The role of the regulator to promote the sustainability of water supply in Portugal
PosterWater is considered one of the most important natural resources and according to its scarcity and cost, it necessary to implement a sustainable management of its use. One of the reasons for
the unsustainable management of the sector in Portugal is the failure of the national Strategic Plan 2006-2013. It is no surprise that, either in relation to coverage ratios, or with respect to the quality
of the water supplied, Portugal is meeting the goals set out by the government. The of sustainability of the sector is another one, it’s related to the way the sector is organized and managed.
Regarding the reorganization of the sector with a concentration of operators (ending micro operators without technical and financial dimension), the vertical systems (from catchment to home
delivery), the desired concentration ranges (in water supply and wastewater treatment), the use of partnerships between the State and the municipalities and a uniform tariff, nothing has been done
and none of these aspects of the government objectives have been implemented.
It is therefore necessary to create or strengthen the institutions that promote the protection of water resources. Among these institutions the Regulatory Authority and Waste Water Services (ERSAR)
plays a central role, with a wide range of functions from defending the quality of the water services, its fair distribution, the sustainability of water resources, the respect of legal mechanisms, the
training and information of and on the sector, to the financial and taxes instruments.
As Gerlach and Franceys (2010:1229) refer: "the new regulators face the tremendous challenge of stimulating and supporting water service providers to improve their poor performance record,
which affects the disproportionately lower income population" and "[...] regulators are required to balance politically potentially sensitive and conflicting efficiency and welfare objectives."
The objective of this study is to deepen the knowledge of the framework and role of ERSAR powers, allowing make sustainable management of water supply systems in Portugal, after the high
investments made in the sector in the last 20 years.
These results will be obtained based on bibliographic research, application of a survey to different entities with competences in water services in European Union (Benchmarking) and application of
a Interview to key actors (municipalities) in Setúbal District, in Portugal.info:eu-repo/semantics/publishedVersio

Trabalho de natureza profissional para a atribuição do Título de Especialista do Instituto Politécnico do Porto, na área de Recursos Humanos, defendido a 15-07-2016.Por forma a cumprir com as exigências do Regulamento para Atribuição do Título de Especialista do Instituto Politécnico do Porto (Despacho IPP/P-106/2011), designadamente no ponto 1 do Artigo 6º, a docente aprenta um trabalho constante do seu currículo prossional. Optou por apresentar o trabalho de consultoria
desenvolvido na Delegação de Fafe da Cruz Vermelha Portuguesa, entre 2013 e 2014,
por considerar o mesmo um exemplo significativo de aplicação dos conhecimentos
na área de especialidade à qual se candidata, a saber, Recursos Humanos.
No âmbito do projeto PRIO - Promover Redes Inovação e Oportunidades, promovido
pela EAPN Portugal - European Anti-Poverty Network, foi consultora na Delegação de
Fafe da Cruz Vermelha Portuguesa (DFCVP) (ver Anexo 1).
O objetivo do projeto PRIO foi o de melhorar o desempenho gestionário das
organizações participantes com vista à promoção da sua sustentabilidade e da sua
intervenção. Tratou-se de um projeto de consultoria e formação em áreas
diagnosticas em cada organização como prioritárias. No caso da DFCVP, a
intervenção centrou-se na área da Gestão e Desenvolvimento de Recursos Humanos
(GDRH). Com efeito, com base nas necessidades diagnosticadas ao nível das políticas
e práticas de gestão de pessoas, apoiou no desenvolvimento de um conjunto de
instrumentos de apoio à GDRH, a saber: i) os procedimentos de recrutamento, seleção
acolhimento e integração de trabalhadores remunerados e voluntários; ii) a descrição
e análise de funções; iii) desenho da metodologia de gestão de desempenho; iii) o
organograma, entre outros.
