    An ES process framework for understanding the strategic decision making process of ES implementations

    Enterprise systems (ES) implementations are regarded costly, time and resource consuming and have a great impact on the organization in terms of the risks they involve and the opportunities they provide. The steering committee (SC) represents the group of individuals who is responsible for making strategic decisions throughout the ES implementation lifecycle. It is evident from recent studies that there is a relationship between the decision making process and ES implementation success. One of the key elements that contribute to the success of ES implementations is a quick decision making process (Brown and Vessey, 1999; Gupta, 2000; Parr, et al., 1999). This study addresses the strategic decision-making process by SC through its focus on four research questions (1) How can the strategic decision-making process in the implementation of ES be better understood, during each phase of the ES implementation lifecycle? (2) What is the process by which the SC makes strategic decisions? (3) How are fast decisions made? and (4) How does decision speed link to the success of ES implementation? Process models of ES implementation will provide a framework to investigate the strategic decision making process during each phases of the ES implementation lifecycle. Patterns in the decision making process will be explored using strategic choice models. This study develops a research model that focuses on the decision making process by steering committee to explore research questions. It concludes with identifying contributions to both IS research and business practitioners

    Board of Directors’ Involvement in Strategic Decision Making Process: Definition and Literature Review.

    Over the past few years, research in corporate governance has devoted increased attention to board of directors’ involvement in the strategic decision making process. But in spite of its growing interest, the literature provides theoretical pluralism and mixed empirical results. Indeed, the concept has not been well defined by past studies and there is no consensus about its operationalization.     The evaluation of E-business related technologies in the Railway Industry

    For the purposes of this paper, e-business is defined as: "the performance, automisation and organisation of transactions, or chains of them, and the gathering and publishing of data, electronically over a communication protocol" Little research has been conducted either into how e-business technology can be successfully evaluated, or into the associated costs and benefits specifically related to the transportation and railway industries. Based upon a review of the current literature and a series of interviews held with railway operators, track managers and transportation customers from the Australian Fortune 100, the paper puts forward a framework for the evaluation of e-business investments within the railway industry. The research reported here is aimed at developing a flexible interface that enables the decision maker to assess and evaluate a wide variety of complex interacting variables. The proposed approach uses a variety of evaluation methods, as opposed to searching for a single "best" approach. Additionally, an attempt is being made to include the complex interaction between the implementation of the new technology and the changing organisational setting. A model is proposed using fuzzy logic to handle incomplete and uncertain knowledge; as well as to combine criteria within a conceptual model from which "real-worth" evaluations can be performed. This model provides a systematic approach to guide the decision maker in the deployment of e-business and emerging technologies in the industry. After discussing the main findings from a literature review on the use of evaluation frameworks in IT related projects, the paper deals with the proposed framework in detail. The use of empirical data, which was obtained transportation customers to help define the main framework factors, is also discussed. Finally, the paper summarises the main implications for rail freight of customers’s perceptions and stated needs in the e-business domain

    A ten-step model for solving ethical dilemmas

    This paper suggests a ten-step model for solving ethical dilemmas taking into account a wide spectrum of ethical values. The model has a prescriptive content that should help decision-makers to find a solution to ethical dilemmas according to the dictates suggested by moral obligation. For each step of the model, different types of simplification procedures are used in order to guide the decision-maker progressively toward a satisfactory solution. We begin with a discussion of the main characteristics that the model should possess. The paper then gives a detailed description of the single steps of the model. Lastly, a case study was analysed

    Proactive stakeholder management in the port planning process: empirical evidence from the Port of Brussels.

    Port planning and port management are increasingly influenced by a variety of external stakeholders, each pursuing specific strategic objectives with regard to port activities and port development. A greater focus on external stakeholders may increase the port activities’ legitimacy at the city and regional levels, and may also contribute to sustainable development. In this paper, a new port planning methodology is designed within the context of the development of the Port of Brussels (Belgium) Master plan, time horizon 2015. This new planning methodology describes the port planning process, building upon the decomposition of the total port area in several distinct port objectives were taken into account in this planning process, and how this multi-zone, multi-stakeholder approach can be generalized to improve upon conventional strategic port planning processes. The study focuses primarily on the cluster of businesses hardly involved in technological innovation, and examines to what degree knowledge about marketing and know-how management is employed to stimulate the absorption of know-how among retarded businesses.

    Development, test and comparison of two Multiple Criteria Decision Analysis(MCDA) models: A case of healthcare infrastructure location

    When planning a new development, location decisions have always been a major issue. This paper examines and compares two modelling methods used to inform a healthcare infrastructure location decision. Two Multiple Criteria Decision Analysis (MCDA) models were developed to support the optimisation of this decision-making process, within a National Health Service (NHS) organisation, in the UK. The proposed model structure is based on seven criteria (environment and safety, size, total cost, accessibility, design, risks and population profile) and 28 sub-criteria. First, Evidential Reasoning (ER) was used to solve the model, then, the processes and results were compared with the Analytical Hierarchy Process (AHP). It was established that using ER or AHP led to the same solutions. However, the scores between the alternatives were significantly different; which impacted the stakeholders‟ decision-making. As the processes differ according to the model selected, ER or AHP, it is relevant to establish the practical and managerial implications for selecting one model or the other and providing evidence of which models best fit this specific environment. To achieve an optimum operational decision it is argued, in this study, that the most transparent and robust framework is achieved by merging ER process with the pair-wise comparison, an element of AHP. This paper makes a defined contribution by developing and examining the use of MCDA models, to rationalise new healthcare infrastructure location, with the proposed model to be used for future decision. Moreover, very few studies comparing different MCDA techniques were found, this study results enable practitioners to consider even further the modelling characteristics to ensure the development of a reliable framework, even if this means applying a hybrid approach
