New York’s Raise the Age Law: Restoring the Juvenile Justice System Leaves Courts Legislating from the Bench
With New York’s enactment of the Raise the Age law, the State’s Legislature codified the omnipresent notion that juveniles processed in the criminal justice system should be treated differently than adults given that they are inherently less culpable for a multitude of reasons, both measurable and incalculable. Flaws emanating from the minutiae of the Raise the Age law have surfaced since it became effective on October 1, 2018, as criminal matters involving sixteen-year-old offenders have been adjudicated in courts following the newly introduced procedures for removal of cases involving these youth to Family Court, or the newly-created Youth Part. Simultaneously, adjudications of matters in which applicants have turned to the courts to seal their criminal convictions pursuant to the Raise the Age legislation have also revealed gaps between the law’s intent and its execution since implementation. Presiding judges have responded by bridging the gap between the legislation and its execution from the bench in accordance with the progressive, rehabilitative orientation of the Raise the Age law through developing case law. This Article will first provide background regarding New York’s juvenile justice system, which provides context for the introduction and recent enactment of the Raise the Age law, before explaining the complexities of the legislation itself. Further, it will comment on periods of New York’s extensive, dynamic history of juvenile justice which has reflected social mores through present day. Furthermore, this article will delve into several key provisions and consequent issues materializing in the courts under these provisions, which may endure into the second phase of implementation of the Law for seventeen-year-old offenders as of October 1, 2019. Finally, this article will suggest that the New York State Legislature should amend the Raise the Age legislation in order to better facilitate processing of sixteen- and seventeen-year-old offenders’ matters, and sealing applications, respectively, under the law’s new provisions. It is vital to the legislation’s permanency to precisely mirror the ubiquitous concept embodied in the spirit of the Raise the Age legislation and the movement that preceded it: that adolescents are simply different than adult offenders, and their status as such should be accorded deference by the courts of the State
Programa de exercício físico em contexto escolar: efeitos na flexibilidade, na força e no alinhamento postural
Este estudo investigou os efeitos de um programa de exercício físico em adolescentes do 12.º ano, em contexto escolar, na flexibilidade, na força e no alinhamento postural.
A amostra do estudo foi composta por 19 participantes de uma escola secundária, de ambos os sexos, distribuídos por um grupo experimental submetido ao programa de exercício (n=11) e por um grupo controlo (n=8), que não desfrutou de qualquer tipo de programa de intervenção. O programa de exercício teve a duração de 24 semanas, contemplando as pausas letivas, com uma frequência de 2 vezes por semana, 15 minuto por sessão no final das aulas de Educação Física. A avaliação da flexibilidade e da força foram realizadas através da bateria de testes do Fitnessgram, antes, ao fim de 15 e 24 semanas de intervenção. Foi, também, realizado a avaliação do alinhamento postural num plano frontal e sagital, antes e após o término da intervenção.
O programa de intervenção melhorou a Força e resistência da região superior do corpo, a Força e da flexibilidade do tronco e a Flexibilidade dos músculos posteriores da coxa e não se observaram diferenças no alinhamento postural do grupo experimental. No entanto, o grupo controlo piorou o seu alinhamento da Coluna cervical, no plano frontal.

Exercise program in schools: effects on flexibility, strength and posture alignment.
This study investigated the effects of an exercise program in adolescents in the school context on flexibility, strength, and postural alignment.
The study sample consisted of 19 participants from a high school, of both sexes, allocated to an experimental group, submitted to the exercise program (n = 11); and a control group (n = 8), which did not enrolled any type of intervention program. The exercise program lasted 24 weeks with the semester breaks, twice per week, 15-minutes per session at the end of the physical education classes. The assessment of flexibility and strength were measured by the test battery Fitnessgram before, after 15 and 24 weeks of intervention. Before and after the intervention, it was also carried out the postural assessment (frontal and sagittal plane).
The intervention program improved Strength and upper body strength, the Strength and flexibility of the trunk and the Flexibility of the hamstrings and there were no differences in postural alignment of the experimental group. However, the control group decreased the alignment of the Cervical spine in the frontal plane.
