    A business model perspective for ICTs in public engagement

Previous studies suggest that such initiatives seem to be impeded by socio-technical integration barriers such as low sustainability, poor citizen acceptance, coordination difficulties, lack of understanding and failure to assess their impact. Motivated by these shortcomings, the paper develops and applies a business model perspective as an interceding framework for analysis and evaluation. The underlying principle behind this approach is that it is not technology per se which determines success, but rather the way in which the businessmodel of the technological artifact is configured and employed to achieve the strategic goals. The business model perspective is empirically demonstrated with the case of an online petitioning system implemented by a UK local authority. The case illustrates the importance of considering ICTs in public engagement from a holistic view to make them more manageable and assessable

However, the broad effects of digital governance have not been adequately conceptualised; conflicting assumptions vary from rather optimistic accounts of empowered citizens to even completely dismissing the potential of engagement through technical means. This research attempts to reposition the impact of ICTs on policy making and political communities. Drawing from institutional studies, an integrated perspective is synthesised to guide case investigations in three main directions: (1) the way influences from the institutional environment are understood and balanced locally, (2) the co-evolution of institutional and technological configurations and (3) the dynamic response of institutional actors to the challenge of online engagement. The empirical part focuses on two different contexts (local government authorities and a trade union federation) that cover the holistic objective of this study. The findings inform on the extent to which ICTs are actually merging with existing governance structures. Both studies show that policy making is fundamentally different from other activities at the general intersection of Internet and politics. Citizens form online communities to organise ad hoc around single issue movements. However, this does not necessarily translate into sustainable and meaningful participation in formal politics. Hence, adapting institutional structures emerges as a complicated challenge beyond fitting technical means into existing engagement activities. On this basis, the thesis questions the extent to which policy making mechanisms are able to enact engagement from the grassroots, as for example encouraged by the social media collaboration philosophy. Implications for practice show how the alignment between new tools and the existing norms has the potential to identify paths of least resistance, and then exploit them to accomplish positives changes whose beneficial effects should not be taken for granted.Department of Information Systems and Computing, Brunel Universit

    Characterising e-Participation in sub-Saharan Africa: A thematic review of the literature

    e-Participation is understood to bring about greater participation, transparency and accountability in governance processes. North America, Western Europe and many countries in the South East Asia region, are reported to have made strides in transforming their governance systems in order to be able to accommodate e-Participation. All these countries happen to be ruled by democratic regimes. Africa on the other hand, and especially sub-Saharan Africa, is reported mainly ruled by post-colonial regimes that are not always amenable to democracy. That background suggests that little is known about e-Participation in sub-Saharan Africa. A review of a selection of most influential works was performed with the aim of characterising e-Participation in sub-Saharan Africa. The findings of the review suggest that the narrative of e-Participation in sub-Saharan Africa does not provide a proper understanding of local e-Participation actors; mostly only accounts of government led projects and initiatives; mostly only accounts of the overwhelming burden of contextual factors; does not offer clear accounts of the effects of initiatives; and does not provide a thorough evaluation of projects. Further studies should empirically examine sub-Saharan African actors, their online interactions, the effects that e-Participation has had on their lives and on their communities; making use of context relevant evaluation approaches and methods

    Reaching in? The potential for E-petitions in local government in the United Kingdom

    This article considers the extent to which petitions and e-petitions might allow citizens to ‘reach in’ to local authorities in the United Kingdom. It examines how e-petitions sit against wider debates about the use of technology and digital democracy and the extent to which petitions systems might align with traditional approaches to representative democracy. It highlights that, as with many other participative initiatives, digital or otherwise, there are a variety of issues and risks associated with e-petitions, including those associated with broad socio-economic factors, and others that are more specifically related to the use of e-petitions. However, drawing on existing examples of e-petitions systems in the UK, it suggests that, designed well, they may have potential value, not simply in terms of enabling ‘voice’ and participation, but also in helping educate and inform petitioners about local democracy and decision-making

    Advances in e-Participation: A perspective of Last Years

    [EN] The opinions of citizens are now being given ever-increasing consideration. Today, many government administrations have set up public participation processes as one more of the inputs required to make a decision on several aspects of governance. e-Participation initiatives make it easier for citizens to access such processes. At the present time, there is no clear and accepted field definition due to the wide diversity of theoretical proposals and the interdisciplinary nature of the initiatives, many of which have been developed ad-hoc. This paper reviews the present literature in the field of e-Participation by means of a systematic mapping of the research work carried out in the timeframe 2000¿2019, together with some earlier relevant proposals in the area, with the aim of obtaining a conceptual guide to e-Participation components. This review analyses the findings and clusters the results into a conceptual e-Participation framework, which we call eP fw . The results show the diversity of the conceptualizations of many authors (25% on average) in the identification of tools, areas and levels in the field of e-participation and the almost null incorporation of fundamental aspects like trust, security, or transparency.     A social media model for public participation in a South African municipality

    Social media have become the preferred method of communication for individuals, organisations and even governments. These technologies have become ingrained in our everyday lives and have changed the way we communicate, collaborate are informed of recent happenings around the world. Social media websites are reported to be the most popular around the world. In the government sphere, social media is purported as a technology that will revolutionise citizen participation, service delivery and government-citizen interactions. Accordingly, governments around the world are steadily implementing social media in a bid to meet citizens’ demand for immediate and constant access to information, as well as increased opportunities to participate in government. Public participation has become an important focus area for government which could be used to effectively engage citizens and foster citizen trust. The United Nation’s E-government survey reports the presence of 125 countries on social media platforms. Despite the increased use of social media by governments, consensus among researchers is that governments need guidance on how to use social media effectively to achieve the potential benefits proposed by these technologies. Many social media adoptions by governments have been deemed as experimental; no formal action plan was designed, and many government employees are expected to learn social media use on-the-job. The aim of this research was to investigate and propose a social media model for public participation to leverage the opportunities provided by social media and present an effective and structured approach towards public participation. The research was designed as a mixed methods research using a case study based in the Eastern Cape Province of South Africa. The research involved a survey of citizens in the selected municipality based on the Uses and Gratifications Theory, interviews with employees responsible for social media in said municipality and a contents analysis of the existing social media pages of the municipality. The model was developed from the findings of the survey, interviews and existing literature. The implementation of the model was done in the Nelson Mandela Bay Municipality. The municipality appointed a social media champion responsible for obtaining support from top management and politicians within the municipality. Additional staff were added to the social media team and formal social media training was provided to the team. An official social media strategy was drafted and at the time of writing, needed to be approved by top management. The proposed model was operationalised within the Nelson Mandela Bay Municipality. This research makes several contributions to the E-government and social media fields in South Africa. The major contribution is the provision of guidance for South African municipalities to implement and use social media in an effective manner to achieve public participation. The research provided a phased approach to social media implementation that eliminates ad hoc experimentation and ensures the municipality’s social media activities are effective. The development of the model was based on the characteristics of the municipality and its citizens derived from the interviews and survey carried out. There are five phases in the model; Initialisation, Setup, Organisation, Institutionalisation and Maintenance. The model can be thought of as a guideline, and as such municipalities should adapt the implementation of the model to fit their organisational characteristics. The social media model will assist municipalities to determine the resources, tools and tactics to enable them to implement social media effectively, which will result in an improved engagement and participation process with citizens, and thereby foster trust
