Проаналізовано чинне законодавство та законодавства інших країн, надано пропозиції та доповнення до чинного законодавства про державну службу, зокрема щодо прийняття Закону України „Про публічну службу" і „Про основи державної служби". Диссертация посвящена научному исследованию управления государственной службой в контексте адаптации института государственной службы к стандартам Европейского Союза. Определяются понятие и правовая природа службы, публичной службы, государственной службы, их соотношение, определяется понятие государственной службы как объекта управления, анализируется законодательство о государственной службе. Сделан вывод о том, что видами публичной службы в Украине являются: а) политическая; б) государственная; в) судейская; г) муниципальная. Дается характеристика особенностей каждой из них. Особое внимание уделено исследованию сущности государственной службы как объекта государственного управления. В связи с этим государственная служба рассматривается в политическом, публичном, правовом, структурном, процессуальном, организационном и морально-этическом аспектах. Отмечено, что действующее 'законодательство об управлении государственной службой не в полной мере удовлетворяет потребности обеспечения реализации конституционных прав, свобод и законных интересов человека и гражданина, эффективного решения задач и исполнения функций государства, не соответствует уровню его развития. Впервые выделены и охарактеризованы виды государственной политической службы: а) президентская (на посту Президента Украины); б) депутатская (на должности народного депутата); в) правительственная (на должности члена Правительства). Осуществлено размежевание понятий „государственный служащий" и „политический деятель", сделаны выводы о необходимости законодательного закрепления особенностей каждого вида службы. Предложено авторское определение понятия „государственно-служебные отношения", определены их состав и виды. Получило дальнейшее развитие положение о классификаций органов управления государственной службой на: центральные и местные; общие и специальные; общие и ведомственные. Определена система принципов подготовки, переподготовки и повышения квалификации государственных служащих: а) системность; б) единство; в) общность; г) дифференциированность; д) обязательность и безпрерывность; упреждающий характер обучения; ж) установление взаимных прав, обязанностей и ответственности; з) установление правовых последствий обеспечения высокого качества и эффективности обучения; и) государственное управление и координация деятельности всех элементов системы повышения квалификации; к) учет отечественного и зарубежного опыта.Dissertation for the receipt of a scientific degree of the candidate of jurisprudence on a speciality 12.00.07 - administrative law and process, financial law, informational law. - Odessa National Academy of Law, Odessa, 2009. The current legislation and foreign legislation are analyzed, offers and additions to the current legislation about state service are presented, for example, in connection with the adoption of the Law of Ukraine "On the public service" and "On the bases of the state service".     The neutrophil chemoattractant proline-glycine-proline (PGP) is generated from collagen by matrix metalloproteinase-8/9 (MMP-8/9) and prolyl endopeptidase (PE), and it is concomitantly degraded by extracellular leukotriene A4 hydrolase (LTA4H) to limit neutrophilia. Components of cigarette smoke can acetylate PGP, yielding a species (AcPGP) that is resistant to LTA4H-mediated degradation and can, thus, support a sustained neutrophilia. In this study, we sought to elucidate if an antiinflammatory system existed to degrade AcPGP that is analogous to the PGP-LTA4H axis. We demonstrate that AcPGP is degraded through a previously unidentified action of the enzyme angiotensin-converting enzyme (ACE). Pulmonary ACE is elevated during episodes of acute inflammation, as a consequence of enhanced vascular permeability, to ensure the efficient degradation of AcPGP. Conversely, we suggest that this pathway is aberrant in chronic obstructive pulmonary disease (COPD) enabling the accumulation of AcPGP. Consequently, we identify a potentially novel protective role for AcPGP in limiting pulmonary fibrosis and suggest the pathogenic function attributed to ACE in idiopathic pulmonary fibrosis (IPF) to be a consequence of overzealous AcPGP degradation. Thus, AcPGP seemingly has very divergent roles: it is pathogenic in its capacity to drive neutrophilic inflammation and matrix degradation in the context of COPD, but it is protective in its capacity to limit fibrosis in IPF

    This study aims to describe the lexicon in the traditional tradition of “Pau Kaka Bapa” ini Balukhering village, Lewolema District, East Flores Regency, East Nusa Tenggara. This type of research is descriptive qualitative. Data Collection was carried out by observing and recording through observastion and interview methods. The data analysis technique, 31 lexicons were found. The lexicon obtained is categorized into lexicon forms in the customary tradition, namely word forms and phrase forms. Furthermore, the meaning of the lexicon is found to have lexical meaning and denotative meaning. The function of language in the traditional tradition of "Pau Kaka Bapa", is categorized into 5 language functions namely Regulatory language functions, Representational language functions, interactional language functions, personal language functions, and finally the Heuristic language function.     Local induction of lymphangiogenesis with engineered fibrin-binding VEGF-C promotes wound healing by increasing immune cell trafficking and matrix remodeling

