Social Media for Cities, Counties and Communities
Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)

Online engagement from the grassroots: Reflecting on over a decade of ePetitioning experience in Europe and the UK
The official published verison of this chapter can be accessed from the link below - Copyright @ 2012 SpringerExtensive debate on Internet and formal politics has concentrated on whether authorities should focus their efforts on high-volume activities such petitioning or crowdsourcing. Those engagement tools seem to be consistent with the ambition of many networked citizens to influence policy making through ad hoc and mostly single-issue movements. Therefore, certain interesting questions emerge: can authorities organise their engagement activities to respond and act upon this call? Can citizens in-deed influence policy making in a few clicks? This chapter draws together material from different uses of ePetitioning tools in Europe, mainly focusing on the integrated UK experience at national and local level. The analysis suggests that those initiatives can provide valuable feedback to authorities and be effectively complemented by other forms of deeper engagement. Yet, political organisations should pay close attention on how the public views such exercises and be prepared to support partici-pants in different ways and on a regular basis
Supporting public decision making in policy deliberations: An ontological approach

EParticipation aims to enhance citizen involvement in public governance activities through the use of information and communication technologies. An innovative approach towards this objective is exploiting the potentials of semantic web technologies centred on conceptual knowledge models in the form of ontologies. Ontologies are generally defined as explicit human and computer shared views on the world of particular domains. In this paper, the potentials and benefits of using ontologies for policy deliberation processes are discussed. Previous work is then extended and synthesised to develop a deliberation ontology. The ontology aims to define the necessary semantics in order to structure and interrelate the stages and various activities of deliberation processes with legal information, participant stakeholders and their associated arguments. The practical implications of the proposed framework are illustrated.This work is funded by the European Commission under the 2006/1 eParticipation call
The challenges of "upstream" communication and public engagement for Irish nanotechnology
This paper sets out some challenges for Ireland’s contribution to nanotechnology public engagement in the context of current STS and science communication theoretical practice approaches. I report on a pilot set of public engagement activities and accompanying‘multi-sited ethnographic’ and frame analysis methodologies. I reflect on how the theoretical context of these methods and findings present a challenge for nanoscience communicators in the first instance, but also for the social scientists and academics that are themselves contributing to the discourse of nanotechnology and, intentionally or not, communicating nanotechnology to diverse publics. I identify six discourse sites of nanotechnology which have the potential for public engagement
Environmental Activism, Social Networks and the Internet
Social networks and the internet both have a substantial individual effect on environmental activism in China. In this article, we speculate that social linking patterns between environmental actors, which often facilitate activism on the ground, may also exist in cyberspace in the form of an online network. The article addresses the following empirical questions. Does such an online network exist? If so, who are the constituent actors? Are these the same actors observed on the ground? In addressing these questions the article aims to contribute to the growing debate on the implications of the internet for the potential emergence of social movements in China
A business model perspective for ICTs in public engagement

Previous studies suggest that such initiatives seem to be impeded by socio-technical integration barriers such as low sustainability, poor citizen acceptance, coordination difficulties, lack of understanding and failure to assess their impact. Motivated by these shortcomings, the paper develops and applies a business model perspective as an interceding framework for analysis and evaluation. The underlying principle behind this approach is that it is not technology per se which determines success, but rather the way in which the businessmodel of the technological artifact is configured and employed to achieve the strategic goals. The business model perspective is empirically demonstrated with the case of an online petitioning system implemented by a UK local authority. The case illustrates the importance of considering ICTs in public engagement from a holistic view to make them more manageable and assessable
Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique [1]. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. An overview study of twitter in the UK local government
Copyright @ 2012 Brunel UniversityMicroblogging applications are becoming a momentous element of the public sector social media agenda. The potential of Twitter to update the public with frequent, concise and real-time content has motivated many pubic authorities to create their accounts, thus generating an interesting topic for research. This paper seeks to make an empirical and methodological contribution to this new body of knowledge by presenting an overview study of general Twitter accounts maintained by UK local government authorities. Over 296,000 tweets were collected from the 187officially listed local government accounts. The analysis was conducted in two stages: an examination of the Twitter networks developed by the accounts was followed by a structural analysis of the tweets. The combination of online research and social media analytics techniques enabled us to reach important conclusions about the use of Twitter by those authorities. The findings indicate high level of maturity of Twitter in the UK local government and point to several directions for further increasing the impact and visibility of those accounts within a social media strategy
