REGIONAL INNOVATION SYSTEM FAILURES AND HIGHLIGHTS
The systemic analysis of innovation conceives complex analytical frameworks, with intense socio-technological aspects of knowledge generation and encompasses a detailed analysis of system failures. These frameworks are not suitable for benchmarking a wide range of regions, due to low availability of such elaborate data sources. On the other hand, metric regional innovation micro data offer the opportunity for large-scale cross-regional benchmarking exercise illustrating mainly the market failures of the innovation systems although this type of analysis does not provide any detailed systemic envisioning. Is the combination of these two analytical approaches possible? A Proposed Framework of Regional Innovation System: The Case of the Kharkiv Region in Eastern Ukraine.
Regional Innovation System (RIS) model of economic growth, seeks to promote increased interaction across the government, business and academia. The importance of RIS stems from the increasing interaction of regional actors on the outcome of the innovation process. This paper proposes a framework of regional innovation system for the Kharkiv region in the Eastern Ukraine. A thorough theoretical analysis was conducted to apply the most appropriate scientific approach to the study. Qualitative research approach was applied to cover the purpose of the study and answer the research questions raised. Interviews and documentation review were carried out using research questions based on previous studies. It is concluded that the main components of the regional innovation system in the investigated region are knowledge application and exploitation subsystem, knowledge generation and diffusion subsystem. The major stakeholders of regional innovation system (academic universities; research institutes; public organizations; regional state administration; non-governmental agencies and private firms) and specific component of regional innovation system (knowledge support and promotion subsystem) are identified in the Kharkiv region. The specific paper contributes to the knowledge in region by providing a proposed framework for the Kharkiv region
Exploring knowledge management perspectives in smart city research: a review and future research agenda
There is a growing body of literature calling for work on the emerging role of smart cities as information hubs and knowledge repositories. This article reviews the existing smart city literature and integrates knowledge management perspectives to provide an overview of future research directions. By demonstrating the multi-stakeholder relationships involved in smart city development, it takes a crucial step towards looking into the role of knowledge management in future smart city research. Eighty-two peer-reviewed publications were analyzed covering smart city studies in various research domains. The systematic review identifies five different themes: strategy and vision, frameworks, enablers and inhibitors, citizen participation, and benefits. These themes form the basis for developing a future research agenda focused on knowledge sharing and co-learning among cities via three research directions: socio-technical approaches, knowledge sharing perspectives and organizational learning capabilities. The paper also proposes a series of knowledge-driven policy recommendations to contribute towards the UN Sustainable Development Goals
The analysis of regional innovation systems
A regional system of innovation underlines the dynamic, cumulative and social nature of the innovation production process. This regional aggregation includes research institutes, academic institutions, training organizations, policy makers, financing organizations, clusters and intermediary facilitating actors for technology transfer. The final beneficiaries of the coordinated frame of support for the production of innovation are the enterprises of region. The approaches of analysis of regional system of innovation follow two basic approaches. The systemic approach which analyzes in detail the internal attribution of regions examining the system failures and the metric approach which analyzes the indicators of imputs and outputs examining the market failures. The systemic approach is used in empirical studies applied on a limited number of regions with specialized regional characteristics while the metric approach is applied in wide number of regions as an exercise of indicator benchmarking without however the analytic deepening of the systemic approach. This study attempts to answer the research question concerning the possibility of the convergence of these two approaches of analysis. The result of the investigation is the development of an analytical framework (Interaction Intensity Index- 3[I]) with satisfactory level of analytic capacity, detailed description of innovation activities, along with the possibility of periodical renewal of data and also with possibility of comparative analysis between regions. The analytical framework has been used for clustering the European regional innovation systems based on the systemic features, for the analysis of Greek regional innovation systems, for the analysis of geographic agglomeration of innovation resources as well as for the design and evaluation of innovation growth policies.Ένα περιφερειακό σύστημα καινοτομίας υπογραμμίζει τη δυναμική, συσσωρευτική και κοινωνική φύση της διαδικασίας παραγωγής καινοτομίας. Αυτή η περιφερειακή συνάθροιση περιλαμβάνει ερευνητικά ιδρύματα, πανεπιστημιακά ιδρύματα, οργανισμούς κατάρτισης, φορείς χάραξης πολιτικής, χρηματοοικονομικούς οργανισμούς, συστάδες και ενδιάμεσους οργανισμούς μεταφοράς τεχνολογίας. Ο τελικός αποδέκτης του συντονισμένου πλαισίου υποστήριξης για την παραγωγή καινοτομίας είναι οι επιχειρήσεις μίας περιφέρειας. Οι προσεγγίσεις της ανάλυσης ενός περιφερειακού συστήματος καινοτομίας ακολουθούν δύο βασικές προσεγγίσεις. Η συστημική προσέγγιση η οποία αναλύει σε λεπτομέρεια τα ενδοστοιχεία απόδοσης των περιφερειών εξετάζοντας τις αποτυχίες του συστήματος και η μετρική προσέγγιση η οποία αναλύει τα δείκτες εισροών και εκροών εξετάζοντας τις αποτυχίες της αγοράς. Η συστημική προσέγγιση περιορίζεται σε εμπειρικές μελέτες περιορισμένου αριθμού περιφερειών με εξειδικευμένα χαρακτηριστικά ανάλυσης ενώ η μετρική σε ευρεία άσκηση συγκριτικής αξιολόγησης δεικτών χωρίς όμως την αναλυτική εμβάθυνση της συστημικής προσέγγισης. Η μελέτη αυτή επιχειρεί να απαντήσει στο ερευνητικό ερώτημα περί της δυνατότητας σύγκλισης των δύο αυτών προσεγγίσεων ανάλυσης περιφερειακών συστημάτων καινοτομίας. Το αποτέλεσμα της διερεύνησης είναι ανάπτυξη ενός αναλυτικού πλαισίου (Interaction Intensity Index- 3Ι) με ικανοποιητικό επίπεδο αναλυτικής ικανότητας και εξειδίκευση των διεργασιών της καινοτομίας, με περιοδική ανανέωση των στοιχείων αλλά και με δυνατότητα συγκριτικής ανάλυσης μεταξύ πολλών περιφερειών. Το αναλυτικό πλαίσιο χρησιμοποιήθηκε για την ομαδοποίηση (clustering) των Ευρωπαϊκών περιφερειακών συστημάτων καινοτομίας με βάση τα συστημικά τους χαρακτηριστικά, την ανάλυση των Ελληνικών περιφερειών σε Εθνικό επίπεδο, την ανάλυση γεωγραφικών συγκεντρώσεων απόδοσης των ενδοστοιχείων καινοτομίας σε Ευρωπαϊκό επίπεδο καθώς και για την αξιολόγηση και χάραξη των πολιτικών ανάπτυξης της καινοτομίας
