscos de gestão, de todo o tipo, e particularmente riscos de corrupção e infracções conexas. Tendo em atenção estas considerações, as Autarquias Locais conscientes de que a corrupção e os riscos conexos são um sério obstáculo ao normal funcionamento das instituições apresentaram os Planos de Prevenção de Riscos de Gestão, incluindo os de Corrupção e Infracções Conexas. Assim, pretendo com este trabalho analisar a existência e implementação de procedimentos de auditoria (incluindo a existência de PPRCIC), bem como a importância que lhes é atribuída, nas Autarquias Locais da Área Metropolitana do Porto. Subsequentemente o trabalho está organizado da seguinte forma: a Parte I abrangendo três capítulos, é dedicada ao Enquadramento Teórico e Normativo, abordando a Evolução da Governação das Organizações Públicas em Portugal, a Auditoria do Sector Público como um instrumento para a melhoria da Gestão Pública e a Implementação dos PPRCIC; a Parte II, comportando dois capítulos apresenta o Estudo Empírico, começando pelo enquadramento metodológico, tratamento e análise de dados, e terminando com a apresentação e discussão dos resultados. A Conclusão resume as considerações finais deste trabalho

Effect of different conditions of growth and storage on the cell counts of two lactic acid bacteria after spray drying in orange juice

Consumers increasingly require innovative food products with health benefits. Thus, a dried orange juice incorporating probiotics could be a novel challenge. In this context, we investigated whether different sugars added to the culture media used for growth of two lactic acid bacteria contributed to their protection during spray drying in orange juice and subsequent storage under different conditions of temperature, light exposure and water activity. Cell viability during passage through simulated gastro-intestinal conditions was also investigated. Cells grown in culture medium containing fructose resulted in the worst survival rates during storage. High survival was observed for cells grown in the presence of lactose, followed by glucose. The survival of dried bacteria was enhanced at 4 C, water activity of 0.03 and absence of daylight. For cells grown in standard culture medium and after 12 months of storage at 4 C in orange juice powder (about 109 cfu/mL), there was a reduction of approximately 2 log-units for both lactic acid bacteria after gastro-intestinal tract passage simulation. Using the conditions of growth and storage investigated, it is possible to improve the survival rate of lactic acid bacteria and produce an orange juice powder with probiotic characteristics with shelf life of at least 12 months.info:eu-repo/semantics/publishedVersio

Efeito do ácido p-hidroxibenzóico no crescimento de leveduras isoladas de mel

De entre as características do mel, destaca-se a sua composição química em que os açucares possuem um papel dominante. Possui um teor em agua de 16 a 18%, contendo também enzimas, hidroximetilfurfural, sais minerais, substancias azotadas, vitaminas, compostos aromáticos e ácidos. Os ácidos apesar de estarem presentes no me! em pequena proporção (teor máximo 0,5%) tem um efeito pronunciado no sabor e contribuem, para a resistência do mel ao ataque microbiano

Serviços educativos online nos museus portugueses

O Museu na sua busca incessante de encontrar o “elixir” ideal para a conquista de novos públicos tem vindo a sentir a necessidade de buscar nas novas tecnologias um complemento dinâmico, mas sempre educativo de simbiose com os visitantes. São vários os museus que utilizam os seus sites para fazer chegar a um público mais numeroso as suas colecções. Conscientes do facto de que este pode ser um meio eficaz de cativar e fidelizar os públicos, acreditamos que a aposta das novas tecnologias e nas suas acções educativas facilitará a aproximação do museu à comunidade. Neste trabalho caracterizámos os 115 sites dos museus portugueses analisados e descrevemos as actividades dos serviços educativos online. Ainda só cinco museus disponibilizam actividades

Composition and antibacterial activity of the lipophilic fraction of honeybee pollen from native species of Montesinho Natural Park

The lipophilic composition of honeybee pollen from Cistus ladanifer, Castanea sativa and Rubus sp. was analysed by GC-MS. The extracts are mainly composed by saturated and unsaturated fatty acids, sterols, long chain aliphatic alcohols, alkanes and alkenes. The profiles of chemical composition allow the chemical differentiation of pollen species. The biological activity of the lipophilic fractions against several Gram positive bacteria was demonstrated and related to the resistance of beehives to certain diseases when feed with such pollens

Improving Quality in the Patients‟ Risk of Fall Evaluation through Clinical Supervision

In the hospital settings, falls occur for a wide scope of reasons but most of the time they could be prevented. Therefore, clinical supervision as a strategy to improve and develop nurses’ knowledge and skills is crucial for a better clinical practice. The aims of this quantitative, exploratory and descriptive study were: to characterize the risk of falling of hospitalized patients in a unit of the medicine department; to relate the risk of falling with the patients’ personal attributes; to analyze the compliance between the procedures for monitoring, planning and execution of nursing care; to suggest contributions for a clinical supervision model in nursing to improve nurses’ skills in preventing falls. The population was composed by all the patients of the selected unit who were hospitalized from the 10th of February 2012 until the 9th of April 2012. We had a convenience sample constituted by 132 patients who fitted the inclusion criteria. We collected data through several procedures such as the application of a questionnaire to assess the risk of fall accordingly to the falls protocol implemented in the unit and the parameterization defined in the nursing records system. The results pointed out that 16,7% of patients showed “no risk of fall”, 48,5% had “low risk of fall” and 34,8% had “high risk of fall”. We verify the existence of non-conformities in the implementation of the falls protocol, the application of the Morse Fall Scale, among others. Thus, we recommend some contributions for a clinical supervision model in nursing so nurses can develop their knowledge and skills in preventing patients’ falls.info:eu-repo/semantics/publishedVersio

Morse Fall Scale User's Manual: Quality in Supervision and in Nursing Practice

Falls are common adverse hospital events. In the first phase of the research project: “Clinical Supervision for Safety and Care Quality” (C-S2AFECARE-Q), difficulties in the application of the Morse Fall Scale® and non-conformities in the implementation of the falls prevention protocol were identified. Therefore, we carried out a qualitative research to improve patient safety and quality of nursing care through the design of a tool that clarifies each item of the scale and helps nurses in the assessment of the risk of fall.
