Child Care and Work Challenges for Maine’s Parents of Children with Special Needs
Research by the authors with parents, child care providers, and other service providers found that parents of children with special needs face particular challenges trying to maintain stable employment while balancing work and family. These parents have more difficulty finding and keeping child care for children with special needs, and there is a lack of coordination of therapy with child care programs. Since the study was completed, Maine has taken several steps to begin to address these issue
English Language Learners in the State of Maine: Early Education Policy That Can Make a Difference
The authors discuss the increasing number of Maine children who are English language learners (ELL) or who are limited-English proficient (LEP), noting that insufficient attention has been paid to the preschool education of this group. The authors describe lessons learned from an Early Reading First Program in Portland, which enhanced the school-readiness of preschool ELL children
The First Naked-eye Superflare Detected from Proxima Centauri
Proxima b is a terrestrial-mass planet in the habitable zone of Proxima Centauri. Proxima Centauri's high stellar activity, however, casts doubt on the habitability of Proxima b: sufficiently bright and frequent flares and any associated proton events may destroy the planet's ozone layer, allowing lethal levels of UV flux to reach its surface. In 2016 March, the Evryscope observed the first naked-eye-brightness superflare detected from Proxima Centauri. Proxima increased in optical flux by a factor of ∼68 during the superflare and released a bolometric energy of 1033.5 erg, ∼10× larger than any previously detected flare from Proxima. Over the last two years the Evryscope has recorded 23 other large Proxima flares ranging in bolometric energy from 1030.6 to 1032.4 erg; coupling those rates with the single superflare detection, we predict that at least five superflares occur each year. Simultaneous high-resolution High Accuracy Radial velocity Planet Searcher (HARPS) spectroscopy during the Evryscope superflare constrains the superflare's UV spectrum and any associated coronal mass ejections. We use these results and the Evryscope flare rates to model the photochemical effects of NOx atmospheric species generated by particle events from this extreme stellar activity, and show that the repeated flaring may be sufficient to reduce the ozone of an Earth-like atmosphere by 90% within five years; complete depletion may occur within several hundred kyr. The UV light produced by the Evryscope superflare would therefore have reached the surface with ∼100× the intensity required to kill simple UV-hardy microorganisms, suggesting that life would have to undergo extreme adaptations to survive in the surface areas of Proxima b exposed to these flares
A New Class of Changing-Look LINERs
We report the discovery of six active galactic nuclei (AGN) caught "turning
on" during the first nine months of the Zwicky Transient Facility (ZTF) survey.
The host galaxies were classified as LINERs by weak narrow forbidden line
emission in their archival SDSS spectra, and detected by ZTF as nuclear
transients. In five of the cases, we found via follow-up spectroscopy that they
had transformed into broad-line AGN, reminiscent of the changing-look LINER
iPTF 16bco. In one case, ZTF18aajupnt/AT2018dyk, follow-up HST UV and
ground-based optical spectra revealed the transformation into a narrow-line
Seyfert 1 (NLS1) with strong [Fe VII, X, XIV] and He II 4686 coronal lines.
Swift monitoring observations of this source reveal bright UV emission that
tracks the optical flare, accompanied by a luminous soft X-ray flare that peaks
~60 days later. Spitzer follow-up observations also detect a luminous
mid-infrared flare implying a large covering fraction of dust. Archival light
curves of the entire sample from CRTS, ATLAS, and ASAS-SN constrain the onset
of the optical nuclear flaring from a prolonged quiescent state. Here we
present the systematic selection and follow-up of this new class of
changing-look LINERs, compare their properties to previously reported
changing-look Seyfert galaxies, and conclude that they are a unique class of
transients well-suited to test the uncertain physical processes associated with

External Bone Size Is a Key Determinant of Strength‐Decline Trajectories of Aging Male Radii
Given prior work showing associations between remodeling and external bone size, we tested the hypothesis that wide bones would show a greater negative correlation between whole‐bone strength and age compared with narrow bones. Cadaveric male radii (n = 37 pairs, 18 to 89 years old) were evaluated biomechanically, and samples were sorted into narrow and wide subgroups using height‐adjusted robustness (total area/bone length). Strength was 54% greater (p < 0.0001) in wide compared with narrow radii for young adults (<40 years old). However, the greater strength of young‐adult wide radii was not observed for older wide radii, as the wide (R2 = 0.565, p = 0.001), but not narrow (R2 = 0.0004, p = 0.944) subgroup showed a significant negative correlation between strength and age. Significant positive correlations between age and robustness (R2 = 0.269, p = 0.048), cortical area (Ct.Ar; R2 = 0.356, p = 0.019), and the mineral/matrix ratio (MMR; R2 = 0.293, p = 0.037) were observed for narrow, but not wide radii (robustness: R2 = 0.015, p = 0.217; Ct.Ar: R2 = 0.095, p = 0.245; MMR: R2 = 0.086, p = 0.271). Porosity increased with age for the narrow (R2 = 0.556, p = 0.001) and wide (R2 = 0.321, p = 0.022) subgroups. The wide subgroup (p < 0.0001) showed a significantly greater elevation of a new measure called the Cortical Pore Score, which quantifies the cumulative effect of pore size and location, indicating that porosity had a more deleterious effect on strength for wide compared with narrow radii. Thus, the divergent strength–age regressions implied that narrow radii maintained a low strength with aging by increasing external size and mineral content to mechanically offset increases in porosity. In contrast, the significant negative strength–age correlation for wide radii implied that the deleterious effect of greater porosity further from the centroid was not offset by changes in outer bone size or mineral content. Thus, the low strength of elderly male radii arose through different biomechanical mechanisms. Transgenerational programming of maternal behaviour by prenatal stress