This study has contributed to a better understanding of the specificity of a flexibility, strength, and postural alignment exercise program, suggesting that Pilates method may have a beneficial role in maintaining postural alignment, in a school context, preventing physical inactivity in adolescents
Chemical characterization and bioactivities of sericin extracted from silkworm cocoons from two regions of Portuga
Along the years, sericin has been undervalued and discarded as waste from the textile silk
industry. However, recent studies have shown that sericin has great potential for
biomedical applications. The potential for medicinal applications depends on its
physicochemical properties and molecular heterogeneity. In addition, the characteristics
of sericin are influenced by its extraction method, its origin and the variety of cocoon.
This work aimed to characterize the biochemical and bioactivities of sericin from
Bragança and Castelo Branco. Sericin was extracted using the autoclave method, and its
physicochemical properties were then characterized by analyzing its amino acid content
by HPLC. In addition, its potential for antioxidant by TBARS and CAA assays, anti-
inflammatory by NO inhibition, antimicrobial by microdilution method, anti-proliferative
by SBR assay, and anticoagulant activities by APTT method was evaluated. In its pure
state, sericin did not have a high content of free amino acids, with tyrosine being identified
as the most abundant. On the other hand, when hydrolyzed sericin showed a higher
content of amino acids and serine was the most abundant. In terms of bioactivities, the
sericin tested did not show antioxidant or anti-inflammatory potential in the tests carried
out. Despite this, it showed anti-proliferative activity in contact with human tumor cell
lines and in non-tumor cell lines at a minimum concentration of 0.52 and 0.32 mg /mL,
respectively. As far as antimicrobial activity is concerned, sericin proved capable of
inhibiting the growth of the bacteria and fungi tested at concentrations between 5 and 10
mg/mL. Finally, sericin was also shown to be able to prolong the coagulation time in adult
mice plasma, presenting anticoagulant potential. The sericin from Bragança and Castelo
Branco, collected in 2019, did not differ greatly, differences in amino acid composition
were identified. In addition, the sericin collected in Bragança in 2021 and 2022, S3 and
S4, respectively, showed differences compared to the other samples and showed the best
antiproliferative, antibacterial and anticoagulant potential. Additionally, there are also
differences between extracted and commercial samples.Ao longo do tempo, a sericina foi desvalorizada e descartada como resíduo da indústria
têxtil da seda, no entanto, estudos recentes comprovam o grande potencial da sericina em
aplicações biomédicas. O potencial para aplicações medicinais depende das suas
propriedades físico-químicas e heterogeneidade molecular. Além disso, as características
da sericina são influenciadas pelo seu método de extração, a sua origem e a variedade do
casulo. Este trabalho teve como objetivo a caracterização bioquímica e bioactiva da
sericina com origem em Bragança e Castelo Branco. A sericina foi extraída através do
método da autoclave, e, posteriormente as propriedades físico-químicas foram
caracterizadas através da análise do teor de aminoácidos por HPLC. Além disso, foi
avaliado o seu potencial para as atividades antioxidante pelos ensaios TBARS e CAA,
anti-inflamatória pela inibição de NO, antimicrobiana pelo método da microdiluição, anti
proliferativa pelo método SRB, e, anticoagulante pelo método APTT. No seu estado puro,
a sericina não apresentou um grande teor de aminoácidos livres, tendo sido identificado
como mais abundante a tirosina. Por outro lado, quando hidrolisada, a sericina apresentou
um teor mais elevado, sendo a serina a mais abundante. Relativamente às bioatividades,
a sericina testada não apresentou potencial antioxidante nem anti-inflamatória nos ensaios
realizados. Apesar disso, apresentou atividade anti proliferativa em contacto com linhas
celulares tumorais humanas e em linhas celulares não tumorais a uma concentração
mínima de 0.52 e 0.32 mg /mL, respectivamente. Relativamente à atividade
antimicrobiana, a sericina mostrou ser capaz de inibir o crescimento das bactérias e
fungos testados para concentrações compreendidas entre 5 e 10 mg/ mL. A sericina
também mostrou ser capaz de prolongar o tempo de coagulação em plasma de ratos
adultos, apresentando potencial anticoagulante. Além disso, as sericinas de Bragança e
Castelo Branco, de 2019, não diferiram muito, contudo foram identificadas diferenças na
sua composição de aminoácidos. Por outro lado, a sericina recolhida em Bragança em
2021 e 2022, S3 e S4, respetivamente, apresentou diferenças em relação às outras
amostras e apresentou o melhor potencial antiproliferativo, antibacteriano e
anticoagulante. Adicionalmente, existem também diferenças entre as amostras extraídas
e as comerciais.

