Tilting at Windmills : BLDSC and the UK Higher Education Community
Purpose - To provide an overview of, the relationship between the British Library and higher education libraries in the 1990s, with particular relation to document supply. It also goes on to explore current developments in scholarly communication. Design/methodology/approach - The author played a role in several of the events described and uses the available literature to enlarge on a personal view of that decade. Findings - The paper shows that the relationship was a strained one caused in part by a mismatch of resources, but is in any case dwarfed by the larger external forces and changing opportunities and technologies for scholarly communication. From Artifacts to Aggregations: Modeling Scientific Life Cycles on the Semantic Web
In the process of scientific research, many information objects are
generated, all of which may remain valuable indefinitely. However, artifacts
such as instrument data and associated calibration information may have little
value in isolation; their meaning is derived from their relationships to each
other. Individual artifacts are best represented as components of a life cycle
that is specific to a scientific research domain or project. Current cataloging
practices do not describe objects at a sufficient level of granularity nor do
they offer the globally persistent identifiers necessary to discover and manage
scholarly products with World Wide Web standards. The Open Archives
Initiative's Object Reuse and Exchange data model (OAI-ORE) meets these
requirements. We demonstrate a conceptual implementation of OAI-ORE to
represent the scientific life cycles of embedded networked sensor applications
in seismology and environmental sciences. By establishing relationships between
publications, data, and contextual research information, we illustrate how to
obtain a richer and more realistic view of scientific practices. That view can
facilitate new forms of scientific research and learning. Our analysis is
framed by studies of scientific practices in a large, multi-disciplinary,
multi-university science and engineering research center, the Center for

The chapter demonstrates the innovative ways that librarians use to procure and exploit the wealth of resources available in a digital world. They also describe the technological developments that can be adopted to improve workflow processes and they highlight the challenges faced on this fascinating journey
Encoding models for scholarly literature
We examine the issue of digital formats for document encoding, archiving and
publishing, through the specific example of "born-digital" scholarly journal
articles. We will begin by looking at the traditional workflow of journal
editing and publication, and how these practices have made the transition into
the online domain. We will examine the range of different file formats in which
electronic articles are currently stored and published. We will argue strongly
that, despite the prevalence of binary and proprietary formats such as PDF and
MS Word, XML is a far superior encoding choice for journal articles. Next, we
look at the range of XML document structures (DTDs, Schemas) which are in
common use for encoding journal articles, and consider some of their strengths
and weaknesses. We will suggest that, despite the existence of specialized
schemas intended specifically for journal articles (such as NLM), and more
broadly-used publication-oriented schemas such as DocBook, there are strong
arguments in favour of developing a subset or customization of the Text
Encoding Initiative (TEI) schema for the purpose of journal-article encoding;
TEI is already in use in a number of journal publication projects, and the
scale and precision of the TEI tagset makes it particularly appropriate for
encoding scholarly articles. We will outline the document structure of a
TEI-encoded journal article, and look in detail at suggested markup patterns
for specific features of journal articles
Contextual impacts on industrial processes brought by the digital transformation of manufacturing: a systematic review
The digital transformation of manufacturing (a phenomenon also known as "Industry 4.0" or "Smart Manufacturing") is finding a growing interest both at practitioner and academic levels, but is still in its infancy and needs deeper investigation. Even though current and potential advantages of digital manufacturing are remarkable, in terms of improved efficiency, sustainability, customization, and flexibility, only a limited number of companies has already developed ad hoc strategies necessary to achieve a superior performance. Through a systematic review, this study aims at assessing the current state of the art of the academic literature regarding the paradigm shift occurring in the manufacturing settings, in order to provide definitions as well as point out recurring patterns and gaps to be addressed by future research. For the literature search, the most representative keywords, strict criteria, and classification schemes based on authoritative reference studies were used. The final sample of 156 primary publications was analyzed through a systematic coding process to identify theoretical and methodological approaches, together with other significant elements. This analysis allowed a mapping of the literature based on clusters of critical themes to synthesize the developments of different research streams and provide the most representative picture of its current state. Research areas, insights, and gaps resulting from this analysis contributed to create a schematic research agenda, which clearly indicates the space for future evolutions of the state of knowledge in this field
The Convergence of Digital-Libraries and the Peer-Review Process
Pre-print repositories have seen a significant increase in use over the past
fifteen years across multiple research domains. Researchers are beginning to
develop applications capable of using these repositories to assist the
scientific community above and beyond the pure dissemination of information.
The contribution set forth by this paper emphasizes a deconstructed publication
model in which the peer-review process is mediated by an OAI-PMH peer-review
service. This peer-review service uses a social-network algorithm to determine
potential reviewers for a submitted manuscript and for weighting the relative
influence of each participating reviewer's evaluations. This paper also
suggests a set of peer-review specific metadata tags that can accompany a
pre-print's existing metadata record. The combinations of these contributions
provide a unique repository-centric peer-review model that fits within the

