    An Architecture for Integrated Intelligence in Urban Management using Cloud Computing

    With the emergence of new methodologies and technologies it has now become possible to manage large amounts of environmental sensing data and apply new integrated computing models to acquire information intelligence. This paper advocates the application of cloud capacity to support the information, communication and decision making needs of a wide variety of stakeholders in the complex business of the management of urban and regional development. The complexity lies in the interactions and impacts embodied in the concept of the urban-ecosystem at various governance levels. This highlights the need for more effective integrated environmental management systems. This paper offers a user-orientated approach based on requirements for an effective management of the urban-ecosystem and the potential contributions that can be supported by the cloud computing community. Furthermore, the commonality of the influence of the drivers of change at the urban level offers the opportunity for the cloud computing community to develop generic solutions that can serve the needs of hundreds of cities from Europe and indeed globally.Comment: 6 pages, 3 figure

    Prototyping Incentive-based Resource Assignment for Clouds in Community Networks

    Wireless community networks are a successful example of a collective where communities operate ICT infrastructure and provide IP connectivity based on the principle of reciprocal resource sharing of network bandwidth. This sharing, however, has not extended to computing and storage resources, resulting in very few applications and services which are currently deployed within community networks. Cloud computing, as in today's Internet, has made it common to consume resources provided by public clouds providers, but such cloud infrastructures have not materialized within community networks. We analyse in this paper socio-technical characteristics of community networks in order to derive scenarios for community clouds. Based on an architecture for such a community cloud, we implement a prototype for the incentive-driven resource assignment component, deploy it in a testbed of community network nodes, and evaluate its behaviour experimentally. Our evaluation gives insight into how the deployed prototype components regulate the consumption of cloud resources taking into account the users' contributions, and how this regulation affects the system usage. Our results suggest a further integration of this regulation component into current cloud management platforms in order to open them up for the operation of an ecosystem of community cloud

    Moving towards appropriability of academic knowledge: a post-actionalist perspective

    Based on recent contributions in managerial research, this article aims to suggest a new perspective for appraising and developing knowledge usability by studying the processes underlying its production: appropriation. The underlying problem is the following: how can the academic community help a community of practitioners appropriate knowledge it produced, co-produced or stimulated? First, a preliminary analysis is put forward as regards management sciences and the concept of knowledge 'actionability'. Some limitations are raised (1.). Then, the authors suggest to move from an 'actionability' (rather coherent with a classic vision of management sciences linked to the "sciences of the artificial") to an 'appropriability' perspective (2.). Lastly, the specificities of both perspectives are discussed (3.).     A modern day panopticon: using power and control theory to manage volunteer tourists in Bolivia

    Volunteer tourism literature is yet to examine the impact of power and control practices on volunteer tourist compliancy. This paper contributes to closing this research gap by proposing and testing a new theoretical model of power and control practices. Drawing upon the previously un-synthesized theoretical contributions of Foucault (1979) and French & Raven (1959), the model presents power and control practices identified in the extant organizational literature. Using an auto-ethnographic approach, data was collected within a Bolivian volunteer-host community. Examination of results suggested mutually beneficial volunteer-host working relationships occur under ‘softer’ management practices. Our findings also offer insight into the salience of using reward-based management strategies as a control mechanism, as well as identifying two new control practices that emerged empirically. The research suggests several implications for the management of host communities towards creating more harmonious, efficient, and effective working relationships between volunteer tourists and hosts

    ASSESSMENT OF THE CONTRIBUTIONS OF COMMUNITY BASED MANAGEMENT ORGANIZATIONS IN PROMOTING LITERACY IN UBE SCHOOLS IN KADUNA STATE, NIGERIA

    This study assessed the contributions of Community Based Management Organizations in promoting Literacy in UBE schools in Kaduna State. The study was carried out with the objectives to assess the contributions of community based management organizations in promoting literacy in UBE schools in Kaduna State, and to find out the relevance of literacy towards community development. The study adopted survey research design with the target population of 4225 headmasters, 411 principals and 5301 teachers in UBE schools in Kaduna State. A sample size of 497 respondents was sampled from the entire population using random sampling technique which consisted of 211 headmasters, 21 principals and 265 teachers. A close ended questionnaire tagged “Contributions of Community Organizations in Promoting Literacy Questionnaire” was used for data collection. The instrument was validated by three experts of the rank of senior lecturer in Measurement and Evaluation, English language and Curriculum. The reliability level of 0.85 was obtained using Cronbach alpha technique. The researcher with the help of three research assistants administered the questionnaire to the respondents. In answering the research questions, frequency counts, mean and standard deviation were used, while Kruskal-Wallis was used to test the formulated hypotheses at 0.5 level of significance. Finding revealed that community based management organizations contributed in promoting literacy in UBE schools in Kaduna State, and that literacy is relevant and play crucial role in community development. The study concluded that community based management organizations contributed in areas such as advocacy on enrolment, provision of textbooks, notebooks, biros, charts, maps, pictures, flashcards and so on, in promoting literacy in UBE schools in Kaduna State. Recommendations were put forward among others that community based management organizations should contribute more to the production and distribution of literacy and other instructional materials for UBE schools in Kaduna State.     Cherenkov Telescope Array Data Management

