    EDUCATIONAL SERVICES: BASIC THEORETICAL APPROACHES

    The article presents the results of empirical research on the main theoretical approaches to the concept of educational services. It is determined that the concept of educational services in the system of higher education has certain features in terms of interpretation and adaptation of accordingly defined goals, functions and approaches. After all, educational services have an economic, social and cultural component. Therefore, we can conclude about the complex nature of educational services, namely: as a symbiosis of public and personal well-being. The specifics of educational services are also determined, including the impossibility of demonstrating educational services; inability to allocate educational services; ability to change; storage is impossible; lack of sole ownership; long performance; receiving deferred benefits.     The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management.     THE QUALITY OF HIGHER EDUCATION THROUGH THE PRISM OF VALUES AND TARGETING OBJECTIVES OF EDUCATIONAL ACTIVITY

    This article presents the results of research on the value and target priorities in the quality management process in higher education. It is determined that the quality of education is a mean of development of the individual and society, a condition of trust in the educational sphere, it reflects the degree of conformity of the properties and results of educational processivity to certain norms and standards of education. It is established that the quality is traced in the presence of competencies that characterize the ability of graduates of the institution to effectively pursue professional activity in modern socio-economic conditions.Each specific historical level of the qualitative parameters of higher education is the result of determining the goal, or the spontaneity and purpose of indifference, or the symbiosis of the two previous possibilities. It is necessary to take into account the fact that in the absolute majority of cases the quality of higher education does not have a self-sufficient target status, but rather becomes the context and prerequisite for achieving some other strategic goal of individual or supra-individual (social, cultural, civilizational, global) value. The totality of these circumstances exacerbates the need to analyze the quality of higher education through the lens of a hierarchy of targets. Goal setting is the process of justification and goal setting. And the goal can be achieved by combining objective factors and ways and actions to do so. It is also proved that the structural components of personality, value orientations are the most important component of an individual's organization, his ethical-psychological and intellectual activity. And worldview is a set of views, principles, understanding of the world and program of action and forms the foundation of human consciousness. The acquired knowledge and beliefs, combined in the worldview, form a system of understanding by the man of the world and himself.Therefore, the quality of education can be ensured if the management system is in place, which involves the organization of a continuous process of influence of the management entity on its object and the appropriate coordination of their joint activities.     FACTORS DETERMINING EFFECTIVENESS IN MALAYSIAN SMALL & MEDIUM ENTERPRISES BY IMPLEMENTING GLOBALIZATION STRATEGY

    This research paper aims at identifying the current issues of Malaysian Small & Medium Enterprises (SMEs) to globalize to enter into new market, identifying companies’ internal and external barriers, identifying gaps of effective global strategy etc. The seriousness of the study will affix the current knowledge of business situation of effective globalization strategy to progress Malaysian SMEs. Earlier there is a study that has been placed that organizes Malaysia SMEs challenges across discipline for a better perspective to unleash SMEs potentials. In particular, benefaction of the SMEs will be creating employment possibility and providing constant economic development in both ways, enlarging entrepreneurial foundation and expanding human capital. With the implementation of the New Economic Policy (NEP) in 1971 which aimed to improve people’s welfare and restructure ethnic, economic imbalances, this step has been shown the importance of SMEs in Malaysia which can be traced back to the early 1970s. The commitment of Malaysian Governments to develop SMEs was further strengthened by the implementation of the Malaysia Industrial Master Plan, particularly the Industrial Master Plan 2 or IMP2 from 2000 to 2005 which was followed by the IMP3 spanning 2006 to 2020. Among other policies, this plan coincides with the country’s vision to be a developed nation by 2020 (MITI, 2005). In this research paper there shall be a significant study on identifying the barriers to globalize and extend the borders for Small & Medium Enterprises (SMEs)

    В статье представлены актуальные проблемы туристической инфраструктуры РФ на основании данных Росстата и Ростуризма, выполнен анализ туристической инфраструктуры РФ на примере оценок жителей города Екатеринбурга. Проведено социологическое исследование: «Инфраструктура внутреннего туризма РФ в оценках самодеятельных туристов». Методы исследования: количественный метод – опрос (анкетирование) в технике он-лайн, качественный метод – глубинное интервью. Сроки проведения исследования: 2015 – 2016 г.г. География: г. Екатеринбург. Для углубленного изучения брались следующие области/ города: Москва, Санкт-Петербург, Краснодарский край – входят в топ-10 лучших туристических направлений по России на протяжении многих лет, а также Свердловская, Тюменская, Пермская, Челябинская области – за счет близости к городу Екатеринбургу являются популярными направлениями «выходного дня» для екатеринбуржцев. Объем выборки: 171 респондент в возрасте от 18 – 63 лет.In this paper the actual problems of the tourism infrastructure of the Russian Federation are presented, based on the Rosstat and Rostourism data. The analysis is made according to the Yekaterinburg citizens‘ opinion. The social research has been made. It is in titled: ―The infrastructure of the domestic tourism in Russia according to the independent tourist‘s opinion‖. The methods of research are following: quantity method means sociological survey, using on-line technique, and quality method – deep interview. Dates of research: 2015 – 2016. Location: Yekaterinburg city. For deeper research we used the following districts/cities: Moscow, St. Petersburg and Krasnodar district are in top-ten list of the best travelling destinations around Russia for ages and also Sverdlovsk, Tyumen, Perm, Chelyabinsk regions – because of their close position to Yekaterinburg are very popular destinations of weekend tours for citizen of Yekaterinburg.     On the Way to Non-Hierarchical Communication: Methods of Reading and Writing in Teaching Philosophy to University Students

    The article is devoted to the problem of organizing non-hierarchical communication in the university classroom. The authors suggest that some teaching methods can bring the gap in communication between teacher and student. The authors describe and analyze their experience with the use of reading and writing methods adopted in the liberal arts education system for teaching the philosophy to non-humanities majors at a Russian university. This case is significant because it reflects the five-year experience of using reading and writing methods in isolation from the entire humanitarian system. This isolation affects the choice of methods and their transformation. The article outlines the main difficulties that instructors face and the limitations of these methods. Difficulties in assessing the effectiveness of the considered methods are revealed. An analysis of student feedback on the seminars shows that these methods help bridge the gap in communication between teacher and student and create a supportive environment conducive to more effective work on philosophical texts.
