    The Innovative Approaches in the Staff Management of Enterprises

    The article is aimed at studying and systematizing the basic modern theoretical approaches to innovative staff management. The most important innovative approaches in staff management of enterprises presented in the scientific-methodological researches of contemporary scholars are considered and defined. The necessity of scientific substantiation of introduction of innovations in the sphere of staff management by definition of key principles of innovative development of this sphere is identified. The authors also consider the main traditional (administrative, economic, social-psychological) and the innovative methods (innovative selection of staff, providing the use of the newest technologies of search for employees; innovative methods of assessment of activities used at the stage of recruitment and management of personnel to determine the level of conformity of both professional and personal characteristics of staff with both official and internal requirements; innovative career management methods; innovative methods of stimulation and motivation) in the system of modern staff management of enterprises, the most priority aspects of their introduction and implementation are allocated

    Management Model of Energy Enterprises Innovative Development Within Physiological Working Conditions

    This paper takes into account scientific approaches to mathematical modeling usage of interval data analysis to develop and improve the innovation management system due to effective innovative solutions related to the sale of energy resources and services including physiological working conditions of employees. The research outlines the tools for implementing the strategy of energy companies’ innovative development based on dynamic interval management models of enterprises innovative development, which substantiate management decisions and correlates physiological working conditions of employees. As a result, all these factors make it possible to predict the impact of a system of innovative development factors on the enterprise financial condition. Construction methods of an integrated indicator level combined with workers physiological conditions of energy enterprises innovative development have been used and provided on the optimization of the factor space that creates the company's innovation policy and takes into account its causal links, human factor, physical level of readiness. The article results allowed its usage for modeling the impact of innovation level on the financial performance of energy companies as well as a study of the state of innovative development of energy enterprises in the region. The mathematical modeling has been used to build such a tool for managing the innovative development of energy market enterprises. One of the most effective approaches to modeling the dynamics of economic processes is the set-theoretic approach accompanied with physical level of employee. Within this approach, the models contain parameters and variables represented as sets of guaranteed or acceptable values, or as fuzzy sets with known matching functions.  The paper determines that the advantage of this approach is that it does not require large samples of data (time series) to obtain adequate models, and preliminary study of statistical characteristics of data, such as the law of data distribution and others. The interval models, which describe indicators of economic processes in intervals of possible values or functional corridors, have been chosen as one type of models. It has been proposed to choose gross income as an indicator of the financial condition of energy market enterprises, because the activities of energy companies are essentially the sale of energy resources and services. Accordingly, innovative solutions aimed at improving sales should receive a response to gross sales revenue.  The management mathematical dynamic models proposed in the work scientifically substantiate the decisions made and allow predicting the influence of the system of innovative development factors and physiological working conditions of employees on the financial condition of the enterprise

    Innovative development of the energy service enterprise as an object of management

    The understanding of the peculiarities of innovations and innovative development of the energy service enterprise has been outlined in the article. The essence of the concept of "innovation" has been determined. To improve approaches to innovative development of the enterprise, it has been proposed to consider innovation as a result (product, process, service). This article is aimed at solving the problems of the energy service market, in particular the management of enterprises that provide production processes in the power industry to improve the technical equipment of labor, the rational organization of the workplace. The article presents the features of the formation of energy efficiency management strategy of enterprises using a comprehensive assessment of the internal and external environment based on sustainable development and practical approach combined with a comprehensive interpretation of the concept of energy efficiency management strategy of enterprises. The study takes into account the specificity through the emphasis on the system of areas (directions) to be managed in the framework of strategic management and provides references to the main characteristics associated with existing approaches to target effects and systemic, comprehensive approach to strategic management in this sphere. A significant role is given to human resources in the mechanism of stimulating and motivating the energy efficiency of the enterprise, which is manifested in situations when the production process is energy-consuming or when the enterprise is a supplier of energy resources. It is in such areas of activity that every employee, regardless of management level, must understand the reasons for specific management actions, how their result will affect the results of work, and what will be the reward for it

    Innovative human capital management of energy enterprises and the role of shaping the environmental behavior of consumers of green energy based on the work of smart grids

    The use of Internet of Things programs in various fields of activity testifies the reset of the human lifestyle. Climate change and limited access to natural resources are factors for shaping the environmental behavior of energy consumers. Ensuring the development of Smart specialization and innovation in the energy sector provides the transformation of a set of competencies and skills, the organization of the workspace based on digitalization, as well as the increasing role of continuous personnel training at energy enterprises. Considering this, the article is devoted to the development of a system of innovative human capital management of energy enterprises in the context of environmental behavior formation of consumers of green energy based on the work of Smart Grids, the solution of the issue of identification and the formation of appropriate digital competencies to optimize the process of marketing promotion of green energy services in the virtual space. For this, the role of human capital formation in the innovative development of an energy enterprise and the approval of the foundations for organizing a virtual socio-economic space based on the work of smart grids.The relationship between the formation of environmental behavior of consumers of green energy and the need to develop digital competencies of employees of energy enterprises has been proved. The level of the use of innovative technologies for the development of personnel in the field of energy has been investigated and a set of digital competencies necessary for the development of the industry in the conditions of the formation of environmental behavior of consumers of green energy based on the operation of Smart Grids has been established. The analysis of the dynamics of the use of computers, computer networks, and social media at Ukrainian enterprises by types of economic activity indicates an increase in the level of use of social media and mobile networks. The algorithm for managing the human capital of energy enterprises in the virtual space has been optimized for the formation of digital competencies based on the work of Smart Grids, which will contribute to ensuring the transition to an increase in the consumption of green energy

