    When Analysis Fails: Heuristic Mechanism Design via Self-Correcting Procedures

    Computational mechanism design (CMD) seeks to understand how to design game forms that induce desirable outcomes in multi-agent systems despite private information, self-interest and limited computational resources. CMD finds application in many settings, in the public sector for wireless spectrum and airport landing rights, to Internet advertising, to expressive sourcing in the supply chain, to allocating computational resources. In meeting the demands for CMD in these rich domains, we often need to bridge from the theory of economic mechanism design to the practice of deployable, computational mechanisms. A compelling example of this need arises in dynamic combinatorial environments, where classic analytic approaches fail and heuristic, computational approaches are required. In this talk I outline the direction of self-correcting mechanisms, which dynamically modify decisions via “output ironing" to ensure truthfulness and provide a fully computational approach to mechanism design. For an application, I suggest heuristic mechanisms for dynamic auctions in which bids arrive over time and supply may also be uncertain.Engineering and Applied Science

    Assessing the economic impacts of urban land use transformation has become complex and acrimonious. Although community planners are beginning to comprehend the economic trade-offs inherent in transforming the urban fringe, they find it increasingly difficult to analyze and assess the trade-offs expediently and in ways that can influence local decisionmaking. New and sophisticated spatial modeling techniques are now being applied to urban systems that can quickly assess the probable spatial outcomes of given communal policies. Applying an economic impact assessment to the probable spatial patterns can provide to planners the tools needed to quickly assess scenarios for policy formation that will ultimately help inform decision makers. This paper focuses on the theoretical underpinnings and practical application of an economic impact analysis submodel developed within the Land use Evolution and Impact Assessment Modeling (LEAM) environment. The conceptual framework of LEAM is described, followed by an application of the model to the assessment of the cost of urban sprawl in Kane County, Illinois. The results show the effectiveness of spatially explicit modeling from a theoretical and a practical point of view. The agent-based approach of spatial dynamic modeling with a high spatial resolution allows for discerning the macro-level implications of micro-level behaviors. These phenomena are highlighted in the economic submodel in the discussion of the implications of land use change decisions on individual and communal costs; low-density development patterns favoring individual behaviors at the expense of the broader community.

    The relationship between stock prices, house prices and consumption in OECD

    This paper analyzes the relationship between stock prices, house prices and consumption using data for 16 OECD countries. The panel data analysis suggests that the long-run responsiveness of consumption to permanent changes in stock prices is higher for countries with a market-based financial system than for countries with a bank-based financial system. Splitting the sample into the 1980s and 1990s further shows an increased sensitivity in the 1990's of consumption to permanent changes in stock prices for both countries with bank-based financial systems as well as countries with market-based financial systems. The relationship between changes in consumption and changes in house prices is positive for the second sample period across all specifications and financial systems.

    Item nonresponse to financial questions in household surveys: An experimental study of interviewer and mode effects

    We analyze nonresponse to questions on financial items such as income and asset holdings in the SAVE survey, exploiting a controlled field experiment. As part of the SAVE study, a representative survey conducted in Germany in 2001, questions on household income and financial assets were administered using different interview modes (personal interview vs. drop-off questionnaire). The data also allow investigating the influence of interviewer characteristics on nonresponse. Our results are in line with predictions derived from models of survey response behavior that have been developed in survey research and social psychology.
