    Democratic localism and the implementation of the Community Remedy in England and Wales

    This article assesses the development and implementation of the Community Remedy anti-social behaviour policy by Police and Crime Commissioners (PCCs) in England and Wales. The Community Remedy, introduced by the Anti-Social Behaviour, Crime and Policing Act (2014), allows victims of ‘low-level’ anti-social behaviour to select an informal action for their offender from a list designed by their local PCC via consultation with the public. This article reports the results of a benchmarking exercise that investigates how PCCs have translated this policy into practice by examining: public consultation procedures; the contents of the Community Remedy documents; and police usage. The findings indicate an uneven implementation across regions with variable levels of engagement from PCCs, police forces and members of the public. We assess the enactment and adoption of this new power alongside its potential to stimulate democratic localism

    Postcolonial town planning in Commonwealth nations: A case study of the Solomon Islands - an agenda for change

The definitive version is available at www.informaworld.comThe principal argument advanced in this paper is that spatial planning in the Solomon Islands has failed to deliver any substantive benefits and is therefore in urgent need of reform. The present model of planning, derived from a combination of colonial practice and legislation originating in the UK, does not add much, if any, value to the development process. The poor quality of planning in the Solomons cannot be seen in isolation. There are similar systems in use throughout much of the Commonwealth and anecdotal evidence suggests that the failings are widely duplicated. The Solomon Islands only appear exceptional in the extent to which other government systems have demonstrably broken down, following the 'Ethnic Tension' of 2000 - 03. The Regional Assistance Mission to the Solomon Islands (RAMSI) provides a unique opportunity for a review of the way in which planning operates.     Level Eulerian Posets

    The notion of level posets is introduced. This class of infinite posets has the property that between every two adjacent ranks the same bipartite graph occurs. When the adjacency matrix is indecomposable, we determine the length of the longest interval one needs to check to verify Eulerianness. Furthermore, we show that every level Eulerian poset associated to an indecomposable matrix has even order. A condition for verifying shellability is introduced and is automated using the algebra of walks. Applying the Skolem--Mahler--Lech theorem, the ab{\bf ab}-series of a level poset is shown to be a rational generating function in the non-commutative variables a{\bf a} and b{\bf b}. In the case the poset is also Eulerian, the analogous result holds for the cd{\bf cd}-series. Using coalgebraic techniques a method is developed to recognize the cd{\bf cd}-series matrix of a level Eulerian poset

    Orbital characterization of the \beta Pictoris b giant planet

    In June 2010, we confirmed the existence of a giant planet in the disk of the young star Beta Pictoris, located between 8 AU and 15 AU from the star. This young planet offers the rare opportunity to monitor a large fraction of the orbit using the imaging technique over a reasonably short timescale. Using the NAOS-CONICA adaptive-optics instrument (NACO) at the Very Large Telescope (VLT), we obtained repeated follow-up images of the Bpic system in the Ks and L' filters at four new epochs in 2010 and 2011. Complementing these data with previous measurements, we conduct a homogeneous analysis, which covers more than eight yrs, to accurately monitor the Bpic b position relative to the star. On the basis of the evolution of the planet's relative position with time, we derive the best-fit orbital solutions for our measurements. More reliable results are found with a Markov-chain Monte Carlo approach. The solutions favor a low-eccentricity orbit e < 0.17, with semi-major axis in the range 8--9 AU corresponding to orbital periods of 17--21 yrs. Our solutions favor a highly inclined solution with a peak around i=88.5+-1.7 deg, and a longitude of ascending node tightly constrained at Omega = -147.5+-1.5 deg. These results indicate that the orbital plane of the planet is likely to be above the midplane of the main disk, and compatible with the warp component of the disk being tilted between 3.5 deg and 4.0 deg. This suggests that the planet plays a key role in the origin of the inner warped-disk morphology of the Bpic disk. Finally, these orbital parameters are consistent with the hypothesis that the planet is responsible for the transit-like event observed in November 1981, and also linked to the cometary activity observed in the Bpic system.Comment: 10 pages, 12 figures, accepted to A&

    An Infrared Coronagraphic Survey for Substellar Companions

    We have used the F160W filter (1.4-1.8 um) and the coronagraph on the Near-InfraRed Camera and Multi-Object Spectrometer (NICMOS) on the Hubble Space Telescope (HST) to survey 45 single stars with a median age of 0.15 Gyr, an average distance of 30 pc, and an average H-magnitude of 7 mag. For the median age we were capable of detecting a 30 M_Jup companion at separations between 15 and 200 AU. A 5 M_Jup object could have been detected at 30 AU around 36% of our primaries. For several of our targets that were less than 30 Myr old, the lower mass limit was as low as a Jupiter mass, well into the high mass planet region. Results of the entire survey include the proper motion verification of five low-mass stellar companions, two brown dwarfs (HR7329B and TWA5B) and one possible brown dwarf binary (Gl 577B/C).Comment: 11 figures, accepted by A

