    CONFLICT OF REGULATION NORMS FOR HANDLING OF FOREIGN REFUGEES IN SELECTIVE IMMIGRATION POLICIES: CRITICAL LAW STUDIES AND STATE SECURITY APPROACHES

    The increasing number of asylum seekers and refugees in the territory of Indonesia has caused social disturbances, political security, and even orders in society. The number of their arrivals is not proportional to the number of settlements or placement to the recipient country (Australia). To deal with the problem of asylum seekers and refugees who enter and are in the Indonesian territory, the government issued Presidential Regulation No. 125 of 2016 concerning Handling of Foreign Refugees. This regulation does not only confirm the position of Indonesia pro against refugee humanitarian policies, but also its manufacture which is not in accordance with the legal principles of the establishment of legislation. The legal position of Presidential Regulation No. 125 of 2016 raises disharmony in the legal order (immigration) in Indonesia. Article 7 of Law Number 12 of 2011 has stipulated the order of laws and regulations that form the basis of the enactment of all legal regulations in Indonesia. The provisions of this article are in harmony with the Theory of Norms Hierarchy (Hans Kelsen) which explains that lower norms are valid, sourced and based on higher norms. However, this theory is not enacted in the formation of Presidential Regulation Number 125 of 2016, where in the body the norm is in conflict with the higher legal norms above it. The existence of this regulation has created norm conflicts which have led to the absence of legal certainty.     Co-Movement of Pakistan Stock Market with the Stock Markets of Major Developed Countries Which Have Portfolio Investment in Pakistan

    The focal objective of this study is to analyze and explore the Co-movement of Pakistan stock market (KSE-100) with the stock market of developed countries (US, UK, Canada, Australia, Germany, Japan, France and Neither land) which have portfolio investment in Pakistan by applying co-integration approach using Johansen and Juselius multivariate and bi-variate co-integration. Secondary data of stock indices of these equity markets covering the period from 1st July 2007 to June 2014 has been used.  Analysis of study reveals that Pakistan stock market (KSE-100) is not co moved with any stock market of selected major developed countries. Non-existence of co-movement of KSE offers the investors and fund managers to get the diversification benefits by portfolio investment in KSE. This study will help the investors in searching such markets which have greater diversification benefits because diversification minimizes the risk element. Investors and policy makers can make efficient portfolio investment decisions by studying these analyses. This Study provides awareness and guideline to decision makers including local and foreign investors, agencies, financial analysts and banks about diversification opportunities in equity market of Pakistan.     Tindakan Hukum terhadap Orang Asing Mantan Narapidana yang Memiliki Kartu Pengungsi UNHCR dalam Perspektif Keimigrasian

    Migrasi pencari suaka dan pengungsi ke wilayah Indonesia tidak lagi melalui pola tradisional, tetapi transaksional. Mereka masuk menggunakan dokumen resmi dan melalui Tempat Pemeriksaan Imigrasi, lalu mendaftarkan diri ke UNHCR untuk mendapatkan status pencari suaka dan pengungsi. Sering kali status tersebut disalahgunakan untuk kepentingan tertentu. Mereka menganggap dirinya kebal hukum (hak imunitas) dari aturan positif suatu negara, termasuk melakukan tindak pidana di Indonesia. Rumusan masalah yang diteliti dalam tulisan ini adalah bagaimana tindakan hukum terhadap orang asing mantan narapidana yang memiliki kartu pengungsi UNHCR dalam perspektif keimigrasian: Studi Kasus Ali Reza Khodadad. Metode penelitian yang digunakan adalah penelitian hukum normatif yang bersifat kualitatif dengan logika berpikir campuran (deduktif dan induktif). Dari hasil penelitian dapat diketahui beberapa fakta hukum sebagai berikut. Dalam ketentuan yang tertera pada kartu pengungsi, dicantumkan kewaijban bagi setiap pemegang kartu ini untuk mematuhi undang-undang dan peraturan yang berlaku di Indonesia. Ali Reza Khodadad dapat dikenakan tindakan administratif keimigrasian berupa deportasi sesuai dengan Pasal 75 jo. Pasal 78 ayat (3) Undang-Undang Nomor 6 Tahun 2011 tentang Keimigrasian, dikarenakan yang bersangkutan telah melakukan tindak pidana penyalahgunaan narkotika. Pelaksanaan tindakan deportasi terhadap Ali Reza Khodadad harus dilakukan tanpa melihat status pengungsinya. Hal ini merupakan perwujudan dari konsep kedaulatan negara

