Exploring key economic sectors and groups of sectors in Scotland; 1998, 2004, 2007
Different methods and criteria exist for determining âkeyâ economic sectors. The Scottish Government identifies a number of âkeyâ sectors, although it is not clear which metrics it used to choose these. It is likely that these sectors are considered to be âkeyâ in delivering the Scottish Governmentâs policy priorities. This differs from a more formally defined economic approach to determining key sectors. However, even within the economics literature, there are different ways of thinking about which sectors are âkeyâ. This short paper presents one approach to determining individual and groups of âkeyâ sectors. We will explain why these approaches are not necessarily equivalent, and what value is added in moving from considering sectors individually to analysing the impact of sectors in groups. We begin with a non-technical overview of the methods we employ, before discussing the database used in this analysis. We then present the results of applying this method for Scotland for three time periods: 1998, 2004, and 2007. We mainly focus on sectoral output, but we also include one set of results which look at key employment sectors. In the discussion of our results we concentrate on two things. First, we are interested in which sectors are identified as important in Scotland in each time period. Second, we investigate how those sectors have changed between 1998, 2004 and 2007
The Internet has coped well with Covid-19, but problems remain: Evidence to House of Lords Committee exploring the impact of Covid-19
In this contribution to a 'call for evidence' by the House of Lords (UK), we investigate the pivotal role of the Internet during the Covid-19 pandemic. The Internet has enabled many to work from home, to shop and be educated online, and keep in touch with colleagues and friends. The swift move online of many activities raised concerns about the robustness and resilience of the Internet. Contrary to some concerns, expressed when national lockdowns were being imposed, the Internet did not collapse. However, while the Internet allowed many to work from home etc., not everyone has access to the Internet. Furthermore, there are many differences between those who do have access to the Internet - quite simply, some are able to access the Internet using connections that are a lot faster than others. This shapes what businesses and individuals can do online, with those with slower connections or connections shared between many users being disadvantaged compared to those whose connectivity is better. Finally, it is necessary to remember that not everything can move online. Some occupations, such as those with a greater knowledge content, are more amenable to the move online than those with a larger labour (physical) component

Deploying rural community wireless mesh networks
Inadequate Internet access is widening the digital divide between town and countryside, degrading both social communication and business advancements in rural areas. Wireless mesh networking can provide an excellent framework
for delivering broadband services to such areas. With this in mind, Lancaster University deployed a WMN in the rural village of Wray over a three-year period, providing the community with Internet service that exceeds many urban offerings. The project gave researchers a real-world testbed for exploring the technical and social issues entailed in deploying WMNs in the heart of a small community
Developing the vision: preparing teachers to deliver a digital world-class education system
In 2008 Australians were promised a \u27Digital Education Revolution\u27 by the government to dramatically change classroom education and build a \u27world-class education system\u27. Eight billion dollars have been spent providing computer equipment for upper secondary classrooms, yet there is little evidence that a revolution has occurred in Australian schools. Transformation of an education system takes more than a simplistic hardware solution. Revolutions need leaders and leaders need vision. In this paper, I argue that we must first develop educational leaders by inspiring future teachers with a vision and by designing our teacher-education courses as technology-rich learning-spaces. A multi-layered scenario is developed as the inspiration for a vision of a future-orientated teacher-education system that prepares teachers to deliver a \u27worldclass digital education\u27 for every Australian child. Auditory compensation for head rotation is incomplete
Hearing is confronted by a similar problem to vision when the observer moves. The image motion that is created remains ambiguous until the observer knows the velocity of eye and/or head. One way the visual system solves this problem is to use motor commands, proprioception and vestibular information. These âextra-retinal signalsâ compensate for self movement, converting image motion into head-centred coordinates, though not always perfectly. We investigated whether the auditory system also transforms coordinates by examining the degree of compensation for head rotation when judging a moving sound. Real-time recordings of head motion were used to change the âmovement gainâ relating head movement to source movement across a loudspeaker array. We then determined psychophysically the gain that corresponded to a perceptually-stationary source. Experiment 1 showed that the gain was small and positive for a wide range of trained head speeds. Hence listeners perceived a stationary source as moving slightly opposite to the head rotation, in much the same way that observers see stationary visual objects move against a smooth pursuit eye movement. Experiment 2 showed the degree of compensation remained the same for sounds presented at different azimuths, although the precision of performance declined when the sound was eccentric. We discuss two possible explanations for incomplete compensation, one based on differences in the accuracy of signals encoding image motion and self-movement, and one concerning statistical optimisation that sacrifices accuracy for precision. We then consider the degree to which such explanations can be applied to auditory motion perception in moving listeners