    Searching for a link between the magnetic nature and other observed properties of Herbig Ae/Be stars and stars with debris disks

    Among the 21 Herbig Ae/Be stars studied, new detections of a magnetic field were achieved in six stars. For three Herbig Ae/Be stars, we confirm previous magnetic field detections. The largest longitudinal magnetic field, = -454+-42G, was detected in the Herbig Ae/Be star HD101412 using hydrogen lines. No field detection at a significance level of 3sigma was achieved in stars with debris disks. Our study does not indicate any correlation of the strength of the longitudinal magnetic field with disk orientation, disk geometry, or the presence of a companion. We also do not see any simple dependence on the mass-accretion rate. However, it is likely that the range of observed field values qualitatively supports the expectations from magnetospheric accretion models giving support for dipole-like field geometries. Both the magnetic field strength and the X-ray emission show hints for a decline with age in the range of ~2-14Myrs probed by our sample supporting a dynamo mechanism that decays with age. However, our study of rotation does not show any obvious trend of the strength of the longitudinal magnetic field with rotation period. Furthermore, the stars seem to obey the universal power-law relation between magnetic flux and X-ray luminosity established for the Sun and main-sequence active dwarf stars.Comment: 21 pages, 16 figures, 7 tables, accepted for publication in A&

    The Kuiper Belt and Other Debris Disks

    We discuss the current knowledge of the Solar system, focusing on bodies in the outer regions, on the information they provide concerning Solar system formation, and on the possible relationships that may exist between our system and the debris disks of other stars. Beyond the domains of the Terrestrial and giant planets, the comets in the Kuiper belt and the Oort cloud preserve some of our most pristine materials. The Kuiper belt, in particular, is a collisional dust source and a scientific bridge to the dusty "debris disks" observed around many nearby main-sequence stars. Study of the Solar system provides a level of detail that we cannot discern in the distant disks while observations of the disks may help to set the Solar system in proper context.Comment: 50 pages, 25 Figures.     Coeliac disease-associated risk variants in TNFAIP3 and REL implicate altered NF-kappaB signalling

    Objective: Our previous coeliac disease genome-wide association study (GWAS) implicated risk variants in the human leucocyte antigen (HLA) region and eight novel risk regions. To identify more coeliac disease loci, we selected 458 single nucleotide polymorphisms (SNPs) that showed more modest association in the GWAS for genotyping and analysis in four independent cohorts. Design: 458 SNPs were assayed in 1682 cases and 3258 controls from three populations (UK, Irish and Dutch). We combined the results with the original GWAS cohort (767 UK cases and 1422 controls); six SNPs showed association with p Results: We identified two novel coeliac disease risk regions: 6q23.3 (OLIG3-TNFAIP3) and 2p16.1 (REL), both of which reached genome-wide significance in the combined analysis of all 2987 cases and 5273 controls (rs2327832 p= 1.3x10(-08), and rs842647 p= 5.26x10(-07)). We investigated the expression of these genes in the RNA isolated from biopsies and from whole blood RNA. We did not observe any changes in gene expression, nor in the correlation of genotype with gene expression. Conclusions: Both TNFAIP3 (A20, at the protein level) and REL are key mediators in the nuclear factor kappa B (NF-kappa B) inflammatory signalling pathway. For the first time, a role for primary heritable variation in this important biological pathway predisposing to coeliac disease has been identified. Currently, the HLA risk factors and the 10 established non-HLA risk factors explain similar to 40% of the heritability of coeliac disease

    The Formation and Evolution of the First Massive Black Holes

    The first massive astrophysical black holes likely formed at high redshifts (z>10) at the centers of low mass (~10^6 Msun) dark matter concentrations. These black holes grow by mergers and gas accretion, evolve into the population of bright quasars observed at lower redshifts, and eventually leave the supermassive black hole remnants that are ubiquitous at the centers of galaxies in the nearby universe. The astrophysical processes responsible for the formation of the earliest seed black holes are poorly understood. The purpose of this review is threefold: (1) to describe theoretical expectations for the formation and growth of the earliest black holes within the general paradigm of hierarchical cold dark matter cosmologies, (2) to summarize several relevant recent observations that have implications for the formation of the earliest black holes, and (3) to look into the future and assess the power of forthcoming observations to probe the physics of the first active galactic nuclei.Comment: 39 pages, review for "Supermassive Black Holes in the Distant Universe", Ed.
