    In this work describe new method receipt composition material AL-SI-FE system. For describe the composition material used the method of power metallurgical. As source material are used technically pure Al and Si, as well as steel 1008. Source powder mingled from correlation 59 %Al-9 %Si-32 %Fe. 2 stage compaction with mechanical and thermal activation ensure produce composition material without crack and void. After baking speed cooling allows to suppress turning the phase Al8Fe2Si in phase Al9Fe2Si2. The microstructure sample was study by scanning electronic microscope. On microstructure is seen that sample has a no rifts and voids that will provide high values of the mechanical properties.     On the Limits of Liberalism in Participatory Environmental Governance: Conflict and Conservation in Ukraine\u27s Danube Delta

    Participatory management techniques are widely promoted in environmental and protected area governance as a means of preventing and mitigating conflict. The World Bank project that created Ukraine’s Danube Biosphere Reserve included such ‘community participation’ components. The Reserve, however, has been involved in conflicts and scandals in which rumour, denunciation and prayer have played a prominent part. The cases described in this article demonstrate that the way conflict is escalated and mitigated differs according to foundational assumptions about what ‘the political’ is and what counts as ‘politics’. The contrasting forms of politics at work in the Danube Delta help to explain why a 2005 World Bank assessment report could only see failure in the Reserve’s implementation of participatory management, and why liberal participatory management approaches may founder when introduced in settings where relationships are based on non-liberal political ontologies. The author argues that environmental management needs to be rethought in ways that take ontological differences seriously rather than assuming the universality of liberal assumptions about the individual, the political and politics

    Factors that differentiate the H-bond strengths of water near the Schiff bases in bacteriorhodopsin and Anabaena sensory rhodopsin.

    Bacteriorhodopsin (BR) functions as a light-driven proton pump, whereas Anabaena sensory rhodopsin (ASR) is believed to function as a photosensor despite the high similarity in their protein sequences. In Fourier transform infrared (FTIR) spectroscopic studies, the lowest O-D stretch for D(2)O was observed at ∼2200 cm(-1) in BR but was significantly higher in ASR (>2500 cm(-1)), which was previously attributed to a water molecule near the Schiff base (W402) that is H-bonded to Asp-85 in BR and Asp-75 in ASR. We investigated the factors that differentiate the lowest O-D stretches of W402 in BR and ASR. Quantum mechanical/molecular mechanical calculations reproduced the H-bond geometries of the crystal structures, and the calculated O-D stretching frequencies were corroborated by the FTIR band assignments. The potential energy profiles indicate that the smaller O-D stretching frequency in BR originates from the significantly higher pK(a)(Asp-85) in BR relative to the pK(a)(Asp-75) in ASR, which were calculated to be 1.5 and -5.1, respectively. The difference is mostly due to the influences of Ala-53, Arg-82, Glu-194-Glu-204, and Asp-212 on pK(a)(Asp-85) in BR and the corresponding residues Ser-47, Arg-72, Ser-188-Asp-198, and Pro-206 on pK(a)(Asp-75) in ASR. Because these residues participate in proton transfer pathways in BR but not in ASR, the presence of a strongly H-bonded water molecule near the Schiff base ultimately results from the proton-pumping activity in BR
