    Environmental Determinants of Malaria Transmission Around the Koka Reservoir in Ethiopia

    New dam construction is known to exacerbate malaria transmission in Africa as the vectors of malaria—Anopheles mosquitoes—use bodies of water as breeding sites. Precise environmental mechanisms of how reservoirs exacerbate malaria transmission are yet to be identified. Understanding of these mechanisms should lead to a better assessment of the impacts of dam construction and to new prevention strategies. Combining extensive multiyear field surveys around the Koka Reservoir in Ethiopia and rigorous model development and simulation studies, environmental mechanisms of malaria transmission around the reservoir were examined. Most comprehensive and detailed malaria transmission model, Hydrology, Entomology, and Malaria Transmission Simulator, was applied to a village adjacent to the reservoir. Significant contributions to the dynamics of malaria transmission are shaped by wind profile, marginal pools, temperature, and shoreline locations. Wind speed and wind direction influence Anopheles populations and malaria transmission during the major and secondary mosquito seasons. During the secondary mosquito season, a noticeable influence was also attributed to marginal pools. Temperature was found to play an important role, not so much in Anopheles population dynamics, but in malaria transmission dynamics. Change in shoreline locations drives malaria transmission dynamics, with closer shoreline locations to the village making malaria transmission more likely. Identified environmental mechanisms help in predicting malaria transmission seasons and in developing village relocation strategies upon dam construction to minimize the risk of malaria

    Energy security in a developing world

    Energy security, a fuzzy concept, has traditionally been used to justify state control over energy and a reluctance to deal with energy issues at global level. However, over time, the concept is acquiring different meanings that are applicable at different levels of governance. Many of the elements of the new definitions also imply a number of inherent contradictions. Against this background, this article explores the dimensions of energy security with a special focus on the developing world. It argues that (1) within developing countries (DCs), energy security implies both access to modern energy services by the poorest as well as access by the rapidly developing industrial, services, and urban sectors. Lack of adequate resources has implied trade-offs in terms of who gets access and in terms of taking into account the social and ecological consequences of specific energy sources. Furthermore, (2) the growing DCs' need for energy is impacted by industrialized country perceptions of the various dimensions of energy security-recognizing the need for access to the poorest; industrialized countries are increasingly implicitly questioning the right of DCs to use fossil fuels because of its implications for climate change; or to build large dams because of ecological and social security concerns or expand nuclear energy because of its potential security implications. The development of reliable, continuous, affordable, and environmentally sound provision of energy services combined with a focus on energy efficiency and conservation is the only way of alleviating the various multi-level dimensions of energy security. © 2011 John Wiley & Sons, Ltd

    Major dams and the challenge of achieving “No Net Loss” of biodiversity in the tropics

    Dam construction is booming across tropical regions critical for global biodiversity and ecosystem service provision. The principle of “No Net Loss” (NNL)—under which biodiversity impacts of development projects are quantified and fully mitigated—is being increasingly applied to large infrastructure development worldwide, including dams. We discuss the impacts of major tropical dams and associated implementation of NNL policies and outline three major challenges in achieving NNL: (1) overcoming practicalities implementing NNL in highly connected river systems over large spatio‐temporal scales; (2) the stakes are high if NNL fails because tropical regions are hyper‐diverse, rich in species endemism, and difficult to restore; and (3) inclusion of ecosystem services in NNL design is necessary due to the importance of tropical biodiversity for ecosystem service provision at multiple spatial scales. Overcoming these challenges is crucial when hundreds of dams are planned and under construction across the tropics, many potentially subject to NNL policies

    Social Innovation and Chinese Overseas Hydropower Dams: The Nexus of National Social Policy and Corporate Social Responsibility

    The nexus between hydropower dams, social policy and corporate social responsibility (CSR) is a currently understudied topic. This paper aims to fill parts of this gap by discussing these issues in relation to the world's largest builder of hydropower dams, Chinese state-owned enterprise Sinohydro. This paper draws on the analysis of firm strategy documents and CSR documents and gains additional insights from key informant interviews. The research finds that in 2011 Sinohydro developed its first comprehensive policy framework for social and environmental safeguards that was in line with international standards set by the World Bank/International Finance Corporation. These policies were however later replaced by weaker, vaguer policy. The paper suggests there is a need for Sinohydro and other dam-builders to re-engage with social innovation to mitigate some of the negative social and environmental implications of hydropower dams

    Chinese Overseas Hydropower Dams and Social Sustainability: The Bui Dam in Ghana and the Kamchay Dam in Cambodia.

    There is a shortage of empirical studies on the relationship between Chinese hydropower dams and social sustainability. Comparative research on Chinese-funded and Chinese-built hydropower projects is rare. This article aims to fill parts of this gap by discussing these issues in relation to Chinese overseas hydropower dams in Ghana (Bui Dam) and Cambodia (Kamchay Dam). Both projects are built by Sinohydro and financed by ExIm Bank. This article draws on in-depths interviews and focus group discussions with local communities affected by the dams, institutional actors in Ghana and Cambodia, Chinese actors, and dam builders. The article uses an environmental justice perspective as an analytical framework. The article concludes that the dam projects could improve their social sustainability framework in practice and theory; social benchmarking should be introduced and social policies need to be improved to be in line with international social standards on hydropower projects

    South-South technology transfer of low-carbon innovation: large Chinese hydropower dams in Cambodia

    Large dams have been controversially debated for decades due to their large‐scale and often irreversible social and environmental impacts. In the pursuit of low‐carbon energy and climate change mitigation, hydropower is experiencing a new renaissance. At the forefront of this renaissance are Chinese actors as the world's largest hydropower dam‐builders. This paper aims to discuss the role of South–South technology transfer of low‐carbon energy innovation and its opportunities and barriers by using a case study of the first large Chinese‐funded and Chinese‐built dam in Cambodia. Using the Kamchay Dam as an example, the paper finds that technology transfer can only be fully successful when host governments and organizations have the capacity to absorb new technologies. The paper also finds that technology transfer in the dam sector needs to go beyond hardware and focus more on the transfer of expertise, skills and knowledge to enable long‐term sustainable development

    The Livelihood Challenges of Resettled Communities of the Bui Dam Project in Ghana and the Role of Chinese Dam-Builders

    Emerging issues from the Bui hydropower project suggest that the experiences of two earlier hydropower projects in Ghana failed to prevent challenges related to resource access and livelihoods. This article examines the nature of the challenges, their causes, why they were not avoided and the role of the Chinese builders. We conducted 43 interviews and 11 focus group discussions and analyzed qualitative data by themes using narrative analysis. Our findings show that the livelihoods of the resettled communities are, on balance, negatively impacted by the construction of the dam. While Chinese dam‐builders played a major role in financing and enabling the dam's construction, the Ghanaian governance arrangements were found to be more important in addressing the livelihood challenges
