    Samorząd terytorialny w oczach socjologów – dyskusja

    The last elections in Poland have substantially changed the political discourse. The new government has started to implement numerous reforms. Many of them aroused great controversy, including the one introducing changes in the local government system. This discussion can be considered as an invitation to broader considerations on the future of local government in Poland. It contains statements of six sociologists who are professionally interested in local government issues. They were inspired by three questions (asked by the editors of the text) about: (i) the possible outcome of the reform of the territorial self-government (ii) the functioning of the territorial self-government (iii) the evaluation of the discussion on the announced changes. The answers to these questions were based on the research knowledge and research experiences of the respondents and are therefore more science-based that general opinions typical for a public discussion which often manifest the worldview (or political attitudes) of the debating parties.Ostatnie wybory w Polsce mocno zmieniły sytuację polityczną. Nowe władze przystąpiły do realizacji licznych reform. Wiele z nich wzbudziło duże kontrowersje. Dotyczy to także zapowiedzi związanych ze zmianami w systemie samorządu terytorialnego. Artykuł można potraktować jako zaproszenie do dyskusji na temat przyszłości samorządności terytorialnej w Polsce. Zawiera wypowiedzi sześciu socjologów zajmujących się problematyką samorządową. Były one inspirowane trzema pytaniami, które dotyczyły: (1) bilansu polskiej reformy samorządowej, (2) problemów funkcjonowania samorządów, (3) oceny przebiegu dyskusji poświęconej zapowiedzianym zmianom. Wypowiedzi (odpowiedzi na pytania) opierają się na kompetencjach badaczy i ich doświadczeniu badawczym, są zatem w większym stopniu odwzorowaniem wiedzy naukowej i doświadczeń badawczych niż opinii, czy światopoglądu, które właściwe są dyskursowi publicznemu

    Are Elevated Levels of IGF-1 Caused by Coronary Arteriesoclerosis?: Molecular and Clinical Analysis

    The importance of insulin-like growth factor-1 (IGF-1) in coronary artery disease (CAD) due to wide range of its biological effects and its therapeutic potential, has already been described. Our aim was to evaluate possible influence of IGF-1 serum level changes on coronary atherosclerosis. In case of existence of such association our further aim was to verify and explain this phenomenon by examination of promoter P1 of IGF-1gene and receptor gene for IGF-1. The study was performed in 101 consecutive patients undergo for routine coronary angiography. Quantitative and qualitative assessment of coronary atherosclerosis was performed respectively by estimation of the number of culprit lesions in coronary arteries and by Gensini score calculation. IGF-1, IGFBP3 and plasma lipoproteins were measured in all patients. In addition, we evaluated DNA from 101 patients, isolated from blood cells, which was amplified by using PCR with sophisticated primers for P1 promoter of IGF-1 gene and IGF-1 receptor gene, then analyzed utilizing SSCP technique and automatically sequenced. We observed significant increase of serum IGF-1 levels in patients with “3 vessel disease” and with high score in Gensini scale when compared to those without any narrowing lesions in coronary arteries and 0 Gensini score (in group with 3 vessel disease 215.0 ± 71.3 versuss 176.7 ± 34.2 ng/ml p = 0.04 and with high Gensini score 231.4 ± 59.3 versus 181.0 ± 37.8 ng/ml p = 0.01).We found different genotypes for five P1 promoter polymorphisms of IGF-1 gene (RS35767, RS5742612, RS228837, RS11829693, RS17879774). There were no significant associations between the observed single nucleotide polymorphism (SNP) and coronary atherosclerosis nor with levels of circulating IGF-1. We found no structural polymorphism in receptor gene for IGF-1 nor in its extracellular domain(exon 2–4) nor in internal domain (exon 16–21). The effect of increased IGF-1 serum level in our study was probably independent from structural polymorphism in promoter P1 for IGF-1 or in receptor gene for IGF-1

    Analyses of least cost paths for determining effects of habitat types on landscape permeability: wolves in Poland

    Determining ecological corridors is crucial for conservation efforts in fragmented habitats. Commonly employed least cost path (LCP) analysis relies on the underlying cost matrix. By using Ecological Niche Factor Analysis, we minimized the problems connected with subjective cost assessment or the use of presence/absence data. We used data on the wolf presence/absence in Poland to identify LCPs connecting patches of suitable wolf habitat, factors that influence patch occupancy, and compare LCPs between different genetic subpopulations. We found that a lower proportion of cities and roads surrounds the most densely populated patches. Least cost paths between areas where little dispersal takes place (i.e., leading to unpopulated patches or between different genetic subpopulations) ran through a higher proportion of roads and human settlements. They also crossed larger maximal distances over deforested areas. We propose that, apart from supplying the basis for direct conservation efforts, LCPs can be used to determine what factors might facilitate or hinder dispersal by comparing different subsets of LCPs. The methods employed can be widely applicable to gain more in-depth information on potential dispersal barriers for large carnivores