    Lymphangiogenesis occurs in inflammation and wound healing, yet its functional roles in these processes are not fully understood. Consequently, clinically relevant strategies for therapeutic lymphangiogenesis remain underdeveloped, particularly using growth factors. To achieve controlled, local capillary lymphangiogenesis with protein engineering and determine its effects on fluid clearance, leukocyte trafficking, and wound healing, we developed a fibrin-binding variant of vascular endothelial growth factor C (FB-VEGF-C) that is slowly released upon demand from infiltrating cells. Using a novel wound healing model, we show that implanted fibrin containing FB-VEGF-C, but not free VEGF-C, could stimulate local lymphangiogenesis in a dose-dependent manner. Importantly, the effects of FB-VEGF-C were restricted to lymphatic capillaries, with no apparent changes to blood vessels and downstream collecting vessels. Leukocyte intravasation and trafficking to lymph nodes were increased in hyperplastic lymphatics, while fluid clearance was maintained at physiological levels. In diabetic wounds, FB-VEGF-C-induced lymphangiogenesis increased extracellular matrix deposition and granulation tissue thickening, indicators of improved wound healing. Together, these results indicate that FB-VEGF-C is a promising strategy for inducing lymphangiogenesis locally, and that such lymphangiogenesis can promote wound healing by enhancing leukocyte trafficking without affecting downstream lymphatic collecting vessels. Russia's war against Ukraine is determined by geopolitics and Vladimir Putin's imperial policies. The emphasis on the military aspects of this international political phenomenon is due to the return of conventional war to its traditional place in the international relations system, which has become a key threat to international security.     The use of thermographic imaging to evaluate therapeutic response in human tumour xenograft models

    YesNon-invasive methods to monitor tumour growth are an important goal in cancer drug development. Thermographic imaging systems offer potential in this area, since a change in temperature is known to be induced due to changes within the tumour microenvironment. This study demonstrates that this imaging modality can be applied to a broad range of tumour xenografts and also, for the first time, the methodology’s suitability to assess anti-cancer agent efficacy. Mice bearing subcutaneously implanted H460 lung cancer xenografts were treated with a novel vascular disrupting agent, ICT-2552, and the cytotoxin doxorubicin. The effects on tumour temperature were assessed using thermographic imaging over the first 6 hours post-administration and subsequently a further 7 days. For ICT-2552 a significant initial temperature drop was observed, whilst for both agents a significant temperature drop was seen compared to controls over the longer time period. Thus thermographic imaging can detect functional differences (manifesting as temperature reductions) in the tumour response to these anti-cancer agents compared to controls. Importantly, these effects can be detected in the first few hours following treatment and therefore the tumour is observable non-invasively.     Salah satu sektor maritim yang penting adalah transportasi laut yang berupapelayaran. Masyarakat dalam melaksanakan kegiatan pelayaran memerlukaninformasi cuaca harian seperti tinggi gelombang yang terjadi di tengah lautmelalui laporan yang dikeluarkan Badan Meteorologi, Klimatologi, dan Geofisi-ka(BMKG). Dalam hal ini adalah tinggi gelombang laut untuk wila-yah Pekalongan, Rembang dan Semarang. Memodelkan ketiga vari-abel yang saling berhubungan dapat digunakan pendekatan Vector Autoregressive (VAR). Namun terdapat pola nonlinier sehingga digunakan pemodelan Radial Basis Function Network (RBFN). Ber-dasarkan hasil analisis, diperoleh nilai MSE training untuk variable Pekalongan sebesar 0,04, variabel Rembang sebesar 0,06 ,variabel Semarang sebesar 0,0399 dan MSE testing untuk variabel Pekalon-gan sebesar 2,315, Rembang sebesar 1,0053 ,variabel Semarang 0,0334. Sedangkan untuk R Square diperoleh untuk variabel Pek-alongan sebesar 0,7601, variabel Rembang sebesar 0,8309 dan vari-abel Semarang sebesar 0,7978.   &nbsp

    Role of Ep2 and Ep4 receptors in airway microvascular leak induced by prostaglandin E2

    Background and Purpose Airway microvascular leak (MVL) involves the extravasation of proteins from post-capillary venules into surrounding tissue. MVL is a cardinal sign of inflammation and an important feature of airway inflammatory diseases such as asthma. Prostaglandin E2 (PGE2), a product of cyclooxygenase mediated metabolism of arachidonic acid, binds to 4 receptors, termed EP1-4. PGE2 has a wide variety of effects within the airway, including modulation of inflammation, sensory nerve activation and airway tone. However, the effect of PGE2 on airway MVL and the receptor/s that mediate this have not been described. Experimental Approach Evans Blue dye was used as a marker of airway MVL and selective EP receptor agonists and antagonists were used alongside EP receptor deficient mice to define the receptor subtype involved. Key Results PGE2 induced significant airway MVL in mice and guinea pigs. A significant reduction in PGE2-induced MVL was demonstrated in Ptger2-/- and Ptger4-/- mice and in wild type mice pre-treated simultaneously with EP2 (PF-04418948) and the EP4 (ER-819762) receptor antagonists. In a model of allergic asthma, an increase in airway levels of PGE2 was associated with a rise in MVL; this change was absent in Ptger2-/- and Ptger4-/- mice. Conclusions and Implications PGE2 is a key mediator produced by the lung and has widespread effects according to the EP receptor activated. Airway MVL represents a response to injury and under ‘disease’ conditions is a prominent feature of airway inflammation. The data presented highlight a key role for EP2 and EP4 receptors in MVL induced by PGE2. This article is protected by copyright. All rights reserved
