The role of cooperation for improved stewardship of marine social-ecological systems in Latin America
Latin American and Caribbean (LAC) countries are among the worlds’ richest in marine biodiversity. Fish stocks in these regions are important for fishing communities, and fishing activities engage several million people. These fisheries depend on the natural services provided by a diverse range of marine social-ecological systems, but many LAC fisheries are in a degraded state, and concerns about overexploitation are widespread. With most fishery resources fully exploited or overexploited, opportunities for development lie primarily in restoring depleted stocks and using stocks more efficiently. The papers published in the Special Feature “Cooperation, Local Communities, and Marine Social-Ecological Systems: New Findings from Latin America” present a range of experiences with ecosystem stewardship in the region and highlight promising perspectives for the future. The Special Feature consists of papers that deal with new findings from case studies which show how cooperation is key for building resilience in LAC fisheries. These case studies illustrate the effects of different types of cooperation and the roles of diverse stakeholders (fishers, scientists, environmental nongovernmental organizations, and national administrations, among others) in different countries of the region. Combined, these papers describe social processes, leadership, and institutional and organizational changes of relevance for stewardship of marine social-ecological systems in Latin America. The field of resilience research is still in an explorative phase in the region, and our ambition with this Special Feature is that the new discoveries presented may stimulate additional research in this field, including increased international cooperation with LAC scientists.Los países de América Latina y El Caribe concentran una de las áreas de mayor biodiversidad marina del mundo. Las pesquerías comerciales en estas regiones aportan una elevada fuente de ingresos económicos para millones de personas. A pesar de que estas pesquerías dependen de los servicios ecosistémicos aportados por una gran variedad de sistemas marinos socio-ecológicos, gran parte de ellas continúan degradándose, y la preocupación por reducir la sobreexplotación está ampliamente extendida entre la comunidad científica. Con la mayoría de los stocks completamente explotados o sobreexplotados, las oportunidades para el desarrollo de las pesquerías dependen fundamentalmente en la recuperación de los stocks a través de su uso más racional. Los trabajos publicados en este monográfico "Cooperation, Local Communities, and Marine Social-Ecological Systems: New Findings from Latin America" presentan una variedad de experiencias e gestión pesquera en la región y resaltan perspectivas y resultados prometedores para el futuro de la región. El monográfico incluye trabajos muestran, desde diferentes disciplinas, enfoques y metodologías, que la cooperación resulta clave para la resiliencia de las pesquerías comerciales de América Latina y El Caribe. Estos casos de estudio ilustran los efectos de la cooperación entre diferentes grupos de usuarios (pescadores, científicos, organizacionales no gubernamentales, gobiernos locales, regionales y nacionales) así como los roles desempeñados por éstos en varios países de la región. Combinados, estos trabajos describen procesos sociales, el rol de líderes locales así como cambios institucionales y organizacionales de gran relevancia para la gestión de los sistemas marinos socio-ecológicos de la región. Adapting to Regional Enforcement: Fishing Down the Governance Index
Background: Illegal, Unreported and Unregulated (IUU) fishing is a problem for marine resource managers, leading to depletion of fish stocks and negative impacts on marine ecosystems. These problems are particularly evident in regions with weak governance. Countries responsible for sustainable natural resource management in the Southern Ocean have actively worked to reduce IUU fishing in the region over a period of 15 years, leading to a sequence of three distinct peaks of IUU fishing. Methodology/Principal Findings: We reviewed existing public records relating to IUU fishing in the Southern Ocean between 1995–2009 and related this information to the governance capacity of flag states responsible for IUU vessels. IUU operators used a number of methods to adapt to enforcement actions, resulting in reduced risks of detection, apprehension and sanctioning. They changed fishing locations, vessel names and flag states, and ports for offloading IUU catches. There was a significant decrease in the proportion of IUU vessels flagged to CCAMLR countries, and a significant decrease in the average governance index of flag states. Despite a decreasing trend of IUU fishing, further actions are hampered by the regional scope of CCAMLR and the governance capacity of responsible states. Conclusions/Significance: This is the first study of long-term change in the modus operandi of IUU fishing operators, illustrating that IUU operators can adapt to enforcement actions and that such dynamics may lead to new problems elsewhere, where countries have a limited capacity. Marine fisheries and future ocean conflict
