РОЛЬ ІРАНУ У ВРЕГУЛЮВАННІ СИРІЙСЬКОГО КОНФЛІКТУ. (IRAN’S ROLE IN RESOLVING THE SYRIAN CONFLICT.)

У статті проаналізовано вплив подій «Арабської весни» у Сирії на стратегічний характер відносин між цією державою та Іраном. Особлива увага приділяється позиції Ірану відносно внутрішньосирійського конфлікту, застосуванню тегеранським керівництвом дипломатичних та інших засобів його врегулювання. (The article analyzes the impact of the «Arab spring» in Syria on the strategic relations between this country and Iran. Special attention is paid to Iran’s approach towards domestic Syrian conflict and the ussage of diplomatic and other means by the Tehran authority.

Patterns of change concentration of chemical elements in the engine oil of vehicles operating in non-stationary conditions when adding additives

Досліджено вплив присадок на концентрацію хімічних елементів у моторній оливі М10Г2к при роботі кар’єрних автосамоскидів. Виявлено закономірності зміни концентрації Fe, Cr, Al, Pb з напрацюванням та побудовано диференціальні функції їх розподілу. Показано, що при додаванні присадок середня концентрація хімічних елементів, у порівнянні з базовою моторною оливою, зменшується, що свідчить про зменшення зносу деталей двигунів і подовження ресурсу та терміну заміни моторної оливи.The influence of additives on the concentration of chemical elements in the engine oil at defined М10Г2к dump trucky is vestisated. The regularities of changes in the concentration of Fe, Cr, Al, Pb are operation of with opperation and there were built differential functions of there districultion. It is shown that the addition of additives average concentration of chemical elements in comparison with the base engine oil decreases, indicating a decrease of engine parts wear and service life extension as well as the motor oil change intervals

Implementation of Innovative Technology for Evaluating High-speed Rail Passenger Transportation

The size and content of consumer value (CV) of the service for the transportation of passengers by the railways ofUkrainein long-distance communication by nighttime and daytime trains is determined. A comparison is made of the results of two approaches to researching the attitude of customers to the service – traditional (point-based) and new, taking into account the specific requirements of the total management of the customer value of the service. The directions of the managerial impact of CV on the passenger transportation in long-distance communication by the railways ofUkrainebased on the attitude of customers to the disadvantages and advantages of this service are determined.In three focus groups, discussions were held about travel by Ukrainian railways by daytime and nighttime trains. Based on the results, a list of the disadvantages and advantages that form the consumer value of such a transport service is formed. The list of 19 positive and negative statements reflected all stages of the trip by rail. Behind it, the Likert scale and the corresponding form for conducting an interview were developed. The number of respondents is 823. The sample is random.The results of the polls confidently prove that the prejudiced attitude of passengers towards daytime transportation has been overcome. The ratio of passengers of the railways ofUkrainein daytime transportation in long-distance traffic is better than in nighttime.Only one fifth of those traveling daytime and nighttime are fully satisfied with the level of advantages and disadvantages, which is not enough for most customers to make repeat purchases. However, such a hypothesis needs to be verified in future studies.The feeling of satisfaction among passengers of daytime trains with a positive value of consumer value does not arise in 29 %, which is a threat to the railway operator company. Women are generally worse off on transportation services than men.Personal experience using the train in general does not affect the attitude. However, the experience of using a nighttime train significantly reduces the consumer value of the transport service.The main conclusion is that when several customer segments are served simultaneously in a common space, the total management of the customer value of the service and the corresponding research methods are productive

Запровадження проєкту «Поліцейський офіцер громади»: реальні дії з наближення поліцейського сервісу до людей (на прикладі Харківської області)

