    Analysis of the effect of mobile terminal speed on WLAN/3G vertical handovers

This, combined with the availability of new multi-mode terminals integrating heterogeneous technologies, opens new business opportunities for mobile operators. Scenarios in which 3G coverage is complemented by WLAN deployments are becoming available. Thus, true all-IP based networks are ready to offer a new variety of services across heterogeneous access. However, to achieve this, some aspects still need to be analyzed. In particular, the effect of the terminal speed on the detection and selection process of the preferred access network is not yet well understood. In fact, efficiency of vertical handovers depends on the appropriate configuration of mobile devices. In this paper we present a simulation study of handover performance between 3G and WLAN access networks showing the impact of mobile users’ speed. The mobile devices are based on the IEEE 802.21 cross layer architecture and use WLAN signal level thresholds as handover criteria. A novel algorithm to dynamically adjust terminals’ configuration is presented.Publicad

    In this work a first global and updated approach on the funerary world of the roman city of Onuba Aestuaria –Huelva– is offered. We present the fi rst synthesis about the situation of different cemeterys in the city from the revision of the data provided by the archaeological interventions carried out mid the Sixties of the last century, between to the incorporation of the last new features related to modern research developed in the Archaeological Zone of Huelva.En el presente trabajo se ofrece un primer acercamiento conjunto y actualizado sobre el mundo funerario de la ciudad de Onuba Aestuaria, identifi cada con la actual capital onubense. Se hace una puesta al día sobre las investigaciones realizadas en este campo y se muestra la primera síntesis sobre la situación de las diferentes necrópolis de la ciudad a partir de la revisión de los datos proporcionados por las intervenciones arqueológicas realizadas desde mediados de los años sesenta de la pasada centuria, junto con la incorporación de las últimas novedades derivadas de la intensa actividad arqueológica que se realiza actualmente en la Zona Arqueológica de Huelva

    Num contexto em que o ordenamento jurídico apenas está completo com a apreciação das circunstâncias dos casos concretos apresentados à apreciação dos magistrados, e em que se debate intensamente a discricionariedade dos juízes na aplicação dos dispositivos legais, este trabalho pretende investigar a possibilidade de se verificar a adoção de raciocínio pragmático na tomada de decisões pelos Tribunais brasileiros. Para tanto, faz-se necessário esclarecer, em um primeiro momento, o que se entende por pragmatismo, no que serão apresentadas duas vertentes do pensamento pragmático: o experimentalismo de John Dewey e o pragmatismo jurídico de Richard Posner. Numa segunda etapa, depois de comparadas aquelas duas correntes, trata-se de investigar se alguma delas poderia nortear a formação do convencimento dos julgadores, a partir da análise de decisões aparentemente distantes do raciocínio jurídico tradicional. O resultado dessa investigação compõe a conclusão do trabalho