Estruturas 3D grafeno/matriz biológica estimuláveis mecanicamente para engenharia de tecido ósseo
Bone tissue engineering has gained a high relevance in the past few years
due to the potential to generate functional tissue. In bone tissue regeneration,
there are several options that can be adopted, being the autologous bone
replacement the preferential clinical procedure. However, the use of autologous
materials has a drawback that consists of the limited quantity available in the
body. As alternatives, significant efforts have been dedicated to developing
synthetic materials for the incorporation in the patients to restore the form and
function of the injured bone.
This work focus on the development of biomaterials for bone regeneration,
which must possess relevant specific biological characteristics to be incorporated
into the human body. They must mimic the function and structure of the bone
extracellular matrix (ECM), in order to provide a three-dimensional (3D)
environment capable of improving cellular adhesion, proliferation and
differentiation, as well as presenting adequate biophysical and biochemical
characteristics to induce and potentiate the bone tissue regeneration. Currently,
biomaterials obtained from natural sources are promising options for application
in tissue engineering due to their good biological performance.
In this work, it was reported for the first time the self-assembly of graphene
oxide (GO) nanosheets on the natural spongin skeleton by the layer-by layer
(LbL) method. These improved mechanical and biological properties of the MS
make it a very relevant candidate to explore as a template for the development
of new biomimetic scaffolds with appropriate structural and biochemical cues for
bone cells. Firstly, this work was dedicated to the MS purification regarding the
removal of some anatomic constituents or contaminants. The chemical
composition, structure and mechanical properties of MS were accessed, by
FTIR, SEM and mechanical compression tests. The preparation of the
bionanocomposites was performed by exploring the self-assembly of GO on the
surface of MS using different positive polyelectrolytes (PDDA and PEI). The
obtained results showed that the multilayer deposition PEI/GO gives rise to
highly efficient surface functionalization of MS. These hybrids materials showed
a high mechanical and thermal stability, which allows the preparation of two sets
of samples, with reduced(rGO) and non-reduced GO, for the development of
biological studies. The in vitro studies performed with osteoblasts under dynamic
conditions revealed that the bionanocomposites prepared with GO showed an
improved performance in terms of cell viability and mineralization. These results
can be mainly attributed to the fact that GO presents more oxygen functional
groups in its composition than the samples with rGO. These bionanocomposites
were able to promote cell adhesion and proliferation, and more importantly
guaranty their structural integrity of during the dynamic test.A engenharia de tecido ósseo ganhou grande relevância nos últimos anos
devido ao potencial de gerar tecido funcional. Na regeneração do tecido ósseo,
são várias as opções que podem ser adotadas, sendo a substituição óssea
autóloga o procedimento clínico preferencial. No entanto, a limitada quantidade
disponível de materiais autólogos no corpo, leva a que esta opção seja pouco
utilizada. Como alternativas, tem havido esforços significativos no
desenvolvimento de materiais sintéticos para incorporação nos pacientes, de
modo a restaurar a forma e função do osso lesado.
O foco deste trabalho foi o desenvolvimento de biomateriais para regeneração
óssea, os quais devem possuir características biológicas específicas relevantes
para que sejam incorporados no corpo humano. Estes devem mimetizar a
estrutura e função da matriz extracelular (ECM) do osso, a fim de fornecer um
ambiente tridimensional (3D) capaz de melhorar a adesão, proliferação e
diferenciação celular, assim como possuir características biofísicas e
bioquímicas adequadas para induzir e potencializar a regeneração do tecido
ósseo. Atualmente, os biomateriais obtidos de fontes naturais são opções
promissoras para aplicação em engenharia de tecidos devido ao seu bom
desempenho biológico.
Neste trabalho foi realizado pela primeira vez o self-assembly de óxido de
grafeno (GO) numa matriz de espongina natural (MS) pelo método camada a
camada (do inglês layer-by-layer (LbL)). As propriedades mecânicas e
biológicas resultantes da modificação da MS tornam-na uma candidata muito
relevante para explorar como um modelo no desenvolvimento de novos suportes
biomiméticos com características estruturais e bioquímicas adequadas para
células ósseas. Inicialmente, este trabalho foi dedicado à purificação da MS no
que diz respeito à remoção de alguns constituintes anatómicos ou
contaminantes. A composição química, estrutura e propriedades mecânicas da
MS foram avaliadas por meio de testes de FTIR, SEM e compressão mecânica.
