    Designing effective public participation

    This paper reviews the various connections that can exist between the design of participatory processes and the different kind of results that they can entail. It details how effective participatory processes can be designed, whatever are the results that participation is deemed to elicit. It shows the main trends pertaining to design choicesand considers how to classify different arrangements in order to choose from among them. Then the paper deals with the main dilemmas that tend to arise when designing participatory processes. Thanks to this review, the paper argues that participatory processes tend to display a certain degree of ambivalence that cannot be completely overcome through the design choices

    WP3: participation in the multi-level governance of European water and biodiversity - a review of case studies

    Participation is said to improve decisions on environmental conflicts. When investigating 16 case studies of participatory processes in European Water and Biodiversity Governance, which necessarily is multi-level, the picture becomes blurred: many different forms of participation can be observed, only few of them are well-defined and well organised; most of them are dominated by ad-hoc decisions on whom to include, how to close debates, and how to deal with uncertainty, complexity, and ambiguity. While nearly all of these processes could be improved by a more conscious and careful setting, the application blueprints will necessarily remain out of scope. Natural, cultural and institutional contingencies make each case special and often unique and the multi-level characteristic of European governance of natural resources adds an additional layer of complexity on how to organise participation. The empirical account of whether deliberation can deliver what it promises in theory is still incomplete. --

    Operationalizing Ocean Health: Toward Integrated Research on Ocean Health and Recovery to Achieve Ocean Sustainability

    Protecting the ocean has become a major goal of international policy as human activities increasingly endanger the integrity of the ocean ecosystem, often summarized as “ocean health.” By and large, efforts to protect the ocean have failed because, among other things, (1) the underlying socio-ecological pathways have not been properly considered, and (2) the concept of ocean health has been ill defined. Collectively, this prevents an adequate societal response as to how ocean ecosystems and their vital functions for human societies can be protected and restored. We review the confusion surrounding the term “ocean health” and suggest an operational ocean-health framework in line with the concept of strong sustainability. Given the accelerating degeneration of marine ecosystems, the restoration of regional ocean health will be of increasing importance. Our advocated transdisciplinary and multi-actor framework can help to advance the implementation of more active measures to restore ocean health and safeguard human health and well-being

    How previous experiences shape actors' current perspectives in integrated natural resource management

    Previous experiences play a multifaceted role in shaping current perspectives in integrated natural resource management. We used qualitative interviews and a quantitative survey to study the similarities and differences in terms of the links between the diverse actors' previous experiences and their current perspectives on the various issues to be resolved in a real-world integrated watershed management project.We found that the quantity and quality of experiences in past projects including water management, participation and politics are dissimilarly linked to the information, mental models and beliefs of perspectives regarding present issues. More experienced actors generally have broader perspectives than less experienced actors. Less experienced actors are particularly curious about approaches to water management.Actors with more experience in water management are more focused on ecological issues due to positive experience. Actors with more experience in participation are more sceptical about constructive solutions due to negative experience. Actors with more experience in politics emphasise the importance of agriculture and learning processes due to positive or negative experience. Actors with more negative experience in water management, participation and politics can nevertheless be motivated for participatory processes and integrated natural resource management.We conclude that previous experiences are critical factors that should be considered when designing participatory processes in integrated natural resource management. It could be valuable to include mixed compositions of actors with different types of previous experiences and different aspects of current perspectives to benefit from their complementary strengths

    Can Deliberative Democracy Favor a Flourishing Relationship Between Humans and Carnivores?

    There is considerable interest in improving participatory governance in decision-making processes for the conservation of biodiversity and management of conflicts between humans and wildlife. Among the various modes of participatory governance, deliberative democracy has received virtually no attention for decisions focused on conserving biodiversity. This is surprising given that deliberative democracy is an important branch of democratic theory and is associated with decision-making processes that have been successfully applied to a wide range of complicated decisions across diverse cultural settings. Moreover, deliberative democracy has several distinctive properties that would seem to make it well-suited for many conservation decisions. First, deliberative democracy is better-designed than other processes to handle cases where the object of conservation appears to be insufficiently valued by those who have the most detrimental impacts on its conservation. Second, deliberative democracy engenders a rich kind of representation and impartiality that is nearly impossible to achieve with participatory governance focused on managing conflicts among hyper-engaged stakeholders. Here, we review the principles of deliberative democracy, outline procedures for its application to carnivore conservation, and consider its likelihood to favor carnivore conservation

    Participatory modeling updates expectations for individuals and groups, catalyzing behavior change and collective action in water-energy-food nexus governance

    Participatory modeling is a potentially high-impact approach for catalyzing fundamental sustainability transformations. We test if participation in a group system dynamics modeling exercise increases participants' agency through a novel method to evaluate potential behavioral change using expectations measures. A water-energy-food nexus a functionally interdependent but under-conceptualised system with low consensus and high scientific uncertainty -- was mapped and its evolution simulated by 46 participants in three interventions in a region undergoing hydropower infrastructure development in North-eastern Cambodia. Participants' system-related expectations were measured before and after the interventions. Our results suggest that participants became significantly more optimistic about their individual agency to increase agricultural and fishing income, and interestingly, less likely to participate in local government development planning procedures. Findings also reveal how some uncertainties for multiple variables were reduced within and across the groups. Such converging expectations suggest that participatory modelling could contribute to making collective solutions and institutionalised agreements more likely. This research contributes to innovation in sustainability because it unpacks some underlying mechanics of how participatory processes can lead to new adaptive capacities, shared perspectives and collective actions

    A goal programming model to guide decision-making processes towards conservation consensuses

    In this paper we propose a goal programming model that provides a consensual aggregated solution minimizing conflicts to guide multi-stakeholder decision-making processes and gen-erates information regarding stakeholder groups to be exploited for negotiation purposes. This model permits to quantify variations in conflicts when the relative contribution of each criteria changes and gives insight to negotiation strategies with application in conservation areas. A dataset of a case study in the Meseta Ibérica Biosphere Reserve (Portugal-Spain) was used to test and vali-date the model. Fifty people belonging to four groups (scientists, government, farmers and busi-nesspersons) assessed 20 management objectives in four dimensions: conservation, logistical sup-port, development, and governance. The results showed the highest conflicts to be found for fauna and flora, education, and guarantees objectives while the most conflictive groups were scientists and farmers. The proposed model substantially reduced the global and intergroup conflicts associ-ated to the same objectives, modelling the weights assigned to each objective in each dimension to find the most consensual/least conflictive solutions. This model can be a useful tool to improve complex decision-making processes in conservation areas with strong conflicts between stakehold-ers, such as transboundary biosphere reserves.This research was partially funded by FCT/MCTES through project grant UIDB/00690/2020info:eu-repo/semantics/publishedVersio