    Dissertação (mestrado)—Universidade de Brasília, Faculdade de Direito, 2015.As transformações por que passaram os mercados financeiros nas últimas décadas foram acompanhadas por formulações teóricas que procuraram descrever o seu funcionamento ideal e orientar a atuação dos reguladores. Entre tais análises, foi especialmente influente a teoria que afirmou a eficiência dos mercados nos quais os preços dos valores mobiliários refletissem totalmente as informações disponíveis: a chamada Hipótese dos Mercados Eficientes (HME). O seu amplo acolhimento implicou a definição de uma pauta precisa para o direito e para a intervenção estatal no setor, a saber, a correção de eventuais falhas que distanciassem os mercados reais da forma como eram idealizados, notadamente aquelas relacionadas à divulgação de informações e sua correção. Também passou a gozar de prestígio nos últimos anos a literatura conhecida como “Law and Finance”, que relacionou as diferenças entre mercados financeiros aos conjuntos de regras concernentes à proteção de investidores adotados por legisladores e reguladores nacionais. Nesses termos, segundo tal literatura, quando se trate de países em desenvolvimento sem mercados amplos e profundos, admite-se que o Estado possa ser responsável por um impulso inicial com vista a estabelecê-los, ao colocar em vigor uma estrutura de regras que defina direitos de formas claras e garanta o seu cumprimento célere e eficaz. A “Law and Finance” afirma, ainda, que os países de common law, em comparação com os que seguem a tradição da civil law, têm as melhores instituições para incentivar o desenvolvimento dos mercados. Por isso, conclui que os países em desenvolvimento podem beneficiar-se com a importação de instituições jurídicas consideradas mais propícias ao crescimento dos mercados financeiros. Diversos eventos relacionados à crise de 2007-2008, contudo, infirmam premissas da “Law and Finance” e da HME. No presente trabalho, são indicadas alternativas teóricas atentas a aspectos da operação dos mercados financeiros (re)afirmados pelos traumas recentes, especialmente a inafastabilidade da incerteza sobre o cumprimento futuro de obrigações, de que decorrem a instabilidade inerente às finanças e a possibilidade de os agentes econômicos enfrentarem problemas de liquidez. Das concepções baseadas nessas premissas, extraem-se preocupações concernentes à regulação dos mercados financeiros ainda não enfrentadas adequadamente no século XXI.Financial markets have undergone considerable transformations over the past decades. Along this period, theoretical formulations about their ideal functioning have been proposed. Among the relevant theories, the so-called Efficient Market Hypothesis (EHM) played an influential role regarding the elaboration of regulation of financial markets in the United States, and later, also in the case of financial markets existing in several other countries. According to the EMH, markets are efficient when the price of assets reflects all relevant information available about them, and government intervention in financial markets should focus on repairing market failures, especially those related to information publicity and accuracy. Likewise, the so-called “Law and Finance” (L&F) literature has won great prestige in recent years. The L&F literature states, and attempts to demonstrate, that differences in financial development among countries derive solely from differences in legal institutions adopted by them. L&F holds that legal systems that protect the legal rights of investors and guarantee their enforcement will support the flourishing of financial markets. It also affirms that common law countries (in comparison with countries that have a civil law tradition) have better institutions to stimulate the development of markets. The L&F argument thus ends up affirming the view that developing countries could benefit from importing those legal institutions which are considered to be best suited to foster the growth of financial markets. However, several events related to the financial crisis of 2007-2008 have discredited the arguments of both the L&F and the EMH theoretical perspectives. Having such discussions as a background, the present work briefly explores theories which pay close attention to features of financial markets whose role in outcomes became clear during recent traumatic events of the 2007-2008 crisis. The present work thus explores the legal and regulatory importance of the fact that uncertainty cannot be completely eliminated from financial dealings and highlights the notion that economic actors can always face liquidity problems. Formulations based on these premises give rise to topics concerning the regulation of financial markets that have not yet been adequately confronted by most legal and financial scholarship concerned with financial regulation in the 21st century

    Changes In Liver Cell Dna Methylation Status In Diabetic Mice Affect Its Ft-ir Characteristics.

    Lower levels of cytosine methylation have been found in the liver cell DNA from non-obese diabetic (NOD) mice under hyperglycemic conditions. Because the Fourier transform-infrared (FT-IR) profiles of dry DNA samples are differently affected by DNA base composition, single-stranded form and histone binding, it is expected that the methylation status in the DNA could also affect its FT-IR profile. The DNA FT-IR signatures obtained from the liver cell nuclei of hyperglycemic and normoglycemic NOD mice of the same age were compared. Dried DNA samples were examined in an IR microspectroscope equipped with an all-reflecting objective (ARO) and adequate software. Changes in DNA cytosine methylation levels induced by hyperglycemia in mouse liver cells produced changes in the respective DNA FT-IR profiles, revealing modifications to the vibrational intensities and frequencies of several chemical markers, including νas -CH3 stretching vibrations in the 5-methylcytosine methyl group. A smaller band area reflecting lower energy absorbed in the DNA was found in the hyperglycemic mice and assumed to be related to the lower levels of -CH3 groups. Other spectral differences were found at 1700-1500 cm(-1) and in the fingerprint region, and a slight change in the DNA conformation at the lower DNA methylation levels was suggested for the hyperglycemic mice. The changes that affect cytosine methylation levels certainly affect the DNA-protein interactions and, consequently, gene expression in liver cells from the hyperglycemic NOD mice.9e10229