    Very High Energy gamma-ray astronomy with the Cherenkov Telescope Array (CTA) is evolving towards the model of a public observatory. Handling, processing and archiving the large amount of data generated by the CTA instruments and delivering scientific products are some of the challenges in designing the CTA Data Management. The participation of scientists from within CTA Consortium and from the greater worldwide scientific community necessitates a sophisticated scientific analysis system capable of providing unified and efficient user access to data, software and computing resources. Data Management is designed to respond to three main issues: (i) the treatment and flow of data from remote telescopes; (ii) "big-data" archiving and processing; (iii) and open data access.     Community seed banks in Nepal past, present, future: Proceedings of a National Workshop, 14-15 June 2012, Pokhara, Nepal

    In Nepal, community seed banks have a long and rich history. Supported in particular by a number of non-government organizations and more recently, also by government agencies, they can be found across the country from the lowland terai to the high hill areas and from east to west. The latest count puts the number of active community seed banks at 115. These proceedings present the contributions of community seed banks to the conservation and sustainable use of agricultural biodiversity. The various contributions discuss conceptual, practical and policy issues concerning the establishment and management of community seed banks. Lessons learned from the experiences in Nepal will be useful for community seed banks globally

    Productive water uses at household level in rural Kenya: case study of the Ukambani district

    As a result of the growing world population and enhanced by the rising of living standards, competition for water is growing and this causes increased pressure on water resources worldwide. This tendency gave rise to the development of the integrated water resources management approach (IWRM), acknowledging the need to manage water resources in a holistic and integrated way. The IWRM objective to optimize economic, social and environmental outcomes of water management, can however only be reached if impact of water uses is correctly assessed. Nevertheless, often multiple uses of water within sectors are insufficiently recognized in planning and management. One of these neglected uses is the productive water use by households. Nonetheless, this use is extremely important to the livelihood of the poor, especially in the vast semi-arid rural areas of the developing world. An adequate evaluation of this use will not only help to improve outcome of water management, but will also add to the goal of poverty reduction. In this study, the role of productive water use for the rural community of the Ukambani district in Kenya was monitored, thereby focusing on income contributions and improvements in nutritional status

    Community management indicators can conflate divergent phenomena: two challenges and a decomposition-based solution

    1. Community indicators are used to assess the state of ecological communities and to guide management. They are usually calculated from monitoring data, often collected annually. Since any given community indicator provides a univariate summary of complex multivariate phenomena, different changes in the community may lead to the same response in the indicator. Sampling variation can also mask ecologically important trends. 2. This study addresses these challenges for community indicators, with a focus on the large fish indicator (LFI), internationally used to report status of marine fish communities. The LFI expresses ‘large’ fish biomass as a proportion of total fish biomass and is calculated from species–size–abundance data collected on trawl surveys. We develop new methods to decompose the contributions of species, sampling locations and season to trends over time in the LFI, and highlight consequences for assessment and management. 3. Our results showed that both species and locations made divergent contributions to overall trends in the LFI indicator, with contributions differing by several orders of magnitude and in sign. Only small proportions of species and locations drove overall LFI trends, and their contributions changed with season (spring and autumn surveys). To assess significance of component trends, a resampling method was developed. Our method can be generalised and applied to many other community indicators based on survey data. 4. Synthesis and applications. Our new method for decomposing community indicators and generating confidence intervals makes it possible to extract much more information on what drives a ‘headline’ indicator, providing a solution to challenges arising from multiple possible interpretations of changes in the indicator, and from sampling variation. Analysis of the effects of indicator components on headline indicator values is recommended, because the results allow assessors and managers to identify and interpret how divergent factors (e.g. species, sampling locations and seasons) contribute to the headline indicator value