Reaching out with OER: the new role of public-facing open scholar
Open educational resources (OER) and, more recently, open educational practices (OEP) have been widely promoted as a means of increasing openness in higher education (HE). Thus far, such openness has been limited by OER provision typically being supplier-driven and contained within the boundaries of HE. Seeking to explore ways in which OEP might become more needs-led we conceptualised a new ‘public-facing open scholar’ role involving academics working with online communities to source and develop OER to meet their needs.
To explore the scope for this role we focused on the voluntary sector, which we felt might particularly benefit from such collaboration. We evaluated four representative communities for evidence of their being self-educating (thereby offering the potential for academics to contribute) and for any existing learning dimension. We found that all four communities were self-educating and each included learning infrastructure elements, for example provision for web chats with ‘experts’, together with evidence of receptiveness to academic collaboration. This indicated that there was scope for the role of public-facing open scholar. We therefore developed detailed guidelines for performing the role, which has the potential to be applied beyond the voluntary sector and to greatly extend the beneficial impact of existing OER, prompting institutions to release new OER in response to the needs of people outside HE

DiSCmap : digitisation of special collections mapping, assessment, prioritisation. Final project report
Traditionally, digitisation has been led by supply rather than demand. While end users are seen as a priority they are not directly consulted about which collections they would like to have made available digitally or why. This can be seen in a wide range of policy documents throughout the cultural heritage sector, where users are positioned as central but where their preferences are assumed rather than solicited. Post-digitisation consultation with end users isequally rare. How are we to know that digitisation is serving the needs of the Higher Education community and is sustainable in the long-term? The 'Digitisation in Special Collections: mapping, assessment and prioritisation' (DiSCmap) project, funded by the Joint Information Systems Committee (JISC) and the Research Information Network (RIN), aimed to:- Identify priority collections for potential digitisation housed within UK Higher Education's libraries, archives and museums as well as faculties and departments.- Assess users' needs and demand for Special Collections to be digitised across all disciplines.- Produce a synthesis of available knowledge about users' needs with regard to usability and format of digitised resources.- Provide recommendations for a strategic approach to digitisation within the wider context and activity of leading players both in the public and commercial sector.The project was carried out jointly by the Centre for Digital Library Research (CDLR) and the Centre for Research in Library and Information Management (CERLIM) and has taken a collaborative approach to the creation of a user-driven digitisation prioritisation framework, encouraging participation and collective engagement between communities.Between September 2008 and March 2009 the DiSCmap project team asked over 1,000 users, including intermediaries (vocational users who take care of collections) and end users (university teachers, researchers and students) a variety of questions about which physical and digital Special Collections they make use of and what criteria they feel must be considered when selecting materials for digitisation. This was achieved through workshops, interviews and two online questionnaires. Although the data gathered from these activities has the limitation of reflecting only a partial view on priorities for digitisation - the view expressed by those institutions who volunteered to take part in the study - DiSCmap was able to develop:- a 'long list' of 945 collections nominated for digitisation both by intermediaries andend-users from 70 HE institutions (see p. 21);- a framework of user-driven prioritisation criteria which could be used to inform current and future digitisation priorities; (see p. 45)- a set of 'short lists' of collections which exemplify the application of user-driven criteria from the prioritisation framework to the long list (see Appendix X):o Collections nominated more than once by various groups of users.o Collections related to a specific policy framework, eg HEFCE's strategically important and vulnerable subjects for Mathematics, Chemistry and Physics.o Collections on specific thematic clusters.o Collections with highest number of reasons for digitisation
