    BBC charter review: public consultation

    The constitutional basis of the BBC is the Royal Charter, which is due to expire at the end of 2016. This consultation paper therefore seeks to engage the UK in a dialogue about the future of the BBC. The BBC is one of the great institutions of Britain, but to continue to thrive it must continue to evolve. The Charter Review will explore four areas of possible change: Mission, Purpose and Values – what the BBC is for, examining the overall rationale for the BBC and the case for reform of its public purposes; Scale and scope – what the BBC therefore should do, examining the services it should deliver and the audiences it should be seeking to serve; Funding – how the BBC should be paid for, examining not just future potential funding models but related issues such as how best to enforce payment; and Governance – how the BBC should be overseen, examining options for reform of the current Trust model alongside other governance issues. The BBC has changed considerably over the nearly 100 years since it was established. So too has the world in which it operates. In the decade since the current Charter was  introduced we have arguably seen more change in the media sector than in any previous decade – with an explosion in choice for audiences both in terms of the ways of accessing content and the variety of providers. As these changes have occurred, some of the original arguments for the BBC have become less relevant. But the rationale for a publicly-funded BBC that “informs, educates and entertains” as part of a wider public service broadcasting ecology remains strong even in the current media age. The Government is therefore committed both to the future of the BBC and to its underlying Reithian mission. This changed and changing media landscape does, however, raise some questions about how best to define the unique role of the BBC. One question that is particularly important is how we can best understand the idea of ‘universality’. As more and more options become available for how audiences watch, read and listen to content, the question of the extent to which the BBC should focus on providing programmes and services for all audiences, and on an equal basis, across every platform, or whether it should instead focus more on particular or underserved audiences with its output, becomes relevant. A second question relates to whether the BBC should instead have a more targeted or prioritised set of purposes to reflect its increasingly varied and competitive environment

    Modernisation and governance in UK national governing bodies of sport: how modernisation influences the way board members perceive and enact their roles

    Modernisation has been a key objective of many national governments for at least the last two decades. A significant element of the modernisation agenda has been the focus on improving the governance of public sector and, more recently, voluntary sector organisations. In the UK voluntary sport sector, this has involved policy statements, governance monitoring systems linked to public funding and a number of ‘good governance’ guides, aimed primarily at the boards of national governing bodies of sport (NGBs). Previous research has critically analysed modernisation and explored its effects, most often at a macro level. Very little research, to date, however, has looked at the influence of modernisation on the boards of NGBs. This article seeks to do just that, drawing on the first national survey of board-level governance in the UK and an in-depth, longitudinal case study of one UK-based NGB. It empirically examines which board roles NGBs consider most important and statistically compares large and small NGBs. It then draws on direct observation of board and committee meetings, in-depth interviews and analysis of key organisational documents to examine how modernisation influences the way board members perceive and enact their roles. In so doing, this article draws together the political science research on modernisation and the sport governance research on board roles and seeks to promote closer integration between these complementary streams of research

    The digital divide: Patterns, policy and scenarios for connecting the ‘final few’ in rural communities across Great Britain

    The Internet can bestow significant benefits upon those who use it. The prima facie case for an urban-rural digital divide is widely acknowledged, but detailed accounts of the spatial patterns of digital communications infrastructure are rarely reported. In this paper we present original analysis of data published by the UK telecommunications regulator, Ofcom, and identify and reflect on the entrenched nature of the urban-rural digital divide in Great Britain. Drawing upon illustrative case vignettes we demonstrate the implications of digital exclusion for personal and business lives in rural, and in particular remote rural, areas. The ability of the current UK policy context to effectively address the urban-rural digital divide is reviewed and scenarios for improving digital connectivity amongst the ‘final few’, including community-led broadband, satellite broadband and mobile broadband, are considered. A call is made for digital future proofing in telecommunications policy, without which the already faster urban areas will get ‘faster, fastest’ leaving rural areas behind and an increasingly entrenched urban-rural divide

    A review of the rural-digital policy agenda from a community resilience perspective