Apresenta-se de seguida a metodologia utilizada na consultoria, bem como os dois
principais produtos que resultantes do trabalho: o Manual de Funções (Anexo 4) e o
Manual de Procedimentos de GRH (Anexo 5)

Emoções positivas: estudo da validação Dispositional Positive Emotions Scale para a população portuguesa
Dissertação de mestrado em Intervenções Cognitivo-Comportamentais nas Perturbações Psicológicas da Saúde, apresentada à Faculdade de Psicologia e de Ciências da Educação da Universidade de CoimbraNa última década, a felicidade, a psicologia positiva e as emoções positivas têm atraído a atenção científica. Consequentemente, um novo modelo foi avançado para descrever a forma e função de um subconjunto de emoções positivas. Este novo modelo postula que essas emoções positivas servem para ampliar o reportório do pensamento-acção momentâneo de um indivíduo, que por sua vez resulta na construção de recursos físicos, intelectuais e sociais do mesmo e consequentemente a sua satisfação com a vida (Fredrickson, 1998). O principal objectivo da presente investigação é validar a Escala de Emoções Positivas (DPES) na população Portuguesa e comparar com uma amostra clínica (ambulatório). Prodeceu-se a uma Análise Factorial Confirmatória, tendo por base a AEE, a um modelo de sete factores. Para comparar as duas amostras foi feita uma análise Teste t-Student. Resultados demonstraram que o ajustamento do modelo é sofrível, esta versão demonstrou boa consistência interna e boa validade convergente e discriminante.In the last decade happiness, positive psychology and positive emotions have attracted scientific attention. Consequently, a new model was advanced to describe the form and function of a subset of positive emotions. This new model posits that these positive emotions serve to broaden an individual's momentary thought-action repertoire, which in turn has the effect of building individual’s physical, intellectual, and social resources and thereafter more satisfaction with life (Fredrickson, 1998). The main objective of the present research is to validate the Dispositional Positive Emotions Scale (DPES) in the Portuguese population. Also compare it with a clinical sample (outpatient). To compare the two samples was used a t-Student Test. Results demonstrated that the adjustment of the model is tolerable, this version also showed good internal consistency and good convergent and discriminant validity

Workflow to detect ship encounters at sea with GIS support
Dissertation presented as the partial requirement for obtaining a Master's degree in Geographic Information Systems and ScienceAccording to the United Nations, more than 80% of the global trade is currently transported by
sea. The Portuguese EEZ has a very extensive area with high maritime traffic, among which illicit
activities may occur. This work aims to contribute to the official control of illegal transshipment
actions by studying and proposing a new way of detecting encounters between ships.
Ships with specific characteristics use an Automatic Identification System (AIS) on board which
transmits a signal via radio frequencies, allowing shore stations to receive static and dynamic
data from the ship. Thus, there is an increase in maritime situational awareness and,
consequently, in the safety of navigation.
The methodology of this dissertation employs monthly and daily AIS data in the study area, which
is located in southern mainland Portugal.
A bibliometric and content analysis was performed in order to assess the state of the art
concerning geospatial analysis models of maritime traffic, based on AIS data, and focus on
anomalous behaviour detection.
Maritime traffic density maps were created with the support of a GIS (QGIS software), which
allowed to characterize the maritime traffic in the study area and, subsequently, to pattern the
locations where ship encounters occur. The algorithm to detect ship-to-ship meetings at sea was
developed using a rule-based methodology.
After analysis and discussion of results, it was found that the areas where the possibility of ship
encounters at sea is greatest are away from the main shipping lanes, but close to areas with
fishing vessels.
The study findings and workflow are useful for decision making by the competent authorities for
patrolling the maritime areas, focusing on the detection of illegal transhipment actions.Segundo as Nações Unidas, mais de 80% do comércio global é, atualmente, transportado por
via marítima. A ZEE portuguesa tem uma área muito extensa, com tráfego marítimo elevado,
entre o qual podem ocorrer atividades ilícitas. Este trabalho pretende contribuir para o controlo
oficial de ações de transbordo ilegal, estudando e propondo uma nova forma de deteção de
encontros entre navios.
Os navios com determinadas características, utilizam a bordo um Automatic Identification System
(AIS) que transmite sinal através de frequências rádio, permitindo que estações em terra
recebam dados estáticos e dinâmicos do navio. Deste modo, verifica-se um aumento do
conhecimento situacional marítimo e, consequentemente, da segurança da navegação.
Foi realizada uma análise bibliométrica e de conteúdo a fim de avaliar o estado da arte referente
a modelos de análise geoespacial do tráfego marítimo, com base em dados AIS, e foco na
deteção de comportamentos anómalos.
Na metodologia desta dissertação, são utilizados dados AIS mensais e diários na área de estudo,
situada a sul de Portugal Continental.
Foram criados mapas de densidade de tráfego marítimo com o apoio de um SIG (software QGIS),
o que permitiu caracterizar o tráfego marítimo na área de estudo e, posteriormente, padronizar
os locais onde ocorrem encontros entre navios. O algoritmo para detetar encontros entre navios
no mar foi desenvolvido através de uma metodologia baseada em regras.
Após análise e discussão de resultados, constatou-se que as áreas onde a possibilidade de
ocorrer encontros de navios no mar é maior, encontram-se afastadas dos corredores principais
de navegação, mas próximas de zonas com embarcações de pesca.