A preparação dos bionanocompósitos foi realizada analisando o self-assembly
do GO na superfície da MS utilizando diferentes polieletrólitos positivos (PDDA
e PEI). Os resultados obtidos mostraram que a deposição de multicamadas GO
/ PEI dá origem a uma funcionalização superficial altamente eficiente da MS.
Estes materiais híbridos apresentaram elevada estabilidade mecânica e térmica,
o que permite a preparação de dois conjuntos de amostras com GO reduzido
(rGO) e não reduzido, para o desenvolvimento de estudos biológicos. Os
estudos in vitro realizados com osteoblastos em condições dinâmicas revelaram
que os bionanocompósitos preparados com GO apresentaram melhor
desempenho em termos de viabilidade e mineralização celular. Esses
resultados podem ser atribuídos principalmente ao fato de o GO apresentar mais
grupos funcionais contendo oxigénio na sua composição do que o rGO. Estes
bionanocompósitos foram capazes de promover a adesão e proliferação celular
e, mais importante, garantir a sua integridade estrutural durante o teste

The efficacy of combined adjuvant radiotherapy with surgical excision in the treatment of keloids
Introdução: O queloide é um distúrbio dermatológico benigno que ocorre devido à ativação persistente e excessiva dos fibroblastos, ativação esta que potencia uma acumulação anormal do colagénio na região cicatricial. Devido à sua elevada taxa de recorrência, atualmente são adotados tratamentos combinados. Este estudo tem como objetivo avaliar a eficácia da radioterapia adjuvante no tratamento de queloides após a sua remoção cirúrgica.
Métodos: Foi realizado um estudo retrospetivo em pacientes submetidos a excisão cirúrgica do queloide e radioterapia adjuvante, entre Maio de 2016 e Março de 2020.
A informação foi recolhida dos registos clínicos de Cirurgia Plástica e Radioterapia do Hospital São João, Porto, Portugal. The patient and observer scar assessment scale (POSAS) foi efetuada em todos os 13 pacientes. O tratamento utilizado foi remoção cirúrgica da cicatriz associado a uma sessão de radioterapia com 9Gy durantes as primeiras 24 horas após a cirurgia mais uma sessão de 9Gy após 7 dias.
Resultados: Foram avaliados ao todo 13 pacientes, 16 queloides, durante um período de seguimento médio de 13,5 meses IC95% (5,84; 21,16). Não foram observadas complicações major do tratamento efetuado. Segundo o POSAS, a taxa global de satisfação foi muito favorável (média de 2,29 numa escala de 1 a 10). Apenas uma recorrência foi observada (6,25%).
Conclusão: A cicatriz queloide é difícil de tratar devido à sua alta taxa de recorrência. Não existe um consenso atual sobre qual o melhor tratamento a realizar. Este estudo mostra que a excisão cirúrgica associada à radioterapia adjuvante pode ser uma excelente opção sobretudo para os queloides refratários. O resultado estético global foi muito satisfatório e a taxa de recorrência foi baixa.Purpose: Keloid scar is a benign dermal condition that occurs due to excessive activation of fibroblast, which leads to an abnormal accumulation of collagen. As a result of its high recurrence rate it is performed nowadays combined treatments. This study aims to evaluate, in real-life patients, the efficacy of adjuvant radiotherapy when used associated with surgical excision.
Methods: We conducted a retrospective study on patients with keloid scars who underwent surgical excision and adjuvant radiotherapy, between May 2016 and March 2020. The data was collected from the radiology and plastic surgery medical charts. The patient and observer scar assessment scale (POSAS) was performed in all 13 patients.
The treatment used was surgical removal of the scar associated with 9 Gy radiotherapy dose within the first 24 hours after the surgery, plus another session after 7 days.
Results: 13 patients and 16 keloid scars were evaluated during a mean follow-up period of 13,5 months 95%CI (5,84; 21,16). There was no major adverse event from the treatment used. According to POSAS, the overall satisfaction rate was significantly good (mean of 2,29 on a scale from 1 to 10). Only one recurrence was observed (6,25%).