    Extracellular Matrix Of Ostrich Articular Cartilage.

    The composition and organization of the extracellular matrix of ostrich articular cartilage was investigated, using samples from the proximal and distal surfaces of the tarsometatarsus. For morphological analysis, sections were stained with toluidine blue and analyzed by polarized light microscopy. For biochemical analysis, extracellular matrix components were extracted with 4 M guanidinium chloride, fractionated on DEAE-Sephacel and analyzed by SDS-PAGE. Glycosaminoglycans were analyzed by electrophoresis in agarose gels. Structural analysis showed that the fibrils were arranged in different directions, especially on the distal surface. The protein and glycosaminoglycan contents of this region were higher than in the other regions. SDS-PAGE showed the presence of proteins with molecular masses ranging from 17 to 121 kDa and polydisperse components of 67, 80-100, and 250-300 kDa in all regions. The analysis of glycosaminoglycans in agarose-propylene diamine gels revealed the presence of only chondroitin-sulfate. The electrophoretic band corresponding to putative decorin was a small proteoglycan containing chondroitin-sufate and not dermatan-sulfate, unlike other cartilages. The higher amounts of proteins and glycosaminoglycans and the multidirectional arrangement of fibrils seen in the distal region may be correlated with the higher compression normally exerted on this region.2947-5

    Fenton Coagulation/Oxidation Using Fe2+ and Fe3+ Íons and Peracetic Acid for the Treatment of Wastewater

    The Fenton coagulation/oxidation process is divided into two steps: coagulation, in alkaline pH and oxidation, in acid pH. This configuration provides a reduction in oxidant concentration, due to the pretreatment conducted in the coagulation step. This study proposes the substitution of hydrogen peroxide (HP) by peracetic acid (PAA) in a Fenton coagulation process to treat sanitary sewage and provide its disinfection. The new combination is proposed in a single step and presented good results in removing turbidity (98.5%), apparent color (95.4%), phosphorus (100%) and COD (58.2%) even at the effluent natural pH, besides demonstrating higher reduction in E. coli when compared with the process that employs hydrogen peroxide. The formation of Fe3+ ions was shown to be responsible for the removal of the particulate material. DOI: http://dx.doi.org/10.17807/orbital.v7i3.62

    El proceso de romanización del extremo occidente bético, lo que ocupa hoy día el territorio onubense, ha vivido en los últimos años una revisión, y en la mayor parte de los aspectos, el inicio en la investigación del periodo romano. En esta línea, a continuación se presenta un estudio sobre la promoción jurídica de las ciudades del mismo sobre las que se precisaba realizar una síntesis diacrónica y comparativa en lo que a la obtención de su municipalización se refiere, desde el territorio de la sierra y el puerto de Onoba, donde se dejan sentir las medidas de Augusto, hasta las ciudades de la campiña deudoras de la extensión del ius latii vespasianeo.The process of romanization of the Western extreme of the Provincia Baetica, the current Huelva‘s territory, has lived in recent years a review, and in most respects, the beginning of the Roman period research. In this line, then, an analysis on the juridical promotion of the cities of this territory is presented, from the point of view of a diachronic and comparative synthesis in connection with their municipalization, from the territory of the mountains and the Onoba’s port, where the measures of Augustus are felt, to the cities of the countryside, in debt to the extent of the Vespasian’s ius latii
