    Importance of Ecological Factors and Colony Handling for Optimizing Health Status of Apiaries in Mediterranean Ecosystems

    We analyzed six apiaries in several natural environments with a Mediterranean ecosystem in Madrid, central Spain, in order to understand how landscape and management characteristics may influence apiary health and bee production in the long term. We focused on five criteria (habitat quality, landscape heterogeneity, climate, management and health), as well as 30 subcriteria, and we used the analytic hierarchy process (AHP) to rank them according to relevance. Habitat quality proved to have the highest relevance, followed by beehive management. Within habitat quality, the following subcriteria proved to be most relevant: orographic diversity, elevation range and important plant species located 1.5 km from the apiary. The most important subcriteria under beehive management were honey production, movement of the apiary to a location with a higher altitude and wax renewal. Temperature was the most important subcriterion under climate, while pathogen and Varroa loads were the most significant under health. Two of the six apiaries showed the best values in the AHP analysis and showed annual honey production of 70 and 28 kg/colony. This high productivity was due primarily to high elevation range and high orographic diversity, which favored high habitat quality. In addition, one of these apiaries showed the best value for beehive management, while the other showed the best value for health, reflected in the low pathogen load and low average number of viruses. These results highlight the importance of environmental factors and good sanitary practices to maximize apiary health and honey productivity

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     Duplicated Laboratory Tests : A Hospital Audit And Evaluation Of A Computerized Alert Intervention

    Laboratory testing is necessary when it contributes to the overall clinical management of the patient. Redundant testing, however, is often unnecessary and expensive and contributes to overall reductions in healthcare system efficiency. The purpose of this study is two-fold. First, to evaluate the frequency of ordering duplicate laboratory tests in hospitalized patients and the costs associated with this practice. Second, it was designed to determine if the use of a computerized alert or prompt will reduce the total number of unnecessarily duplicated Acute Hepatitis Profile (AHP) laboratory tests. This two-phase study took place in an inpatient facility that was part of a large tertiary care hospital system in Florida. A retrospective descriptive design was used during Phase 1 was to evaluate six laboratory tests and the frequency of ordering duplicate laboratory tests in hospitalized patients and to determine the associated costs of this practice for a 12-month time period in 2010. A test was considered a duplicate or an unnecessarily repeated test if it followed a previous test of the same type during the patient’s length of stay in the hospital and one in which any change in their values likely would not be clinically significant. A quasi-experimental pre- and post-test design was used during phase 2 was to determine the proportion of duplication of the AHP test before and after the implementation of a computerized alert intervention implemented as part of a system quality improvement process on January 5th, 2011. Data were compared for two 3-month time periods, pre- and post-alert implementation. The AHP test was considered redundant if it followed a previous test of the same type within 15 days of the initial test being final and present in the medical record. In phase 1, including each of the six tests examined, there were a total amount of 53, 351 test ordered, with 10, 375 (19.4%) of these cancelled. Out of the total amount of result final tests iv (n = 42,976), including each of the six tests examined, 4.6-8.7% were redundant. Results of the proportion of duplication of the six selected tests are as follows: AHP 196/2514 (7.8%), Antinuclear Antibody (ANA) 120/2594 (4.6%), B12/Folate level 396/5874 (6.7%), Thyroid Stimulating Hormone (TSH) 1893/21595 (8.7%), Ferritin 384/5171 (7.4%), and Iron/Total iron binding capacity (TIBC) 316/5155 (6.1%). The overall associated yearly cost of redundant testing of these six selected tests was an estimated 419,218.ThelargestproportionofredundanttestswastheThyroidStimulatingHormonelevel,costingayearlyestimated419, 218. The largest proportion of redundant tests was the Thyroid Stimulating Hormone level, costing a yearly estimated 300, 987. In Phase 2, prior to introduction of the alert, 674 AHP tests were performed. Of these, 53 (7.9%) were redundant. During the intervention period, 692 AHP tests were performed, of these 18 (2.6%) were redundant. The implementation of the computerized alert was shown to significantly reduce the proportion of AHP tests (Chi-Square: χ2 = df 1, p ≤ 0.001). The differences in the associated costs of duplicated AHP were 5238dollarsin2010ascomparedto5238 dollars in 2010 as compared to 1746 in 2011 post-alert and these differences were significant (Mann Whitney U, Z = -4.04, p ≤ 0.001). Although the proportions of unnecessarily repeated diagnostic tests that were observed during Phase 1 of this study were small, the associated costs could adversely affect hospital revenue and overall healthcare efficiency. The implementation of the AHP computerized alert demonstrated a drop in the proportion of redundant AHP tests and subsequent associated cost savings. It is necessary to perform further research to evaluate computerized alerts on other tests with evidence-based test-specific time intervals, and to determine if such reductions postimplementation of AHP alerts are sustained over time

