    A study was conducted to analyze the reorientation of NASA programs in the post-Apollo period. The study is an external view of NASA by unbiased observers as an input to and aid in the decision making process concerning near and long term planning. The subjects discussed are: (1) the near-term NASA scenario; (2) organization of field centers; (3) planning activities; and (4) operational activities. A summary of the recommendations arising as a result of the study is presented

    The ability to use the Internet is an essential skill for nursing students, both to support their studies, especially as nursing students spend a lot of their time in placements away from the university campus, and to support their development of skills in using what is becoming an increasingly essential tool for professionals. A study at Bournemouth University, England, found that new student nurses had poor Internet skills and were not frequent users prior to starting the course. No link was found between the students’ ages and their Internet use or skills. A clear link was however found between ability and frequency of use, except in relationship to the students’ ability to conduct an effective search. Almost half of the respondents said that they find far too much irrelevant information when searching for information on the Internet. Given the importance of Information and Technology skills to nurses, both as lifelong learners and as competent practitioners and to nursing students throughout their pre-registration education, the inclusion of a programme to ensure that they develop these skills during their pre-registration education is essential

    Examining the Personal and Institutional Determinants of Research Productivity in Hospitality and Tourism Management

    The transition toward a post-capitalist knowledge-oriented economy has resulted in an increasingly competitive academic environment, where the success of faculty is dependent on their research productivity. This study examines the personal and institutional determinants of the quantity and quality of the research productivity of hospitality and tourism management faculty in US institutions. A survey of 98 faculty found that a different set of determinants impact the quantity and quality aspects of research productivity. Also, institutional determinants were found to play a larger role, indicating the need for administrators to strive for a culture that is supportive of and an infrastructure that is conducive to their faculty’s research success. The authors use the field of hospitality and tourism management as a case study to develop a holistic and cohesive framework for knowledge worker productivity that can guide the evaluation, hiring, and development of researchers

    Cauliflower mosaic virus is preferentially acquired from the phloem by its aphid vectors

    Cauliflower mosaic virus (CaMV) is transmitted in a non-circulative manner by aphids following the helper strategy. Helper proteins P2 and P3 act as a bridge between virions and the aphid cuticle. Electronic monitoring of aphid stylet activities (EPG technique), transmission tests and electron microscopy showed that CaMV is preferentially acquired from the phloem by its most common aphid vectors, Brevycorine brassicae and Myzus persicae. We also found that CaMV is semipersistently transmitted and that the rate of acquisition does not follow a typical bimodal curve. Instead, the virus could be acquired from non-phloem tissues at a low and fairly constant rate after one or more intracellular punctures within a few minutes, but the probability of acquisition rose significantly when aphids reached the phase of committed ingestion from the phloem. The acquisition rate of CaMV did not increase with increasing number of intracellular punctures, but the total duration of intracellular puncture was one of the variables selected by the stepwise logistic regression model used to fit the data that best explained acquisition of CaMV. Furthermore, aphids reaching the phloem faster had a higher probability of acquiring the virus. Our results support the hypothesis that multiple intracellular punctures of epidermal and mesophyll cells result in loading aphids with the CaMV-encoded aphid transmission factor (P2), and that aphids, in most cases, subsequently acquire CaMV particles during phloem sap ingestion. Consistently, immunoelectron microscopy showed that P3–virions are frequently found in the sieve element lumen, whereas P2 could not be detected.We are indebted to the Spanish Ministry of Science and Technology (Research Grant, no.     A Full Characterization of Quantum Advice

    We prove the following surprising result: given any quantum state rho on n qubits, there exists a local Hamiltonian H on poly(n) qubits (e.g., a sum of two-qubit interactions), such that any ground state of H can be used to simulate rho on all quantum circuits of fixed polynomial size. In terms of complexity classes, this implies that BQP/qpoly is contained in QMA/poly, which supersedes the previous result of Aaronson that BQP/qpoly is contained in PP/poly. Indeed, we can exactly characterize quantum advice, as equivalent in power to untrusted quantum advice combined with trusted classical advice. Proving our main result requires combining a large number of previous tools -- including a result of Alon et al. on learning of real-valued concept classes, a result of Aaronson on the learnability of quantum states, and a result of Aharonov and Regev on "QMA+ super-verifiers" -- and also creating some new ones. The main new tool is a so-called majority-certificates lemma, which is closely related to boosting in machine learning, and which seems likely to find independent applications. In its simplest version, this lemma says the following. Given any set S of Boolean functions on n variables, any function f in S can be expressed as the pointwise majority of m=O(n) functions f1,...,fm in S, such that each fi is the unique function in S compatible with O(log|S|) input/output constraints.Comment: We fixed two significant issues: 1. The definition of YQP machines needed to be changed to preserve our results. The revised definition is more natural and has the same intuitive interpretation. 2. We needed properties of Local Hamiltonian reductions going beyond those proved in previous works (whose results we'd misstated). We now prove the needed properties. See p. 6 for more on both point

    The economics of agrobiodiversity conservation for food security under climate change

    Subsistence-based and natural resource-dependent societies are especially vulnerable to climate change. In such contexts, food security needs to be strengthened by investing in the adaptability of food systems. This paper looks into the role of agrobiodiversity conservation for food security in the face of climate change. It identifies agrobiodiversity as a key public good that delivers necessary services for human wellbeing. We argue that the public values provided by agrobiodiversity conservation need to be demonstrated and captured. We offer an economic perspective of this challenge and highlight ways of capturing at least a subset of the public values of agrobiodiversity to help adapt to and reduce the vulnerability of subsistence based economies to climate change

    Where are we now? A large benchmark study of recent symbolic regression methods

    In this paper we provide a broad benchmarking of recent genetic programming approaches to symbolic regression in the context of state of the art machine learning approaches. We use a set of nearly 100 regression benchmark problems culled from open source repositories across the web. We conduct a rigorous benchmarking of four recent symbolic regression approaches as well as nine machine learning approaches from scikit-learn. The results suggest that symbolic regression performs strongly compared to state-of-the-art gradient boosting algorithms, although in terms of running times is among the slowest of the available methodologies. We discuss the results in detail and point to future research directions that may allow symbolic regression to gain wider adoption in the machine learning community.Comment: 8 pages, 4 figures.
