Human-Dog Interactions & Municipal Policy
In 2009, a nationwide survey in Bosnia asking people about the threats in their local communities found that some communities were concerned about roaming dogs (rather than mine fields, crime or some other social ill). More specifically, the complaints mentioned dog attacks on people and domestic livestock. A Humane Community Development project in seven municipalities in Bosnia in 2013 proved very successful. The project has been very successful with reports of not only a significant reduction in roaming dogs and related problems but also greater citizen engagement with one another leading to improved civic cooperation both within and between the communities
Mayoral Partisanship and the Size of Municipal Government
Does it matter for municipal policy which party controls the mayorship in municipal government? The bulk of the existing evidence says no. But there are a variety of theoretical reasons to believe that mayoral partisanship should affect municipal policy. We examine the impact of mayoral partisanship in nearly 1,000 elections in medium and large cities over the past 60 years. In contrast to previous work, we find that mayoral partisanship has a significant impact on the size of municipal government. Democratic mayors spend substantially more than Republican mayors. In order to pay for this spending, Democratic mayors issue substantially more debt than Republican mayors and pay more in interest. Our findings show that mayoral partisanship matters for city policy. Our findings add to a growing literature indicating that the constraints imposed on city policy making do not prevent public opinion and elections from having a meaningful impact on municipal policy
ASMARE: Informal Waste Workers Engaging in Municipal Policy-Making
ASMARE is an association of informal waste workers ( catadores ) in Belo Horizonte, Brazil. Founded in 1990, it was the first step of involving catadores as a part of the city’s waste collection scheme. With ASMARE, the catadores moved from working in the streets with no organisation to semi-formality; able to voice their own demands. The change supported empowerment, improvements in working and living conditions, and greater self-esteem, which became foundations for later developments including a formal role in policymaking and ownership of recycling facilities.Open Society Foundation

Palma de Mallorca was no exception and, in common with many Spanish cities at that time, regulated this activity. This article examines the rise of new forms of state preemption of local government legal authority in states across the nation, a trend that is prompting scholars, advocates, and officials to re-examine the underlying nature of home rule. The article lays out core components of a new approach to home rule that might remedy contemporary shortcomings in the doctrine, then reflects on lessons for reforming home rule from the Illinois experience
Self-preservation behavior as a component of demographic municipal policy
В статье дается определение молодежи как социальной общности, раскрывается вопрос о важности решения социальных и демографических проблем молодежи и о необходимости изменения социальной политики в отношении данной социально незащищенной категории населения. Показано, что существует несколько этапов влияния на потребность молодежи в самосохранительном поведении. El candidato: factor clave del intercambio político
El presente trabajo analiza la importancia de los distintos componentes del producto político
en el proceso de intercambio electoral, centrándonos en el ámbito de la política municipal.
Se demuestra que el candidato es el principal exponente de una opción política. Consideración que es
refrendada por los propios actores de la política municipal. Dicha preponderancia de este elemento del
intercambio político nos empuja a analizar longitudinalmente el perfil sociodemográfico a lo largo de
los siete mandatos electorales. Analizamos las variables básicas explicativas del perfil
sociodemográfico que puedan tener una influencia sobre la actitud de los políticos.The present paper analyses the importance of the different components from the political product in
the process of electoral interchange, focusing on the scope of the municipal policy. It is demonstrated
that the candidate is the main component of a political option. The players of the municipal policy
authenticate the consideration. The superiority of this element of the political interchange pushes us to
longitudinally analyse the socio-demographic profile throughout seven electoral mandates. We
analysed the explanatory basic variables of the socio-demographic profile that can have an influence
on the attitude of the politicians
Planning for Sustainability in Small Municipalities: The Influence of Interest Groups, Growth Patterns, and Institutional Characteristics
How and why small municipalities promote sustainability through planning efforts is poorly understood. We analyzed ordinances in 451 Maine municipalities and tested theories of policy adoption using regression analysis.We found that smaller communities do adopt programs that contribute to sustainability relevant to their scale and context. In line with the political market theory, we found that municipalities with strong environmental interests, higher growth, and more formal governments were more likely to adopt these policies. Consideration of context and capacity in planning for sustainability will help planners better identify and benefit from collaboration, training, and outreach opportunities
