Redes inter-organizacionales para implementación de políticas sociales : un estudio aplicado a cuatro barrios en Uruguay

    Get PDF
This article analyzes the networks of organizations implementing territorial social policies in Uruguay. It studies four neighborhoods with a high concentration of poor households and analyzes three types of links reflecting three inter-organizational interactions: project development, information request and infrastructure sharing. Social network analysis methods are applied with a global, groupal, and individual perspective, focusing on the Ministry of Social Development (MIDES). MIDES has the task of facilitating access to social services through network policies that, in addition, seeks to strengthen territorial social capital. Results reveal relevant differences in the forms of interaction according to the type of organizations, as well as strong territorial particularities, pointing that it is not possible to apply social policies at a local scale following highly centralized policy designs. In turn, MIDES is fundamental in social policy networks, which is in line with previous research studying centrlized networks depending on an entity with financial resources. While MIDES role seems positive for policy implementation, the article discusses some weaknesses of this network structure meeting the Ministry aims of promoting local relational capital

Effects of international mergers and acquisitions network on investment: A study for Latin America

It shows that the so-called transfer and trust effects, defined by each country’s position in the international mergers and acquisitions network, have a positive influence on foreign investment inflows. Social network analysis is used to quantify both transfer and trust effects, and models with panel data are applied to estimate the influence of such variables on the receipt of financial flows. The results confirm that both trust and transfer effects have positive influences on FDI inflows. The models also identify groups of countries with clear differences in this relationshipPablo Galaso agradece el apoyo financiero de la Comisión Sectorial de Investigación Científica a través del Programa de Movilidad e Intercambio Académicos, 2017. Collaboration Networks and Innovation: How to Define Network Boundaries

    Get PDF
Numerous studies in management, sociology, and economics have documented that the architecture of collaboration networks affects the innovation performance of individuals, firms, and regions. Little is known though about whether the association between collaboration patterns and innovation outcomes depends on the network geographical boundaries chosen by the researcher. This issue is crucial for both policy-makers and firms that rely on innovation. This article compares the association between collaboration networks and future patenting between regional and country-level collaboration networks. If we relate future innovation to the global, country-wide network our statistical analysis reproduces the findings of the previous literature. However, we find systematically less important effects of regional innovation patterns on subsequent patenting of innovators. Hence, managers and policy makers should choose the boundaries of the innovation networks that they look at carefully, aiming for integration into larger-scale collaboration communities

From CEPAL Review, by Ángeles Sánchez Díez, Pablo Galaso Reca and José Manuel García de la Cruz, © (2016) United Nations. Reproduced with the permission of the United NationsThis article analyses the changing role played by Spanish firms in foreign investment through mergers and acquisitions in Latin America in 1999-2012. Spanish enterprises that acquired local assets in Latin America and became leading players in the late 1990s have seen the situation change drastically, as new competitors have emerged to undermine Spain’s importance as an investor in the region. This study uses the social networks methodology, which enables a more complex analysis than traditional approaches, by studying the position of agents as members of a network being analysed. The use of centrality, density and centralization indicators reveals the structure of the network and how it changes through time, and thus, it shows the relative position of each investor country, Spain in particularThis article has been produced as part of the research project titled “Spanish investment in Latin America: challenges and opportunities in the context of the Latin American boom and European crisis”, directed by Ángeles Sánchez Díez and fnanced by the Centre of Latin American Studies (CEAL) of the Autonomous University of Madri

The analysis of the integrated HVAC system

    Get PDF
Summary The HVAC systems of large buildings are significant energy consumers. A great number of interactions have been making it more difficult to find criteria for the selection of structural, mechanical and electrical systems and the minimisation of the particular energy users consumption. The development of a method that would enable the analysis of energy requirements for the alternative types of HVAC systems. and would also give to the designer the possibility of selecting a system which minimises the operating costs and capital expense, would help. This paper presents the energy analysis and its application in the selection of the HVAC systems in the preliminary design phase of a new hospital complex in Zagreb, Yugoslavia. The analysis of the integrated HVAC system SRECKO !kAIC, M.Sc and IVAN GALASO, M.Sc 1 Description of the method The analysis program The integrated HVAC system shown in The input values The input values of the system are weather data and the characteristics of the building. The weather data are entered into the program in an hour-by-hour format, while the building characteristics data includes orientation, wall area, roof area and glass area as well as the building operational characteristics (i.e. hours of occupancy plus equipment and process operation) it also includes temperature and humidity setpoints in the building zones. The building load The building load is calculated on the basis of the input values. The total building load is the sum of the building zone loads and is based on the instantaneous values of temperature, heat transfer and internal loads. The computer program for the calculation of the building load is based on methods presented in Ref. Users of energy The system simulation gives the amount of energy and media that must be supplied to the users (primary heating and cooling processes and equipment) in order to meet the imposed building load. Therefore the program uses a mathematical model which includes the elements, sub-systems and processes which form the mathematical model of the system. The system energy and media consumption required to overborne the building load is calculated hour by hour (8670 hours) over a typical year. I t is assumed that system operation is constant within each hourly interval. Suppliers of energy If the system is supplied by public utilities, the simulation gives the monthly and annual requirements of energy and media for each alternative system. If the system is supplied partly by public utilities and partly by on-site suppliers, a mathematical model of each site supplier must be made. The suppliers (boiler plant, water chiller plant, etc.) are modelled in the same way as those mentioned above, using the elements (steam boilers, water chillers, cooling towers, etc.) as basic units. Mathematical models are based on methods presented in Ref. (8)

Multiscale seismic vulnerability assessment and retrofit of existing masonry buildings

    Get PDF
The growing concern about the protection of built heritage and the sustainability of urban areas has driven the reoccupation of existing masonry buildings, which, in the great majority of the cases, were not designed or constructed to withstand significant seismic forces. This fact, associated with territorial occupation often concentrated in areas with high seismic hazard, makes it essential to look at these buildings from the point of view of the assessment of their seismic vulnerability and retrofitting needs. However, to be effective and efficient, such an assessment must be founded on a solid knowledge of the existing methods and tools, as well as on the criteria that should underlie the selection of the most appropriate to use in each context and situation. Aimed at contributing to systematise that knowledge, this paper presents a comprehensive review of the most relevant vulnerability assessment methods applicable at different scales, as well as the most significant traditional and innovative seismic retrofitting solutions for existing masonry buildings. This research was funded by the Portuguese Foundation for Science and Technology (FCT) through the postdoctoral grant SFRH/BPD/122598/2016.info:eu-repo/semantics/publishedVersio