Os resultados do estudo e o workflow desenvolvidos são úteis à tomada de decisão pelas
autoridades competentes por patrulhar as áreas marítimas, com incidência na deteção de ações
de transbordo ilegal
A new trigger logic system for the LAND/R3B setup
Tese de mestrado, Engenharia Física, Universidade de Lisboa, Faculdade de Ciências, 2010The trigger logic system of an experimental apparatus is responsible for the data acquisition of that system, i.e., this system decides when data is to be collected. the LAND/ R3B collaboration trigger logic system was updated for the 2010 campaign. In this update the several parts of the trigger system in the different modules were included in one FPGA. This new module so-called VULOM is now responsible for the hole trigger logic and for setting the overall dead time. The FPGA use now implies a 10 ns jitter in the trigger logic signals. This thesis contains the description of the trigger logic system, the old and also the one included in the VULOM. In order to completely understand a experimental setup and the role of the trigger logics, it is necessary to go from the detectors through the conversion of electrical signals to the storage of data. This insight of the electronic setup allowed to start a dead time measurement project. This measurement project main goal is to keep under surveillance the local dead time of the several subsystems. To perform this, it is necessary to keep in mind how the system works and how to synchronize CPU clocks. A plan was outlined and a simulation program was developed to check for its feasibility. Our results suggest that the time required to perform the measurement can be reduced by 30% if the CPU clocks are only corrected with the clocks offset, disregarding the frequency offset. However some simulation improvements are required to further conclusions
Hedonic consumption: how does sound please consumers in servicescapes
As lojas, mais do que qualquer outro meio, têm o desafio de fazer com que os consumidores verdadeiramente experimentem a marca. Os varejistas, por seu lado, têm o desafio de adicionar, de forma sistemática, valor às suas marcas. Assim, os varejistas têm-se vindo a aperceberem que para os consumidores cada vez mais exigentes verdadeiramente experimentarem a marca e diferenciá-la da concorrência os componentes tradicionais do marketing mix já não são suficientes. Os varejistas também se têm vindo a aperceber que na era do comércio electrónico, estímulos da marca relacionados com a música, imagem, sabor, aroma e textura podem ser a chave para distinguir “bricks” de “clicks” e melhorar a experiência da marca e as respostas dos consumidores. Portanto, o objetivo desta pesquisa foi investigar o papel que estímulos sensoriais, como o género, o volume e a congruência da música com a imagem da marca, têm em influenciar o ambiente da loja, em criar experiências hedónicas e em moldar o comportamento dos consumidores sem que estes se apercebam de tal. O estudo exploratório foi realizado na Calzedonia, uma loja de roupa interior, acessível e moderna. O estudo foi baseado: na revisão da literatura empírica e conceitual, incluindo um número significativo de variáveis relacionadas com a música e seus efeitos sobre as várias dimensões da experiência de varejo hedónica; e em dados recolhidos a partir de entrevistas e questionários aplicados a varejistas e consumidores. Os resultados revelaram que, embora os consumidores sigam motivações utilitárias eles também são influenciados por sentimentos hedónicos. No entanto, o estímulo sonoro não se mostrou capaz de interferir com o ritmo de compras e apenas a congruência do som com a imagem da marca teve um impacto positivo nas despesas dos consumidores.Stores, more than other medium, have the challenge of providing the greatest opportunity for consumers truly experience the brand. Retailers, on their own, have the challenge of adding, systematically, value to their brands. Thus retailers have been realizing that for the more and more demanding consumer truly experiences the brand and differentiates it from competition the traditional components of the retail mix are no longer enough. Retailers have also been realizing that in the e-tailing era brand related stimuli as brand soundtrack, brand look, brand flavor, brand scent and brand texture may be the key to distinguish bricks from clicks and to enhance the brand experience and consumers’ responses. Therefore, the purpose of this research was to further investigate the role that sensory stimuli, as background sound genre, volume and fit with the brand image, plays in influencing store environments, creating the retail hedonic experience and changing consumers’ behavior in ways beyond consciousness. For this purpose the exploratory study was conducted in a servicescape as a trendy, mid-price apparel store such is Calzedonia. The study was based on: the review of empirical and conceptual literature, including a significant number of sound/music stimulus related variables and their effect on various dimensions of hedonic retail experience; and on the data collected from interviews and a survey conducted to store associates and consumers. Findings revealed that although consumers follow utilitarian motivations they are also influenced by hedonic feelings. However, the sound stimulus wasn’t showed to interfere with the pace of shopping and only the sound fit was showed to influence positively shopping expenditure
