    Restructuring Strategy of State Owned Municipal Solid Waste Company at PD. Kebersihan Bandung Indonesia 2012

    PD. Kebersihan is Bandung Government owned company that responsible for managing municipal solid waste in Bandung. The purposes of PD.Kebersihan as a state owned company is expected to do municipal solid waste management service and can support the local government revenue. The identification analysis has found that the problems in PD.Kebersihan are from financial, operational, and organizational activity. This identification has also shown that the company is not surviving recently, but the material support and non-material support such as guarantee and financial subsidized that given by the local government has save this company. The company’s problems can be solved by using the turnaround strategy, which mean that the restructuring would be imposed through the operational, organizational, and financial changes by using several methods such as management review, activity based costing, and TOWS matrix. The restructuring process will take one-year program. The process are consists of changes in retribution tariff and billing system, cutting ineffective employees, rescheduling in international loan debt, adding new technology, adding new sources of income, changing the subsidized income to become the public service income, creating the business process and business model mapping and creating the value proposition to enhance employees performance, motivation, and discipline. Cost of restructuring will take Rp. 43,355,200,000, - and will be projected in three scenarios such as worse scenario, most likely scenario, and optimistic scenario. The returned value is calculated based on several methods such as NPV, IRR, and MIRR. This methods are planning to have a value return in projection at sequences (Rp. 20,866,154,012 - Rp. 112,689,078,895), (24% - 91%) and (23% - 71%). The payback period will be planned at 1.6-2.7 years. The restructuring results will also be planned to raise revenue for 17% CAGR, lowering operational cost for 2% CAGR and raising employee’s prosperity for 32% in 5 years projection. The value of risk in restructuring program is calculated by comparing the sum of money that government should to pay in case of subsidized or public service payment in 5 years (2012-2016). The risk has been analyzed in case the program is not running well. The cost of risk for this program is 9.89% of the 5 years government subsidized projection. If the restructuring program applied and become success then the government of Bandung will gain benefit for reducing the public service payment for 44.3% of the 5 years government subsidized projection. Company valuation is based on the 5 years projection (2012-2016). The future value in 2016 is predicted to be Rp.438,497,803,914, and the present value in 2012 is predicted to be Rp.244,252,233,875.     ABSTRAKPermasalahan dalam penelitian ini tentang bagaimana retorika politik lokal mempengaruhi pemilih dalam pemilihan anggota legislatif tahun 2019 di kecamatan Medan Petisah. Penelitian ini bertujuan untuk mengetahui retorika politik lokal dalam mempengaruhi pemilih dalam pemilihan anggota legislatif tahun 2019 di Kecamatan Medan Petisah. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Penentuan informan dengan menggunakan teknik purposive yaitu, teknik pengambilan data di mana informan dapat memberikan informasi yang dibutuhkan peneliti. Pengumpulan data dengan cara metode wawancara, observasi, dokumentasi, hasil dari penelitian ini menyatakan bahwa masyarakat merasa bahwa calon anggota legislatif tahun 2019 telah maksimal menggunakan retorika untuk mempengaruhi masyarakat pada pemilihan legislatif tahun 2019 di Kecamatan Medan Petisah. Berdasarkan pendapat masyarakat pemilih sudah mulai memahami dan tidak butuh janji – janji atau harapan yang disampaikan oleh calon anggota legislatif melainkan menginginkan agar legislatif terpilih melaksanakan tugas sesuai yang mereka janjikan. Berdasarkan teknik analisis data dengan reduksi data dan penyajian data dan penarikan kesimpulan cukup memberikan gambaran bahwa dari hasil penelitian ini menunjukan retorika politik lokal di kecamatan Medan Petisah sudah cukup berjalan dengan baik dalam mempengaruhi pemilih di kecamatan Medan Petisah.Kata Kunci : Retorika politik, Pemilihan Legislatif

    Dissolved Oxygen Regulatory System Using Fuzzy Logic Method Based on Teensy Board Microcontroller

    Dissolved oxygen in water becomes a critical factor in the cultivation of fish hatcheries that determines the success/failure rate in the process of improving the quality and quantity of fish hatcheries. Low dissolved oxygen levels cause deficient to the process of decomposition, reproduction, and growth of fish. In this study, a system that can regulate the levels of dissolved oxygen in water is designed and built by utilizing the Dissolved Oxygen Meter of AZ-8403 as a sensor. The percentage of oxygen in water is controlled by Fuzzy Logic implemented in the Teensy board microcontroller. When the oxygen level is below the setting point, the aerator is then activated to produce dissolved oxygen in the water. The test results conducted on the aquarium containing fish obtained error for the reading of dissolved oxygen sensor of 0.075%. The system response requires 1 minute to reach the setting point

     One of the largest mangosteen producing areas in Tasikmalaya Regency, which is in 8 villages in Puspahiang Sub-district. Mangosteen farmers Puspahiang district relies on export quality because the price is 3 times more expensive. However, due to farmers' pursuit of mangosteen the quality of exports of farmers will be much to remove the mangosteen fruit harvest that does not enter the quality of exports such as too small fruits or infected yellow sap disease. In addition, if the mangosteen reached in end season, mangosteen farmers in Puspahiang will switch to other livelihoods. Mangosteen pericarps has been used by generations as a medicine. Socio-economic study to community in the form of the introduction of ECO-friendly technology (TTG) Mangosteen extraction has been aimed to determine the response of mangosteen farmers in Puspahiang in the development of the Mangosteen Extract Center for the needs of the Herbal and Nutrition Medicine industries. The survey method was carried out, socialization, pre-test and post-test. Data were analyzed by descriptive statistics. The socio-economic survey showed that the Puspahiang community is almost 100% in agreement with the construction of the mangosteen leather extrator center. However, 60% of the public is concerned about the processing of waste extracts. Subsequently, it needs to be done waste treatment studies on the socio-economic community

    Oksigen terlarut merupakan faktor kritis dalam budidaya pembenihan ikan dan menentukan tingkat keberhasilan dan kegagalan dalam proses meningkatkan kualitas serta kuantitas pembenihan ikan. Kadar oksigen terlarut yang rendah menyebabkan proses penguraian, reproduksi, dan pertumbuhan di dalam kolam tidak berjalan dengan baik sehingga menyebabkan kematian pada ikan. Pada penilitian ini penulis membuat sistem yang dapat mengatur kadar oksigen terlarut dalam air dengan memanfaatkan sensor Dissolved Oxygen Meter AZ-8403. Presentase kadar oksigen dikendalikan dengan Fuzzy Logic yang diimplementasikan di dalam mikrokontroler Teensy board. Ketika level oksigen di bawah nilai setting point maka aerator diaktifkan untuk menghasilkan kadar oksigen terlarut di dalam air. Hasil pengujian yang dilakukan pada akuarium yang berisi ikan di dalamnya didapatkan nilai kesalahan untuk pembacaan sensor oksigen terlarut sebesar 0.075%. Dari data yang diperoleh menunjukkan bahwa respon sistem membutuhkan waktu 1 menit untuk mencapai nilai setting point