The author has studied the issue of further approach of the police service to the people – members of the united territorial community. The emphasis has been placed on the need to take further steps to strengthen partnership between the police and community members. Special attention has been paid to the important role of the National Police in the process of implementing the decentralization, taking measures to ensure public order and security in the territories of united communities, taking into account the views, positions and recommendations of residents of united territorial communities, the importance of interaction between community police officers and the population. The author has highlighted the importance of the pilot project “Community Police Officer” to further increase of public confidence in the police. The author has suggested appropriate measures for more effective promotion of this project, in particular: to initiate for the Department of the National Police of Ukraine to take measures aimed at creating a legal base that can ensure the effective operation of community police officers according to the legal point of view, as well as their interaction with other law enforcement agencies, introducing relevant amendments into existing regulatory documents; to prepare propositions in regard to these provisions; to develop routes and time of foot patrol by community police officers of the assigned territory, taking into account the analysis of street offenses, the location of places visited by a significant number of residents of the united territorial communities and other features of a particular united community; to make propositions for the creation of a “basic” united territorial communities in Kharkiv oblast, in terms of community police officers’ activities, to initiate and provide assistance to the Department of Preventive Activities of the Main Directorate of the National Police in Kharkiv oblast in organizing and conducting practical classes with this category of employees with visiting the specified united territorial communities; to introduce training of community police officers on the basis of Kharkiv National University of Internal Affairs, to prepare appropriate educational and methodical material; to improve the work of community police officers to ensure effective exchange of information, opportunities to quickly make decisions in case of complications, create an Internet group in the application “Telegram”, which should include police officers working within the pilot project “Community Police Officer”.Розглянуто питання щодо подальшого наближення поліцейського сервісу до людей – членів об’єднаної територіальної громади. Акцентовано увагу на необхідності здійснення подальших кроків, спрямованих на зміцнення партнерських відносин поліції та членів громади. Звернено увагу на важливу роль Національної поліції у процесі впровадження децентралізації, вжиття заходів із забезпечення публічного порядку і безпеки на територіях об’єднаних громад, урахування в цій роботі думок, позиції та рекомендацій мешканців об’єднаних територіальних громад, значення взаємодії поліцейських офіцерів громади і населення. Висвітлено значення пілотного проєкту «Поліцейський офіцер громади» для подальшого підвищення рівня довіри населення до поліції. Запропоновано відповідні заходи щодо більш ефективного просування проєкту «Поліцейський офіцер громади»

Influence additives to motor oil on the characteristics of diesel engines, has worked in the non-stationary conditions oper

В статті розглянуто вплив присадок на зовнішньо-швидкісні характеристики дизелів, що працюють в нестаціонарних умовах. Виявлено збільшення рівня потужності та крутного моменту і зниження питомої витрати палива при додаванні присадок дисульфід молібдена, "НИОД-5", "Roil Gold, і "КГМТ-1" запропонованої авторами. Отримані результати обґрунтовуються впливом присадок на характеристики та властивості моторної оливи, її зношувальну здатність та припрацьованість основних спряжень дизелі. Визначено також відновлюваний характер властивостей оливи при додаванні присадок, що підтверджують експериментальні дослідження зміни моменту тертя з напрацюванням в різних режимах функціонування: безперервному і "пуск-зупинка". The article considers the influence of additives on the externally-speed characteristics of diesel engines operating under transient conditions. Investigations were carried out on the break-in-roller stand КС-276-032 to validate the running-in and testing of diesel engines in the cold no-load and hot load and no load. Testing procedures and evaluate the performance of the engine. In the basic engine oil added various functional additives in optimum concentrations. Speed range crankshaft commensurate with the operational range. Tests were carried out in a continuous mode, and the "start-stop". Revealed that the addition of molybdenum disulphide additives, "НИОД-5", "Roil Gold", and "КГМТ-1" suggested by the authors, increased levels of power and torque and reduced fuel consumption. The findings substantiate the influence of additives on the characteristics and properties of the engine oil, it wears capacity and runningmates main diesel. Restorative properties of the oil with the addition of additives, is supported by experimental studies of changes in the friction torque with operating in different modes of operation: continuous and "start-stop". In the used motor oil without making the test additives friction torque peaks recorded in a continuous mode and in the "start-stop". When making additive remained initial peak friction torque in continuous operation at the beginning of each period mode "start-stop". To some extent reduce the overall level of the friction torque value. The characteristic is that the moment of friction in the reduction of oil additives of magnitude lower than in the continuous mode

Lattice relaxation around arsenic and selenium in CdTe

We have investigated the lattice relaxation around impurity atoms at the anion sublattice in CdTe, such as As acting as acceptor and Se which is isovalent to Te, with fluorescence detected EXAFS. We experimentally verify the lattice relaxation with a bond length being reduced by 8% around the As atom as inferred indirectly from ab-initio calculations of the electric field gradient in comparison with the measured value in a PAC experiment (S. Lany et al., Phys. Rev. B 62, R2259 (2000)). In the case of the isovalent impurity atom Se, the bond length is similarly reduced as determined experimentally by EXAFS and by model calculations with the density functional theory implemented in the WIEN97 program. In contrast to this inward relaxation, preliminary calculations for Br in CdTe, the next element in the series As, Se, and Br, which acts as donor at the Te sublattice, indicate an increase in bond length, an interesting prediction waiting for experimental verification