offspring and possibly subsequent generations. Here we have characterized transgenerational changes in rat
maternal behaviour as a function of gestational and prenatal stress. Pregnant dams of the parental generation
were exposed to stress from days 12-18 (F0-S). Their daughters and grand-daughters were either stressed (F1-SS,
F2-SSS) or non-stressed (F1-SN, F2-SNN). Maternal antepartum behaviours were analyzed at a time when pregnant
dams usually show a high frequency of tail chasing behaviours. F1-SS, F2-SNN and F2-SSS groups showed a
significant reduction in tail chasing behaviours when compared with controls. The effects of multigenerational
stress (SSS) slightly exceeded those of transgenerational stress (SNN) and resulted in absence of tail chasing
behaviour. These findings suggest that antepartum maternal behaviour in rats is programmed by transgenerational
inheritance of stress responses. Thus, altered antepartum maternal behaviour may serve as an indicator of an
activated stress response during gestation.Ye
How Low Can You Go?: Widespread Challenges in Measuring Low Stream Discharge and a Path Forward
Low flows pose unique challenges for accurately quantifying streamflow. Current field methods are not optimized to measure these conditions, which in turn, limits research and management. In this essay, we argue that the lack of methods for measuring low streamflow is a fundamental challenge that must be addressed to ensure sustainable water management now and into the future, particularly as climate change shifts more streams to increasingly frequent low flows. We demonstrate the pervasive challenge of measuring low flows, present a decision support tool (DST) for navigating best practices in measuring low flows, and highlight important method developmental needs
Observations of Arp 220 using Herschel-SPIRE: An Unprecedented View of the Molecular Gas in an Extreme Star Formation Environment
We present Herschel SPIRE-FTS observations of Arp~220, a nearby ULIRG. The
FTS continuously covers 190 -- 670 microns, providing a good measurement of the
continuum and detection of several molecular and atomic species. We detect
luminous CO (J = 4-3 to 13-12) and water ladders with comparable total
luminosity; very high-J HCN absorption; OH+, H2O+, and HF in absorption; and CI
and NII. Modeling of the continuum yields warm dust, with T = 66 K, and an
unusually large optical depth of ~5 at 100 microns. Non-LTE modeling of the CO
shows two temperature components: cold molecular gas at T ~ 50 K and warm
molecular gas at T ~1350 K. The mass of the warm gas is 10% of the cold gas,
but dominates the luminosity of the CO ladder. The temperature of the warm gas
is in excellent agreement with H2 rotational lines. At 1350 K, H2 dominates the
cooling (~20 L_sun/M_sun) in the ISM compared to CO (~0.4 L_sun/M_sun). We
found that only a non-ionizing source such as the mechanical energy from
supernovae and stellar winds can excite the warm gas and satisfy the energy
budget of ~20 L_sun/M_sun. We detect a massive molecular outflow in Arp 220
from the analysis of strong P-Cygni line profiles observed in OH+, H2O+, and
H2O. The outflow has a mass > 10^{7} M_sun and is bound to the nuclei with
velocity < 250 km/s. The large column densities observed for these molecular
ions strongly favor the existence of an X-ray luminous AGN (10^{44} ergs/s) in

Developing Telemental Health Partnerships Between State Medical Schools and Federally Qualified Health Centers: Navigating the Regulatory Landscape and Policy Recommendations
BackgroundFederally Qualified Health Centers (FQHCs) deliver care to 26 million Americans living in underserved areas, but few offer telemental health (TMH) services. The social missions of FQHCs and publicly funded state medical schools create a compelling argument for the development of TMH partnerships. In this paper, we share our experience and recommendations from launching TMH partnerships between 12 rural FQHCs and 3 state medical schools.ExperienceThere was consensus that medical school TMH providers should practice as part of the FQHC team to promote integration, enhance quality and safety, and ensure financial sustainability. For TMH providers to practice and bill as FQHC providers, the following issues must be addressed: (1) credentialing and privileging the TMH providers at the FQHC, (2) expanding FQHC Scope of Project to include telepsychiatry, (3) remote access to medical records, (4) insurance credentialing/paneling, billing, and supplemental payments, (5) contracting with the medical school, and (6) indemnity coverage for TMH.RecommendationsWe make recommendations to both state medical schools and FQHCs about how to overcome existing barriers to TMH partnerships. We also make recommendations about changes to policy that would mitigate the impact of these barriers. Specifically, we make recommendations to the Centers for Medicare and Medicaid about insurance credentialing, facility fees, eligibility of TMH encounters for supplemental payments, and Medicare eligibility rules for TMH billing by FQHCs.
