    Шляхи вдосконалення автомобільних пунктів пропуску митного кордону України у контексті економічної безпеки

    Стаття присвячена актуальній тематиці визначення перспектив облаштування митного кордону України. В рамках публікації запропоновано Концепцію розвитку автомобільних пунктів пропуску, сформульовано її головну мету, орієнтири, принципи, основні механізми реалізації та етапи. Наведено критерії якості та кількості облаштування митного кордону України. Запропоновані напрями розбудови митного кордону України у розрізі об’єктів будівництва, з урахуванням пропускної здатності міжнародних автомобільних доріг, у контексті забезпечення економічної безпеки. Ключові слова: міжнародні транспортні коридори, економічна безпека держави, транспортно-митна інфраструктура, автомобільний пункт пропуску.Статья посвящена актуальной тематике, в которой определены перспективы обустройства таможенной границы Украины. В рамках публикации предложено Концепцию развития автомобильных пунктов пропуска, сформулированы ее главная цель, ориентиры, принципы, основные механизмы реализации и этапы. Обозначены критерии качества и количества обустройства таможенной границы Украины. Предложены направления развития таможенной границы Украины с учетом пропускной способности международных автомобильных дорог в контексте обеспечения экономической безопасности. The mechanisms of Concept - definition of common requirements for major construction projects, development of model projects of construction and design algorithm for computing the capacity of crossing points for the design of building, improvement of existing transport and customs infrastructure and implementing the use of new development, improvement of the distribution of capital investments in the development of customs border, monitoring the level of improvement of the customs border in the context of economic security. The implementation of the concept proposed to implement in three stages. At each stage of the development of certain areas of the customs border of Ukraine, construction sites and considered the capacity of international highways.     Aligning a Service Provisioning Model of a Service-Oriented System with the ITIL v.3 Life Cycle

    Bringing together the ICT and the business layer of a service-oriented system (SoS) remains a great challenge. Few papers tackle the management of SoS from the business and organizational point of view. One solution is to use the well-known ITIL v.3 framework. The latter enables to transform the organization into a service-oriented organizational which focuses on the value provided to the service customers. In this paper, we align the steps of the service provisioning model with the ITIL v.3 processes. The alignment proposed should help organizations and IT teams to integrate their ICT layer, represented by the SoS, and their business layer, represented by ITIL v.3.     Safety and Security Analysis of AEB for L4 Autonomous Vehicle Using STPA

    Autonomous vehicles (AVs) are coming to our streets. Due to the presence of highly complex software systems in AVs, there is a need for a new hazard analysis technique to meet stringent safety standards. System Theoretic Process Analysis (STPA), based on Systems Theoretic Accident Modeling and Processes (STAMP), is a powerful tool that can identify, define, analyze and mitigate hazards from the earliest conceptual stage deployment to the operation of a system. Applying STPA to autonomous vehicles demonstrates STPA\u27s applicability to preliminary hazard analysis, alternative available, developmental tests, organizational design, and functional design of each unique safety operation. This paper describes the STPA process used to generate system design requirements for an Autonomous Emergency Braking (AEB) system using a top-down analysis approach to system safety. The paper makes the following contributions to practicing STPA for safety and security: 1) It describes the incorporation of safety and security analysis in one process and discusses the benefits of this; 2) It provides an improved, structural approach for scenario analysis, concentrating on safety and security; 3) It demonstrates the utility of STPA for gap analysis of existing designs in the automotive domain; 4) It provides lessons learned throughout the process of applying STPA and STPA-Sec

    Attack-Surface Metrics, OSSTMM and Common Criteria Based Approach to “Composable Security” in Complex Systems

    In recent studies on Complex Systems and Systems-of-Systems theory, a huge effort has been put to cope with behavioral problems, i.e. the possibility of controlling a desired overall or end-to-end behavior by acting on the individual elements that constitute the system itself. This problem is particularly important in the “SMART” environments, where the huge number of devices, their significant computational capabilities as well as their tight interconnection produce a complex architecture for which it is difficult to predict (and control) a desired behavior; furthermore, if the scenario is allowed to dynamically evolve through the modification of both topology and subsystems composition, then the control problem becomes a real challenge. In this perspective, the purpose of this paper is to cope with a specific class of control problems in complex systems, the “composability of security functionalities”, recently introduced by the European Funded research through the pSHIELD and nSHIELD projects (ARTEMIS-JU programme). In a nutshell, the objective of this research is to define a control framework that, given a target security level for a specific application scenario, is able to i) discover the system elements, ii) quantify the security level of each element as well as its contribution to the security of the overall system, and iii) compute the control action to be applied on such elements to reach the security target. The main innovations proposed by the authors are: i) the definition of a comprehensive methodology to quantify the security of a generic system independently from the technology and the environment and ii) the integration of the derived metrics into a closed-loop scheme that allows real-time control of the system. The solution described in this work moves from the proof-of-concepts performed in the early phase of the pSHIELD research and enrich es it through an innovative metric with a sound foundation, able to potentially cope with any kind of pplication scenarios (railways, automotive, manufacturing, ...)

    IT process architectures for enterprises development: A survey from a maturity model perspective

    During the last years much has been published about IT governance. Close to the success of many governance efforts are the business frameworks, quality models, and technology standards that help enterprises improve processes, customer service, quality of products, and control. In this paper we i) survey existing frameworks, namely ITIL, ASL and BiSL, ii) find relations with the IT Governance framework CobiT to determine if the maturity model of CobiT can be used by ITIL, ASL and BiSL, and (iii) provide an integrated vista of IT processes viewed from a maturity model perspective. This perspective can help us understand the importance of maturity models for increasing the efficiency of IT processes for enterprises development and business-IT alignment

The Sourcing Capability Maturity Model for service (e-SCM) is a capability model for offshore outsourcing services between clients and providers that offers appropriate strategies to enhance Cloud Computing implementation. It intends to achieve the required quality of service and develop an effective working relationship between clients and providers. Moreover, quality evaluation framework is a framework to control the quality of any product and/or process. It offers a tool support that can generate software artifacts to manage any type of product and service efficiently and effectively.     How can SMEs benefit from big data? Challenges and a path forward

    Big data is big news, and large companies in all sectors are making significant advances in their customer relations, product selection and development and consequent profitability through using this valuable commodity. Small and medium enterprises (SMEs) have proved themselves to be slow adopters of the new technology of big data analytics and are in danger of being left behind. In Europe, SMEs are a vital part of the economy, and the challenges they encounter need to be addressed as a matter of urgency. This paper identifies barriers to SME uptake of big data analytics and recognises their complex challenge to all stakeholders, including national and international policy makers, IT, business management and data science communities. The paper proposes a big data maturity model for SMEs as a first step towards an SME roadmap to data analytics. It considers the ‘state-of-the-art’ of IT with respect to usability and usefulness for SMEs and discusses how SMEs can overcome the barriers preventing them from adopting existing solutions. The paper then considers management perspectives and the role of maturity models in enhancing and structuring the adoption of data analytics in an organisation. The history of total quality management is reviewed to inform the core aspects of implanting a new paradigm. The paper concludes with recommendations to help SMEs develop their big data capability and enable them to continue as the engines of European industrial and business success.