Conflict over marine fishery resources is a growing security concern. Experts expect that global changes in our climate, food systems and oceans may spark or exacerbate resource conflicts. An initial scan of 803 relevant papers and subsequent intensive review of 31 fisheries conflict studies, focused on subnational and international conflicts, suggests that four substantial scientific gaps need addressing to improve our understanding of the nature and drivers of fisheries conflict. First, fisheries conflict and levels of conflict intensity are not precisely defined. Second, complex adaptive systems thinking is underutilized but has the potential to produce more realistic causal models of fishery conflict. Third, comparative large‐scale data and suitably integrative methodologies are lacking, underscoring the need for a standardized and comparable database of fisheries conflict cases to aid extrapolation beyond single case‐studies. Fourth, there is room for a more widespread application of higher order concepts and associated terminology. Importantly, the four gaps highlight the homogenized nature of current methodological and theoretical approaches to understanding fishery conflict, which potentially presents us with an oversimplified understanding of these conflicts. A more nuanced understanding of the complex and dynamic nature of fishery conflict and its causes is not only scientifically critical, but increasingly relevant for policymakers and practitioners in this turbulent world
Identifying predictors of international fisheries conflict
Marine capture fishery resources are declining, and demand for them is rising. These trends are suspected to incite conflict, but their effects have not been quantitatively examined. We applied a multi-model ensemble approach to a global database of international fishery conflicts between 1974 and 2016 to test the supply-induced scarcity hypothesis (diminishing supplies of fishery resources increase fisheries conflict), the demand-induced scarcity hypothesis (rising demand for fishery resources increases fisheries conflict), and three alternative political and economic hypotheses. While no single indicator was able to fully explain international conflict over fishery resources, we found a positive relationship between increased conflict over fishery resources and higher levels of per capita GDP for the period 1975–1996. For the period 1997–2016, we found evidence supporting the demand-induced scarcity hypothesis, and the notion that an increase in supply of fishery resources is linked to an increase in conflict occurrence. By identifying significant predictors of international fisheries conflict, our analysis provides useful information for policy approaches for conflict anticipation and management
The hitchhiker’s guide to co-production: six ways to link knowledge and action for sustainability
By directly linking research processes to change makers, co-production promises to create more impactful knowledge and actions. However, what co-production means in practice is not always clear or consistent. Drawing on the experiences of 32 co-production initiatives from around the world that aim to enhance sustainability, Josephine Chambers, Carina Wyborn, Henrik Österblom, Lakshmi Charli-Joseph, Jessica Cockburn, Rosemary Hill, Ruth Brennan, Chris Cvitanovic and their many co-authors, present a scheme for understanding different kinds of co-production, and the different tradeoffs they entail. In so doing, they highlight 6 modes of co-production that emerge when particular design choices are made
Three dimensional tracking of a wide-ranging marine predator: flight heights and vulnerability to offshore wind farms
1. A large increase in offshore wind turbine capacity is anticipated in the next decade, raising concerns about possible adverse impacts on birds as a result of collision risk. Birds’ flight heights greatly influence this risk yet height estimates are currently available only using methods such as radar or ship-based observations over limited areas. 2. Bird-borne data-loggers have the potential to provide improved estimates of collision risk and here, we use data from GPS-loggers and barometric pressure-loggers to track the three-dimensional movements of northern gannets rearing chicks at a large colony in SE Scotland (Bass Rock), located < 50km from several major wind farm developments with recent planning consent. We estimate the foraging ranges and densities of birds at sea, their flight heights during different activities and the spatial variation in height during trips. We then use these data in collision-risk models to explore how the use of different methods to determine flight height affects the predicted risk of birds colliding with turbines. 3. Gannets foraged in and around planned wind farm sites. The probability of flying at collision- risk height was low during commuting between colonies and foraging areas (median height 12m) but was greater during periods of active foraging (median height 27m), and we estimate that ~1500 breeding adults from Bass Rock could be killed by collision with wind turbines at two planned sites in the Firth of Forth region each year. This is up to 12 times potential mortality predicted using other available flight height estimates. 4. Synthesis & Applications: The use of conventional flight height estimation techniques resulted in large underestimates of the numbers of birds at risk of colliding with wind turbines. Hence we recommend using GPS and barometric tracking to derive activity-specific and spatially-explicit flight heights and collision risks. Our predictions of potential mortality approached levels at which long-term population viability could be threatened, highlighting a need for further data to refine estimates of collision risks and sustainable mortality thresholds. We also advocate raising the minimum permitted clearance of turbine blades at sites with high potential collision risk from 22m 51 to 30m above sea level

Reaching consensus for conserving the global commons: The case of the Ross Sea, Antarctica
In October 2016, the international community made history by adopting the world's largest marine protected area in the Ross Sea, Antarctica—by consensus. Achieving this feat required trade‐offs and compromise among the 24‐Member States (plus the European Union) comprising the Commission for the Conservation of Antarctic Marine Living Resources. The process took 5 years of intense international negotiations and more than 10 years of scientific planning. Based on interviews with national delegations and other stakeholders, 5 years of participatory observation of Commission meetings (2012–2016), and analysis of hundreds of documents, we present unique insights that explain the conditions that stalled or facilitated the adoption of the Ross Sea MPA. These included economic interests, geopolitics, an erosion of trust, high‐level diplomacy, and the compromises that were ultimately necessary. We reflect on lessons learned as the world considers how to achieve future large‐scale conservation successes in the global commons.</p