Conclusion: Keloid scars are difficult to treat due to their high recurrence rate. There is no consent about which treatment is the best. This study showed that surgical excision combined with adjuvant radiotherapy is an excellent option, even for refractory keloids. The aesthetical result was satisfactory, and the recurrence rate was low
Avaliação da eficiência de inovação: evidência para as regiões (NUT-II) da União Europeia
At a time when Innovation is seen as one of the main drivers of regional economic growth, this study aims to assess the efficiency of innovation of 104 regions (NUT-II) of the European Union from 2006 to 2012. In this way, the study creates a ranking of the most efficient regions based on innovation indicators and seeks to understand what factors are at the origin of these ranking results. On the other hand, the global financial crisis of 2008 has also shaken all prospects of sustained growth for Europe, so the impact of the crisis on Innovation and efficiency of the regions is taken into account. For this purpose, the DEA methodology was used in a first phase to determine the levels of efficiency found and scoring of the regions, and in a second approach the use of the PCSE and GMM methodologies to analyse the factors that influence the efficiency of the innovation measured by the proposed indicator. The results show large disparities between regions, namely due to the crisis, with the most efficient regions being Romania, Belgium and Bulgaria. The results also point to human resources as being the most significant factor for the positive evolution of Innovation Efficiency.Numa altura em que a Inovação é vista como um dos motores principais para o crescimento económico regional, este trabalho visa avaliar a eficiência da inovação de 104 regiões (NUT-II) da União Europeia de 2006 a 2012. Desta forma, o estudo cria um ranking das regiões mais eficientes baseado em indicadores de inovação e procura perceber quais os fatores que estão na origem desses resultados do ranking. Por outro lado, também a crise financeira global de 2008 veio abalar todas as perspetivas de crescimento sustentado para a Europa pelo que o impacto da mesma na Inovação e eficiência das regiões é tido em conta. Para isso foi utilizada a metodologia DEA, numa primeira fase para determinar os níveis de eficiência encontrados e scoring das regiões, e numa segunda abordagem a utilização das metodologias PCSE e GMM, para analisar os fatores que influenciam a eficiência da inovação medida pelo indicador proposto. Os resultados obtidos revelam grandes disparidades entre regiões, nomeadamente devido à crise, sendo que as regiões mais eficientes pertencem à Roménia, Bélgica e Bulgária. Spin state sum models in two dimensions
We propose a new type of state sum model for two-dimensional surfaces that
takes into account topology and spin. The definition used - new to the
literature - provides a rich class of extended models called spin models. Both
examples and general properties are studied. Most prominently, we find this
type of model can depend on a surface spin structure through parity alone and
we explore explicit cases that feature this behaviour. Further directions for
the two dimensional world are analysed: we introduce a source of new
information - defects - and show how they can enlarge the class of spin models

Coup-TFII expression defines two different septum transversum cell compartments crucial to cardiac septation and compact ventricular wall growth
COUP-TFII encodes for an orphan nuclear receptor expressed by multiple embryonic tissues. COUP-TFII functions include the regulation of mesodermal progenitor differentiation and cell fate specification, and is required for completion of cardiovascular development as shown by the early death (E9.5) of COUP-TFII-null mice. In this study, we show that COUP-TFII, which is strongly expressed in the atrial myocardium, is also expressed in two different compartments of the septum transversum (ST, E9.5), a mesodermal folding adjacent to cardiac inflow myocardium. The first ST compartment is COUP-TFII+/Isl1+; cells in this compartment concentrate in the posterior part of the ST, overlap with SHF, and are continuous with the dorsal mesenchymal protrusion (DMP, also known as spina vestibuli). The second compartment is characteristically COUP-TFII+/Isl1-, and comprises the majority of proepicardial cells. To dissect the role of COUP-TFII+ ST cells in cardiac development, we conditionally deleted COUP-TFII in the ST using two different Cre constructs (Wt1Cre; G2-Gata4Cre). We show that COUP-TFII deletion in the ST is most severe in G2-Gata4Cre;COUP-TFII-/- mice, containing various cardiovascular progenitor lineages. Mutant mice display atrial septation and atrioventricular septal defects as well as a severe disruption of compact ventricular myocardial growth and coronary vascularization. We conclude that COUP-TFII plays critical, pleiotropic, tissue-dependent roles during cardiac septation, growth and vascularization.Universidad de Málaga.
