    The impact of regulation, ownership and business culture on managing corporate risk within the water industry

    Although the specifics of water utility ownership, regulation and management culture have been explored in terms of their impact on economic and customer value, there has been little meaningful engagement with their influence on the risk environment and risk management. Using a literature review as the primary source of information, this paper maps the existing knowledge base onto two critical questions: what are the particular features of regulation, ownership and management culture which influence the risk dynamic, and what are the implications of these relationships in the context of ambitions for resilient organizations? In addressing these queries, the paper considers the mindful choices and adjustments a utility must make to its risk management strategy to manage strategic tensions between efficiency, risk and resilience. The conclusions note a gap in understanding of the drivers required for a paradigm shift within the water sector from a re-active to a pro-active risk management culture. A proposed model of the tensions between reactive risk management and pro-active, adaptive risk management provides a compelling case for measured risk management approaches which are informed by an appreciation of regulation, ownership and business culture. Such approaches will support water authorities in meeting corporate aspirations to become "high reliability" services while retaining the capacity to out-perform financial and service level targets

    Resilience from a lived-experience perspective in the regional context of Dumfries and Galloway, Scotland

    Within the UK, academics and practitioners’ understanding of resilience have been increasingly nuanced, particularly after the introduction of the Civil Contingencies Act (CCA) 2004. However, there remain debates and variations in how resilience is conceptualised that creates confusion in how resilience building is operationalised in practice by stakeholders. To address this concern, this study explores the meaning of resilience from the perspectives of people with a lived experience of flooding, through the lens of adaptive capacity, which is a key dimension of resilience as identified in Scottish policy frameworks. Insight from a literature review combined with empirical data collected from forty-three participants, suggests that resilience to natural hazards is a function of two inter-related aspects: ‘information’ and ‘response’ mechanisms. Further analysis suggests that resilience enhancement begins following receipt of risk information from either experience or other sources that shapes the understanding of a hazard and what protective steps to take. This understanding prompts behavioural responses influenced by ‘risk attitude’, ‘skills’ and ‘access to resources’ to enhance the adaptive capacity of the receiver. The paper engages in the complex debate about how resilience is conceptualized from the social sciences perspective.     Manufacturing strives to reduce waste and increase Overall Equipment Effectiveness (OEE). When managing machine tool maintenance a manufacturer must apply an appropriate decision technique in order to reveal hidden costs associated with production losses, reduce equipment downtime competently and similarly identify the machines’ performance. Total productive maintenance (TPM) is a maintenance program that involves concepts for maintaining plant and equipment effectively. OEE is a powerful metric of manufacturing performance incorporating measures of the utilisation, yield and efficiency of a given process, machine or manufacturing line. It supports TPM initiatives by accurately tracking progress towards achieving “perfect production.” This paper presents a review of maintenance management methodologies and their application to positional error calibration decision-making. The purpose of this review is to evaluate the contribution of maintenance strategies, in particular TPM, towards improving manufacturing performance, and how they could be applied to reduce downtime due to inaccuracy of the machine. This is to find a balance between predictive calibration, on-machine checking and lost production due to inaccuracy. This work redefines the role of maintenance management techniques and develops a framework to support the process of implementing a predictive calibration program as a prime method to supporting the change of philosophy for machine tool calibration decision making.     Management of Road Infrastructure Safety

    Road Infrastructure Safety Management (RISM) refers to a set of procedures that support a road authority in decision making related to the improvement of safety on a road network. Some of these procedures can be applied to existing infrastructure, thus enabling a reactive approach; and other procedures are used in early stages of a project's life-cycle allowing a proactive approach. The objective of this paper is to provide an overview of the most well-known procedures and present a series of recommendations for successful road infrastructure safety management. The work described in the paper was completed by the IRTAD sub-working group on Road Infrastructure Safety Management and presented in detail in the respective Report. The methodology followed on this purpose included the description of the most consolidated RISM procedures, the analysis of the use of RISM procedures worldwide and the identification of possible weaknesses and barriers to their implementation, the provision of good practice examples and the contribution to the scientific assessment of procedures. Specifically, the following RISM procedures were considered: Road Safety Impact Assessment (RIA), Efficiency Assessment Tools (EAT), Road Safety Audit (RSA), Network Operation (NO), Road Infrastructure Safety Performance Indicators (SPI), Network Safety Ranking (NSR), Road Assessment Programs (RAP), Road Safety Inspection (RSI), High Risk Sites (HRS) and In-depth Investigation. Each procedure was described along with tools and data needed for its implementation as well as relevant common practices worldwide. A synthesis summarizing the key information for each procedure was also drafted. Based on a survey on 23 IRTAD member countries from worldwide, the lack of resources or tools is the most commonly stated reason for not applying a RISM procedure. This has been frequently found mainly in European countries. Another common reason is the absence of recommendations/guidelines, especially for SPI, RAP, RSI and RSA. This highlights the importance of the presence of some legislation regulating the application of the procedures. Lack of data was found important mainly for SPI, HRS and EAT. Good practices of road infrastructure safety management have been explored in order to find solutions to the issues highlighted by the survey and provide examples about how these issues have been overcome in some countries. Specifically, issues related to data, legal framework, funding, knowledge, tools and dealing with more RISM procedures were addressed. Finally, nine key messages and six recommendations for better Road Infrastructure Safety Management were developed based on the conclusions made