    SURFACE MODIFICATIONS OF REVERSE OSMOSIS MEMBRANES FOR REMOVAL OF BROMIDE AND REDUCTION OF FOULING

    Reverse osmosis (RO) is widely used for water reuse and desalination. Although RO membranes are known for their high salt rejection and practical permeate flux, their performance can be impaired by fouling, and their removal of some disinfection byproducts and their precursors (e.g., bromide, N-Nitrosodimethylamine [NDMA]) does not meet drinking water standards. RO membrane modifications have been widely studied to overcome these limitations. In this research, RO membranes were grafted with cationic polymers to induce a positive charge on the RO membrane surface. This modification aimed at enhancing the rejection of negatively charged bromide ions by removing them from solution by binding them to the membrane surface. The results showed that the modified (positively charged) RO membranes achieved lower rejection (82% rejection) for bromide ions compared to the unmodified ones (94.5% rejection). This behavior was likely a result of increased concentration polarization of the bromide ions at the membrane surface and/or increase in porosity of the modified membranes. Calculations based on the film theory indicate that the concentration of bromide ions at the surface of the modified membrane was 1371 ppm compared to 1307 ppm at the surface of the unmodified membrane. Evidently, the polymer attraction energy was not sufficient to keep the bromide ions attached to the membrane surface and prevent their diffusion across the membrane. Although the goal of the modification in the current study (i.e., enhancing removal of bromide ions) was not met, the permeate flux of the modified membrane was improved compared to the unmodified one. The literature suggests that increasing flux after modification is likely a result of increase in membrane pore size and hydrophilicity. In addition to the experimental work conducted in this study, a multi-criteria decision analysis was performed to prioritize research on surface modifications of reverse osmosis membranes. It was found that surface modifications have been mainly focused on reducing membrane fouling and to a much lower extent on removal of disinfection byproducts and their precursors. The RO membrane modification alternatives for fouling reduction and N-Nitrosodimethylamine (NDMA) removal were ranked based on multiple criteria using the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). This multi-criteria decision analysis process resulted in the identification of the top five promising modifications to reduce fouling and improve NDMA rejection. Grafting and coating the RO membranes with complex polymeric salts were the highest ranked modification approaches to reduce fouling. Heat-treatment of RO membranes achieved the highest NDMA rejection (98%); however, this technique was the second highest ranked modification approach for NDMA removal because it scored lower for other evaluation criteria

    Rapid Response Command and Control (R2C2): a systems engineering analysis of scaleable communications for Regional Combatant Commanders

    Includes supplementary materialDisaster relief operations, such as the 2005 Tsunami and Hurricane Katrina, and wartime operations, such as Operation Enduring Freedom and Operation Iraqi Freedom, have identified the need for a standardized command and control system interoperable among Joint, Coalition, and Interagency entities. The Systems Engineering Analysis Cohort 9 (SEA-9) Rapid Response Command and Control (R2C2) integrated project team completed a systems engineering (SE) process to address the military’s command and control capability gap. During the process, the R2C2 team conducted mission analysis, generated requirements, developed and modeled architectures, and analyzed and compared current operational systems versus the team’s R2C2 system. The R2C2 system provided a reachback capability to the Regional Combatant Commander’s (RCC) headquarters, a local communications network for situational assessments, and Internet access for civilian counterparts participating in Humanitarian Assistance/Disaster Relief operations. Because the team designed the R2C2 system to be modular, analysis concluded that the R2C2 system was the preferred method to provide the RCC with the required flexibility and scalability to deliver a rapidly deployable command and control capability to perform the range of military operations