Accounting and accountability in the Anthropocene
This research received funding from the Walton Family Foundation (2017-693, 2018-1371), the David and Lucile Packard Foundation (2017-66205, 2019-68336), and the Gordon and Betty Moore Foundation (5668.01).Purpose: This paper aims to interrogate the nature and relevance of debates around the existence of, and ramifications arising from, the Anthropocene for accounting scholarship. Design/methodology/approach: The paper’s aim is achieved through an in-depth analysis of the Anthropocene, paying attention to cross disciplinary contributions, interpretations and contestations. Some points of connection between the Anthropocene and accounting scholarship are then proposed and illuminated through a case study drawn from the seafood sector. Findings: This paper develops findings in two areas. First, there are suggestions about how accounting scholarship might be further developed by the provocation that thinking about the Anthropocene provides. Second, we suggest new accounting research findings, through engagement with the case study, and propose that the concept of stewardship may re-emerge in discussions about accountability in the Anthropocene. Research limitations/implications: The paper argues that accounting scholarship focused on social, environmental and sustainability concerns may be further developed by engagement with Anthropocene debates. Practical implications: While accounting practice might have to change to deal with Anthropocene induces effects, this paper focuses on implications for accounting scholarship. Social implications: Human wellbeing is likely to be impacted should environmental impacts accelerate. In addition, an Anthropocene framing alters the understanding of nature-human interactions and how this affects accounting thought. Originality/value: This is the first paper in accounting to seek to establish connections between accounting, accountability and the Anthropocene.Publisher PDFPeer reviewe
Developing and enhancing biodiversity monitoring programmes: a collaborative assessment of priorities
1.Biodiversity is changing at unprecedented rates, and it is increasingly important that these changes are quantified through monitoring programmes. Previous recommendations for developing or enhancing these programmes focus either on the end goals, that is the intended use of the data, or on how these goals are achieved, for example through volunteer involvement in citizen science, but not both. These recommendations are rarely prioritized.
2.We used a collaborative approach, involving 52 experts in biodiversity monitoring in the UK, to develop a list of attributes of relevance to any biodiversity monitoring programme and to order these attributes by their priority. We also ranked the attributes according to their importance in monitoring biodiversity in the UK. Experts involved included data users, funders, programme organizers and participants in data collection. They covered expertise in a wide range of taxa.
3.We developed a final list of 25 attributes of biodiversity monitoring schemes, ordered from the most elemental (those essential for monitoring schemes; e.g. articulate the objectives and gain sufficient participants) to the most aspirational (e.g. electronic data capture in the field, reporting change annually). This ordered list is a practical framework which can be used to support the development of monitoring programmes.
4.People's ranking of attributes revealed a difference between those who considered attributes with benefits to end users to be most important (e.g. people from governmental organizations) and those who considered attributes with greatest benefit to participants to be most important (e.g. people involved with volunteer biological recording schemes). This reveals a distinction between focussing on aims and the pragmatism in achieving those aims.
5.Synthesis and applications. The ordered list of attributes developed in this study will assist in prioritizing resources to develop biodiversity monitoring programmes (including citizen science). The potential conflict between end users of data and participants in data collection that we discovered should be addressed by involving the diversity of stakeholders at all stages of programme development. This will maximize the chance of successfully achieving the goals of biodiversity monitoring programmes

Our future in the Anthropocene biosphere
The COVID-19 pandemic has exposed an interconnected and tightly coupled globalized world in rapid change. This article sets the scientific stage for understanding and responding to such change for global sustainability and resilient societies. We provide a systemic overview of the current situation where people and nature are dynamically intertwined and embedded in the biosphere, placing shocks and extreme events as part of this dynamic; humanity has become the major force in shaping the future of the Earth system as a whole; and the scale and pace of the human dimension have caused climate change, rapid loss of biodiversity, growing inequalities, and loss of resilience to deal with uncertainty and surprise. Taken together, human actions are challenging the biosphere foundation for a prosperous development of civilizations. The Anthropocene reality—of rising system-wide turbulence—calls for transformative change towards sustainable futures. Emerging technologies, social innovations, broader shifts in cultural repertoires, as well as a diverse portfolio of active stewardship of human actions in support of a resilient biosphere are highlighted as essential parts of such transformations. © 2021, The Author(s)