    Autonomic care platform for optimizing query performance

    Background: As the amount of information in electronic health care systems increases, data operations get more complicated and time-consuming. Intensive Care platforms require a timely processing of data retrievals to guarantee the continuous display of recent data of patients. Physicians and nurses rely on this data for their decision making. Manual optimization of query executions has become difficult to handle due to the increased amount of queries across multiple sources. Hence, a more automated management is necessary to increase the performance of database queries. The autonomic computing paradigm promises an approach in which the system adapts itself and acts as self-managing entity, thereby limiting human interventions and taking actions. Despite the usage of autonomic control loops in network and software systems, this approach has not been applied so far for health information systems. Methods: We extend the COSARA architecture, an infection surveillance and antibiotic management service platform for the Intensive Care Unit (ICU), with self-managed components to increase the performance of data retrievals. We used real-life ICU COSARA queries to analyse slow performance and measure the impact of optimizations. Each day more than 2 million COSARA queries are executed. Three control loops, which monitor the executions and take action, have been proposed: reactive, deliberative and reflective control loops. We focus on improvements of the execution time of microbiology queries directly related to the visual displays of patients' data on the bedside screens. Results: The results show that autonomic control loops are beneficial for the optimizations in the data executions in the ICU. The application of reactive control loop results in a reduction of 8.61% of the average execution time of microbiology results. The combined application of the reactive and deliberative control loop results in an average query time reduction of 10.92% and the combination of reactive, deliberative and reflective control loops provides a reduction of 13.04%. Conclusions: We found that by controlled reduction of queries' executions the performance for the end-user can be improved.     Multi-agent systems for power engineering applications - part 2 : Technologies, standards and tools for building multi-agent systems

    This is the second part of a 2-part paper that has arisen from the work of the IEEE Power Engineering Society's Multi-Agent Systems (MAS) Working Group. Part 1 of the paper examined the potential value of MAS technology to the power industry, described fundamental concepts and approaches within the field of multi-agent systems that are appropriate to power engineering applications, and presented a comprehensive review of the power engineering applications for which MAS are being investigated. It also defined the technical issues which must be addressed in order to accelerate and facilitate the uptake of the technology within the power and energy sector. Part 2 of the paper explores the decisions inherent in engineering multi-agent systems for applications in the power and energy sector and offers guidance and recommendations on how MAS can be designed and implemented. Given the significant and growing interest in this field, it is imperative that the power engineering community considers the standards, tools, supporting technologies and design methodologies available to those wishing to implement a MAS solution for a power engineering problem. The paper describes the various options available and makes recommendations on best practice. It also describes the problem of interoperability between different multi-agent systems and proposes how this may be tackled

    Resilience trinity: safeguarding ecosystem functioning and services across three different time horizons and decision contexts

    Ensuring ecosystem resilience is an intuitive approach to safeguard the functioning of ecosystems and hence the future provisioning of ecosystem services (ES). However, resilience is a multi‐faceted concept that is difficult to operationalize. Focusing on resilience mechanisms, such as diversity, network architectures or adaptive capacity, has recently been suggested as means to operationalize resilience. Still, the focus on mechanisms is not specific enough. We suggest a conceptual framework, resilience trinity, to facilitate management based on resilience mechanisms in three distinctive decision contexts and time‐horizons: 1) reactive, when there is an imminent threat to ES resilience and a high pressure to act, 2) adjustive, when the threat is known in general but there is still time to adapt management and 3) provident, when time horizons are very long and the nature of the threats is uncertain, leading to a low willingness to act. Resilience has different interpretations and implications at these different time horizons, which also prevail in different disciplines. Social ecology, ecology and engineering are often implicitly focussing on provident, adjustive or reactive resilience, respectively, but these different notions of resilience and their corresponding social, ecological and economic tradeoffs need to be reconciled. Otherwise, we keep risking unintended consequences of reactive actions, or shying away from provident action because of uncertainties that cannot be reduced. The suggested trinity of time horizons and their decision contexts could help ensuring that longer‐term management actions are not missed while urgent threats to ES are given priority
