    Somalia works: Police development as state-building

    Somalia is an exceptionally insecure state that nevertheless offers an arena in which police officers and institutions can – and do – function. This article argues that Somalia's three regional police forces offer insight into the dynamics that result when locally driven institution-building projects interface with international state-building projects. The resultant picture is nuanced because police negotiate with private actors even as they develop their state-based authority, and their achievements are limited by Somali power brokers sharing a political understanding of security provision, valuing external assistance as a business opportunity, and adapting international models of governance accordingly. Consequently, while the prospects for institution building are favourable, stabilization is unlikely to shift into state building or development

    Police reform is thought to require a police force to break with its past. This is notably so in the aftermath of conflict or regime change. In practice, however, most police forces are selectively reconstituted, and their development is influenced as much by legacy issues as by international standards filtered through local norms. This article uses the experience of Somalia’s three regional police forces to reconsider the relationship between past and present projects to build police authority and capacity, and what this says about institutional memory in the absence of documentation. In Somalia, as in other clan or tribal-based societies, police development is influenced by a blend of security levels, political imperatives, pragmatism, international resources and memories of past practices, with group experience playing a more significant role than institutional memory. The only identifiable general principle is the need for political settlements and tactical flexibility – that is, for stability

    Automatic Detection of Modality with ITGETARUNS

    In this paper we present a system for modality detection which is then used for Subjectivity and Factuality evaluation. The system has been tested lately on a task for Subjectivity and Irony detection in Italian tweets , where the performance was 10th and 4th, respectively, over 27 participants overall. We will focus our paper on an internal evaluation where we considered three national newspapers Il Corriere, Repubblica, Libero. This task was prompted by a project on the evaluation of press stylistic features in political discourse. The project used newspaper articles from the same sources over a period of three months, thus including latest political 2013 governmental crisis. We intended to produce a similar experiment and evaluate results in comparison with previous 2011 crisis. In this evaluation, we focused on Subjectivity, Polarity and Factuality which include Modality evaluation. Final graphs at the end of the paper will show results confirming our previous findings about differences in style, with Il Corriere emerging as the most atypical

    Ecological enhancement techniques to improve habitat heterogeneity on coastal defence structures

    Sea level rise and higher storm frequency are increasing the need for the placement of hard coastal defences worldwide. The majority of these defences lack optimal habitats for intertidal species, resulting in low diversity and abundance. The construction of coastal defences within marine protected areas (MPA) is also increasing and this study investigates ways to limit the loss of species diversity and intertidal habitat caused by installing rock armour defence structures and other coastal developments. Arrays of holes and grooves were created on granite rock armour in the north of England at Runswick Bay, N. Yorkshire and limestone rock groynes in southern England at Boscombe, Poole Bay, Dorset. Runswick Bay is a Marine Conservation Zone (MCZ) designated for its intertidal habitat and Boscombe is located in close proximity to a Special Area of Conservation (SAC). After 12 months, the treatments had attracted new species to the defence structures and increased the overall diversity and abundance of organisms compared to control areas. Mobile fauna including crabs and fish were also recorded utilising the holes and grooves at Boscombe. Non-native species were recorded in grooves at one site however their abundance was not significantly different to that of control areas. At the southern site, species known to be spreading in response to climate change were found in treatments but not in control areas. The cost of the installation of these enhancement techniques was low in relation to that of the defence scheme and could be easily incorporated before, during or after construction. Through evaluation of the use of these ecological enhancement techniques on coastal structures, it is suggested that they have considerable potential to increase biodiversity on artificial structures, particularly when used within large-scale coastal engineering defence projects

    Neurovascular coupling methods in healthy individuals using transcranial Doppler ultrasonography: A systematic review and consensus agreement

    Neurovascular coupling (NVC) is the perturbation of cerebral blood flow (CBF) to meet varying metabolic demands induced by various levels of neural activity. NVC may be assessed by Transcranial Doppler ultrasonography (TCD), using task activation protocols, but with significant methodological heterogeneity between studies, hindering cross-study comparisons. Therefore, this review aimed to summarise and compare available methods for TCD-based healthy NVC assessments. Medline (Ovid), Scopus, Web of Science, EMBASE (Ovid) and CINAHL were searched using a predefined search strategy (PROSPERO: CRD42019153228), generating 6006 articles. Included studies contained TCD-based assessments of NVC in healthy adults. Study quality was assessed using a checklist, and findings were synthesised narratively. 76 studies (2697 participants) met the review criteria. There was significant heterogeneity in the participant position used (e.g., seated vs supine), in TCD equipment, and vessel insonated (e.g. middle, posterior, and anterior cerebral arteries). Larger, more significant, TCD-based NVC responses typically included a seated position, baseline durations >one-minute, extraneous light control, and implementation of previously validated protocols. In addition, complementary, combined position, vessel insonated and stimulation type protocols were associated with more significant NVC results. Recommendations are detailed here, but further investigation is required in patient populations, for further optimisation of TCD-based NVC assessments