    © 2016 The Authors This paper utilises a community resilience framework to critically examine the digital-rural policy agenda. Rural areas are sometimes seen as passive and static, set in contrast to the mobility of urban, technological and globalisation processes (Bell et al., 2010). In response to notions of rural decline (McManus et al., 2012) rural resilience literature posits rural communities as ‘active,’ and ‘proactive’ about their future (Skerratt, 2013), developing processes for building capacity and resources. We bring together rural development and digital policy-related literature, using resilience motifs developed from recent academic literature, including community resilience, digital divides, digital inclusion, and rural information and communication technologies (ICTs). Whilst community broadband initiatives have been linked to resilience (Plunkett-Carnegie, 2012; Heesen et al., 2013) digital inclusion, and engagement with new digital technologies more broadly, have not. We explore this through three resilience motifs: resilience as multi-scalar; as entailing normative assumptions; and as integrated and place-sensitive. We point to normative claims about the capacity of digital technology to aid rural development, to offer solutions to rural service provision and the challenges of implementing localism.     The predicament of primary physical education: a consequence of 'insufficient' ITT and 'ineffective' CPD?

    Background: Research on primary physical education (PE) in England and other countries has shown that it is an aspect of the curriculum that has suffered from sparse initial teacher training (ITT). As a consequence of ‘insufficient’ time spent on PE in ITT (PE-ITT), primary teachers often have low levels of confidence and competence with respect to teaching the subject. Evidence also points to inadequacies in traditional forms of professional development in PE (PE-CPD), leading to calls for more effective ways of developing teachers' competence to deliver high quality PE. Purpose: To explore primary school teachers' experiences of PE during ITT and the PE context in their schools prior to them engaging in a national PE-CPD programme, and their perceptions of the immediate and longer-term effects of this programme. Setting and participants: Primary school teachers in five local education authorities in England. Research design and data collection: A combination of quantitative and qualitative methodological approaches were adopted, including: pre-course audits, course evaluations, focus groups and semi-structured interviews. The pre-course audits captured information about the teachers' experiences of PE-ITT and the PE context in their schools prior to them engaging in the CPD. The course evaluations focused on initial impressions of the PE-CPD, and the focus groups and interviews captured the teachers' perceptions of its longer-term effects. Findings: For up to half of the teachers, their PE-ITT was ‘insufficient’ in terms of the time dedicated to it and the breadth of coverage of the subject. The PE-CPD programme, which was designed in the light of ‘insufficient’ PE-ITT, demonstrated features of ‘effective’ CPD in that it was considered relevant to classroom practice and partially addressed some of their many needs (especially in relation to content ideas and inclusive practice). However, its effectiveness was undoubtedly limited due to: its short time span and minimal engagement with teachers; a heavy reliance on resources; and the absence of follow-up support. In addition, it did not adequately address known areas of development for primary PE (such as medium to long-term planning and assessment) and was challenged in meeting the diverse needs of primary teachers of 5–11 year olds. Furthermore, inadequate PE time and reduced opportunities to teach PE in some schools limited implementation of learning from the PE-CPD. Conclusions: The findings of this study confirmed that PE-ITT continues to be ‘insufficient’ for many primary teachers and that the PE-CPD in question, whilst partially ‘effective’, was not, and could never have been, the panacea for the inherent issues within and predicament of primary PE. In effect, this PE-CPD programme with its limited duration and engagement with teachers, a heavy reliance on resources, and no planned follow-up support was not sufficiently different to forms of CPD described in the literature as ‘ineffective’; consequently, it could not hope to compensate for long-term systemic weaknesses such as inadequate primary PE-ITT. These weaknesses need to be addressed through a dual approach of ‘sufficient’ PE-ITT followed by ‘effective’ PE-CPD which engages teachers and their colleagues in long-term collaborative endeavours that support transformative practice

