    In the construction process, many interests come in conflict, which can be contradictory to each other. Conditionally, these interests can be divided into two groups, first of all, neighbours’ interests, mainly attributable to the private laws, secondly, the public or general interests, which are mainly related with the right to a benevolent environment.     Projecting Pulp Mill Impact on the Infrastructure of Jekabpils Region

    This paper deals with possible impact of potential pulp mill in Jekabpils on adjacent regions infrastructure, which includes inhabitant’s comfort level, and business infrastructure during construction and processing stages. The analysis is made up on the basis of several publications, which are connected with environmental impact assessment, regional development and pulp mill project materials. There are analysis of several kinds of impact: on geology, water and air pollution and their limitation, noise pollution, demography, cultural resources. For better understanding of business perspectives a comparison is made with similar pulp mill in Rauma (Finland) and its impact. On this basis SWOT analysis and matrix is made. The main conclusions are: there is big possibility of positive changes in region development through so large investment, main problems in pollution are connected with possible thermal pollution, serious attention needs to be paid for future for small sawmill and private forest management

    DEVELOPMENT OF COMMUNICATION IN LATVIAN PUBLIC ADMINISTRATION: TRENDS AND CHALLENGES

    Along with the decrease of administrative influences, the effective functioning of contemporary public administration needs the support and partnership of society. The necessity to consider the reaction of society obliges to inform and to create public understanding on decisions made by the public administration, as well as to ensure an opportunity for individuals to get involved in the decision making process. Thus, the role of communication in public administration performance increases. The regulation of the state needs increasingly greater public acceptance and approval both by responding to the public’s position and wishes and by creating common values and standards that are often achieved by the communication process. In order to understand the role of communications in public administration processes, the author has studied the development of the public administration communication during several state reform stages in Latvia. Using qualitative research methods – interviews, document analysis and comparative analysis and quantitative content analysis –, the trends and challenges in the development of Latvian public administration communication were identified. It is possible to stress two important changes – firstly, the goal of public communications is not just to increase the awareness of the public, but also to involve the public in the state’s development, and secondly, the transformation of communication changes the methods and the way of public administration communication

    CYBER-MOBBING IN SCHOOL: MITIGATION OPTIONS

    Relationship building is always a complicated process. Pupils develop this skill by trial and error, experiencing conflicts, the escalation of which is rapid and high. By reaching the stage when the other conflict party becomes an enemy, inadequate actions take place. One of such actions is mobbing, while using the latest information technologies it becomes cyber-mobbing. Cyber-mobbing is hidden mobbing. Its aim is to cause the most harm to the victim without being caught and/or punished for such an action. Informative efforts on cyber-mobbing, its harm, detection possibilities, both in schools and in the society in general (mass media) are being made, yet it is only one of the preventive work forms. In order for preventive work on mitigation of cyber-mobbing to become more efficient, more diverse preventive work forms and methods shall be used. Currently, animation and mediation methods are applied in worldwide pedagogical practice. The use of such methods shows significant positive results in mitigation of cyber-mobbing

    Changes shaping the labour market in the 21st century mark new guidelines for general education schools. Transformation of the education system of the state is defined by variable social and economic conditions in Latvia, Europe and the world. In that context, it is important to ensure the implementation of career guidance in schools. In various general education schools of Latvia, the implementation of career guidance is distinctly different. The availability of career guidance for students is insufficient, the guidance is not rendered systematically and purposefully, there are differences among city schools and village schools and it is also affected by the number of students in educational institutions and by the availability of various career specialists. The aim of the research is to examine the diversity of career guidance in various general secondary education institutions. The research explores, analyses and evaluates the data acquired from general secondary education schools of Latvia. The results of the research will provide the basis for elaboration of career guidance models, their experimental approbation and implementation in various Latvian schools. Research took place in the framework of European Social Fund 2014-2020 Operational Programme “Growth and Employment”

    Collective negotiations are regarded as actions or process, leading to signing the collective agreement between organizations of employees and employers, and also governmental institutions. Collective negotiations are significant because they contribute to the strengthening not only of a contractual method, but also to the flexibility of legal regulation of labour relationships, the coordination of employees’ and employers’ interests, the strengthening of social justice in the labour sphere. In this study, for the first time in the labour law science of Latvia, constitutive features of legal regulation of collective negotiations are selected, the subject, principles, parties, procedure and levels of conducting negotiations are characterised, international protection of collective negotiations is studied, the questions of the right to conduct collective negotiations and its dependence on the representation level of employees, correlation and mutual dependence of collective negotiations, on the one hand, and strikes, consultation, and information on the other hand