    MEASUREMENT OF CORTISOL AND CORTISONE IN HUMAN SALIVA BY UPLC-MS/MS

    Objective: To develop and validate a simple and rapid assay for simultaneous measurement of cortisol and cortisone in human saliva by ultra-performance liquid chromatography-tandem mass spectrometry. Methods: Chromatographic analysis was performed on an Atlantis dC18 column (2.1 x 100 mm, 3 µm) using a mobile phase consisting of acetonitrile and 2 mmol ammonium-acetate (50:50, v; v) that was delivered at a flow rate of 0.3 ml/min. The eluents were monitored using electrospray ionization in the positive ion mode set at transition set of mass-to-charge (m/z): 363.11 → 121.00, 361.18 → 163.11, and 367.19 → 121.24 for cortisol, cortisone and internal standard (IS), respectively the method was validated for linearity, accuracy, precision, and recovery, according to international guidelines. Results: The retention times of cortisol, cortisone and internal were about 1.38, 1.43 and 1.38 min, respectively. Cortisol level and cortisone level relationship to the ratio of their respective peak-area to IS’s peak-area was linear (range of 0.5-100 ng/ml). Coefficients of variation and inaccuracy were, ≤9.9% and-0.3 to 6.9 for cortisol and ≤8.4 and-1.5 to 4.8 for cortisone, respectively. Extraction recoveries for cortisol, cortisone, and the IS were 90%, 94%, and 98%, respectively. Cortisol and cortisone stability was evaluated in processed saliva samples (stored at room temperature for 24 h) and unprocessed saliva samples (stored at room temperature for 24 h or at-20 °C for 10 w) and after 3 freeze-thaw cycles was ≥ 86%. Conclusion: The proposed method is simple, precise, and accurate for the rapid simultaneous measurement of cortisol and cortisone levels in saliva. The assay was successfully applied to determine levels of cortisol and cortisone in human saliva samples obtained from healthy volunteers

    Thermodynamic comparison and dynamic simulation of direct and indirect solar organic Rankine cycle systems with PCM storage

    A thermodynamic comparison between a novel direct solar ORC system (DSOS) and indirect solar ORC system (ISOS) is carried out in this study. A phase change material (PCM) heat storage unit is integrated with both systems to ensure the stability of power generation. Water and R245fa are selected as a heat transfer fluids (HTFs) for ISOS and DSOS respectively. However, R245fa is used as working fluid for both systems. Weekly, monthly and annual dynamic simulations are carried out to compare the performance of both systems using hourly weather data of Islamabad, Pakistan. ISOS has shown 1.71% system efficiency and able to provide 34.02 kW/day power while DSOS has shown 4.5 times higher system efficiency and 2.8 times higher power on annual basis. Numerical model for the PCM storage is developed and validated with the previous experimental data. Average annual amount of energy stored by PCM during charging phase for ISOS is 4.24 MW/day higher than DSOS. However, in comparison with ISOS, DSOS has delivered 33.80 kW/day more power to HTF during discharging phase of the PCM on annual basis. Maximum benefits of PCM storage are observed during the summer season compared to the winter season at selected operating conditions. Furthermore, average annual increment in capacity factor by using PCM storage are found to be 21.71% and 17% for DSOS and ISOS respectively

    Emotion-Oriented Behavior Model Using Deep Learning

    Emotions, as a fundamental ingredient of any social interaction, lead to behaviors that represent the effectiveness of the interaction through facial expressions and gestures in humans. Hence an agent must possess the social and cognitive abilities to understand human social parameters and behave accordingly. However, no such emotion-oriented behavior model is presented yet in the existing research. The emotion prediction may generate appropriate agents' behaviors for effective interaction using conversation modality. Considering the importance of emotions, and behaviors, for an agent's social interaction, an Emotion-based Behavior model is presented in this paper for Socio-cognitive artificial agents. The proposed model is implemented using tweets data trained on multiple models like Long Short-Term Memory (LSTM), Convolution Neural Network (CNN) and Bidirectional Encoder Representations from Transformers (BERT) for emotion prediction with an average accuracy of 92%, and 55% respectively. Further, using emotion predictions from CNN-LSTM, the behavior module responds using facial expressions and gestures using Behavioral Markup Language (BML). The accuracy of emotion-based behavior predictions is statistically validated using the 2-tailed Pearson correlation on the data collected from human users through questionnaires. Analysis shows that all emotion-based behaviors accurately depict human-like gestures and facial expressions based on the significant correlation at the 0.01 and 0.05 levels. This study is a steppingstone to a multi-faceted artificial agent interaction based on emotion-oriented behaviors. Cognition has significance regarding social interaction among humans