    Sports coaches as ‘dangerous individuals’ - practice as governmentality

    This is an Accepted Manuscript of an article published by Taylor & Francis in Sport, Education and Society on 31/03/2014, available online: doi: 10.1080/13573322.2014.899492Recent concern surrounding sports coaches’ interaction with young people has reflected a fundamental change in the way coaches and others regard the role of sports. In this paper, we consider the identification and definition of the contemporary sports coach (whether acting in a professional or volunteer capacity) as, in Foucault’s term, a ‘dangerous individual’. We suggest that the mainstream discourse of child protection and safeguarding, variously interpreted and applied, has contributed to a culture of fear in sports coaching practice. Drawing on data from a recently completed Economic and Social Research Council-funded research project, we argue that contradictions in policy and practice, which serve to privilege a particular discourse, have cast the coach as both predator and protector of young sports performers. This has undermined the role of the coach, led to intergenerational fear, created doubt about coaches’ intentions and promoted their adoption of defensive and protective practices. Utilising the concept of governmentality, we argue that, as a consequence, fundamental trust-based relationships, necessary in healthy athlete−coach engagement, have been displaced by a discourse embodied in sterile delivery and procedure governed by regulation and suspicion

    Discourse, justification and critique: towards a legitimate digital copyright regime?

    Digitization and the internet have posed an acute economic challenge to rights holders in the cultural industries. Faced with a threat to their form of capital accumulation from copyright infringement, rights holders have used discourse strategically in order to try and legitimate and strengthen their position in the digital copyright debate with governments and media users. In so doing, they have appealed to general justificatory principles – about what is good, right, and just – that provide some scope for opposition and critique, as other groups contest their interpretation of these principles and the evidence used to support them. In this article, we address the relative lack of academic attention paid to the role of discourse in copyright debates by analysing user-directed marketing campaigns and submissions to UK government policy consultations. We show how legitimacy claims are justified and critiqued, and conclude that amid these debates rests some hope of achieving a more legitimate policy resolution to the copyright wars – or at least the possibility of beginning a more constructive dialogue

    Uncertainty, Shame and Consumption: Negotiating Occupational and Non-Work Identities in Community Sports Coaching

    This paper addressed the lived experiences of two community sports coaches in an era of neoliberal capitalism, consumerism, and insecure employment. Specifically, we considered a) their attempts to develop a desired occupational identity in a casualised and audit-driven industry and b) their experiences of the tensions that existed between the conditions of their employment and their ability to effectively enact other (important) identities outside of the workplace. Data were generated via 45 hours of participant observation and 42 hours of in-depth interviews. The fieldnotes and interview transcripts were iteratively analysed. Symbolic interactionist and postmodern theorisations of identity, work, and consumption were integrated to interpret the participants’ experiences. Our analysis highlighted how the participants’ identity management was influenced by the expectations of work and non-work social audiences and the motivational weight of their future aspirations. It also illustrated how the participants’ readings of their employment conditions, dominant societal discourses regarding consumption, and subcultural expectations of success and failure informed their respective decision to leave this form of work. Based on these findings, we believe this study makes a substantive contribution to the evolving literature base addressing the identity management of sports workers, as well as our micro-level understandings of the impacts and consequences of neoliberal capitalism in sport

    A qualitative investigation of the role of sport coaches in designing and delivering a complex community sport intervention for increasing physical activity and improving health

    © The Author(s). Background Community sport can potentially help to increase levels of physical activity and improve public health. Sport coaches have a role to play in designing and implementing community sport for health. To equip the community sport workforce with the knowledge and skills to design and deliver sport and empower inactive participants to take part, this study delivered a bespoke training package on public health and recruiting inactive people to community sport for sport coaches. We examined the views of sport coach participants about the training and their role in designing and delivering a complex community sport intervention for increasing physical activity and improving health. Methods Semi-structured interviews were conducted with paid full-time sport coaches (n = 15) and community sport managers and commissioners (n = 15) with expertise in sport coaching. Interviews were conducted by a skilled interviewer with in-depth understanding of community sport and sport coach training, transcribed verbatim and analysed using thematic analysis. Results Three key themes were identified showing how the role of sport coaches can be maximised in designing and delivering community sport for physical activity and health outcomes, and in empowering participants to take part. The themes were: (1) training sport coaches in understanding public health, (2) public involvement in community sport for health, and (3) building collaborations between community sport and public health sectors. Conclusion Training for sport coaches is required to develop understandings of public health and skills in targeting, recruiting and retaining inactive people to community sport. Public involvement in designing community sport is significant in empowering inactive people to take part. Ongoing knowledge exchange activities between the community sport and public health sector are also required in ensuring community sport can increase physical activity and improve public health.Sport England’s Get Healthy Get Active Award UR