    Each bank manager should understand that the use of modern personnel management technologies is essential to motivate employees to work efficiently. Coaching is one of the ways to influence employees, it focuses on the formation of employee behavior in such a way as to maximize the independence and effectiveness of the decisions taken. To date, this kind of personnel management is becoming more relevant and significant. The purpose of the study is to determine the methods of coaching and its algorithm in personnel management, the possibility of borrowing the foreign companies experience, as well as its effective use as an innovative approach to personnel management. Scientific findings of leading scholars in personnel management, especially coaching, make the theoretical basis of the research. The research uses the methods of analysis, synthesis and comparison. The article describes the category of “coaching”, defines its main characteristics, functions and tasks, examines the use of coaching in the Coaching Policy on the Central Bank of Ireland, analyzes the current implementation of coaching in Ukrainian banks and rationalizes the relevance and prospects for using coaching by Ukrainian banks

    The article considers the peculiarities of the formation of regulatory policy in Ukraine in public administration reform. The influence of the experience of economically developed countries and international organizations on the implementation of effective regulatory policy in Ukraine is analyzed. The activities of the Organization for Economic Cooperation and Development, which aim to improve the efficiency of public administration in the field of regulatory policy and cooperation of Ukraine with the Organization within the Memorandum of Understanding on deepening cooperation, are studied. The directions for improving the legal regulation of regulatory policy in Ukraine are analyzed. It is substantiated that the national legal doctrine of Ukraine does not have relevant developments that could ensure the unity of approaches to the relationship of regulatory policy, planning, legal forecasting, the formation of legal regulation in the regulation field. This affects the quality of proposed bills in the areas where regulation is still quite difficult for the Ukrainian legal system due to the lack of experience, and extrapolation of European experience is not always productive in terms of underdeveloped infrastructure and other technical and social factors.У статті розглянуто особливості формування регуляторної політики в Україні в контексті реформування державного управління. Проаналізовано вплив досвіду економічно розвинених країн та міжнародних організацій на здійснення ефективної регуляторної політики в Україні. Розглянуто діяльність Організації економічного співробітництва та розвитку, яка спрямована на підвищення рівня ефективності державного управління у сфері регуляторної політики та співпраці України із зазначеною Організацією в рамках Меморандуму про взаєморозуміння щодо поглиблення співпраці. Проаналізовано напрями вдосконалення правового регулювання регуляторної політики в Україні. Обґрунтовано, що національна правова доктрина України не має відповідних напрацювань, які б могли забезпечити єдність підходів до співвідношення регуляторної політики, планування, правового прогнозування, формування правового регулювання у сфері регулювання. Це впливає на якість запропонованих законопроектів у сферах, де регулювання все ще є досить складним для української правової системи через брак досвіду, а екстраполяція європейського досвіду не завжди є продуктивною з точки зору нерозвиненої інфраструктури та інших технічних і соціальних факторів

    Dealing with the effects of COVID-19 is on the energy security agenda. Consolidation of efforts at the regional, national and international levels to exchange experience in the implementation of successful practices and the formation of institutional support of the sustainable energy development contributes to the post-COVID-19 revitalisation. With this in mind, the article is devoted to studying the peculiarities and experience of the post-COVID-19 revitalisation of the energy sector in different countries and determining the development prospects of climate-neutral technologies in the energy security sphere. A change in the behaviour of energy consumers by the secondary energy source in the context of increased quarantine restrictions has been established. In particular, a downward trend in the volume of energy consumption from traditional sources (oil, coal, etc.) has been traced. At the same time, the demand for energy consumption from renewable sources (solar energy, wind energy, etc.) has grown, which made it possible to diagnose the reduction in CO2 emissions. Based on the analysis of measures to reduce the negative impact of the COVID-19 on energy security in different countries, the integration of the foundations of climate neutrality through the development of new critical technologies in the field of renewable energy sources has been established. As a result of a survey of green energy stakeholders using PEST analysis, it was proved that the complexity of integrating the principles of climate neutrality into the energy sector is that the result is not an economic effect but primarily an environmental effect (energy decarbonization). As a result, a methodology for determining the sustainability indicators for developing climate-neutral technologies in energy security using fuzzy set methods is proposed. The prospect of developing climate-neutral technologies in energy security lies in the transition to cross-sectoral interaction based on a closed cycle of energy consumption from renewable sources and the use of Industry 4.0 technologies. The proposed methodology will be a tool for further research on the developing organizational and innovative support and justifying the economic feasibility of introducing climate-neutral technologies based on the clustering of industries and a circular economy in the energy security sphere