    Search for Doubly-Charged Higgs Boson Production at HERA

    A search for the single production of doubly-charged Higgs bosons H^{\pm \pm} in ep collisions is presented. The signal is searched for via the Higgs decays into a high mass pair of same charge leptons, one of them being an electron. The analysis uses up to 118 pb^{-1} of ep data collected by the H1 experiment at HERA. No evidence for doubly-charged Higgs production is observed and mass dependent upper limits are derived on the Yukawa couplings h_{el} of the Higgs boson to an electron-lepton pair. Assuming that the doubly-charged Higgs only decays into an electron and a muon via a coupling of electromagnetic strength h_{e \mu} = \sqrt{4 \pi \alpha_{em}} = 0.3, a lower limit of 141 GeV on the H^{\pm\pm} mass is obtained at the 95% confidence level. For a doubly-charged Higgs decaying only into an electron and a tau and a coupling h_{e\tau} = 0.3, masses below 112 GeV are ruled out.Comment: 15 pages, 3 figures, 1 tabl

    Forward pi^0 Production and Associated Transverse Energy Flow in Deep-Inelastic Scattering at HERA

    Deep-inelastic positron-proton interactions at low values of Bjorken-x down to x \approx 4.10^-5 which give rise to high transverse momentum pi^0 mesons are studied with the H1 experiment at HERA. The inclusive cross section for pi^0 mesons produced at small angles with respect to the proton remnant (the forward region) is presented as a function of the transverse momentum and energy of the pi^0 and of the four-momentum transfer Q^2 and Bjorken-x. Measurements are also presented of the transverse energy flow in events containing a forward pi^0 meson. Hadronic final state calculations based on QCD models implementing different parton evolution schemes are confronted with the data.Comment: 27 pages, 8 figures and 3 table

    The Long-Baseline Neutrino Experiment: Exploring Fundamental Symmetries of the Universe

    The preponderance of matter over antimatter in the early Universe, the dynamics of the supernova bursts that produced the heavy elements necessary for life and whether protons eventually decay --- these mysteries at the forefront of particle physics and astrophysics are key to understanding the early evolution of our Universe, its current state and its eventual fate. The Long-Baseline Neutrino Experiment (LBNE) represents an extensively developed plan for a world-class experiment dedicated to addressing these questions. LBNE is conceived around three central components: (1) a new, high-intensity neutrino source generated from a megawatt-class proton accelerator at Fermi National Accelerator Laboratory, (2) a near neutrino detector just downstream of the source, and (3) a massive liquid argon time-projection chamber deployed as a far detector deep underground at the Sanford Underground Research Facility. This facility, located at the site of the former Homestake Mine in Lead, South Dakota, is approximately 1,300 km from the neutrino source at Fermilab -- a distance (baseline) that delivers optimal sensitivity to neutrino charge-parity symmetry violation and mass ordering effects. This ambitious yet cost-effective design incorporates scalability and flexibility and can accommodate a variety of upgrades and contributions. With its exceptional combination of experimental configuration, technical capabilities, and potential for transformative discoveries, LBNE promises to be a vital facility for the field of particle physics worldwide, providing physicists from around the globe with opportunities to collaborate in a twenty to thirty year program of exciting science.     The SMRD subdetector at the T2K near detector station

    The T2K long-baseline neutrino oscillation experiment is running in Japan. The primary goals of the T2K are measurement of the mixing angle 13, and precise measurements of the mixing angle 23 and of the mass difference m2 23. The installation of the near detector complex was completed and first data were already registered.     W ostatnim czasie obserwuje się większe zainteresowanie rzadkimi nowotworami neuroendokrynnymi żołądkowo-jelitowo-trzustkowymi (GEP NEN). Wykrywalność nowotworów neuroendokrynnych w ostatnich latach wzrosła. Ponad 50% GEP NEN stanowią rakowiaki, które najczęściej są znajdowane przypadkowo podczas zabiegu operacyjnego w jelicie cienkim i w wyrostku robaczkowym oraz w momencie rozpoznania przerzutów odległych, głównie do wątroby. Istnieje konieczność współdziałania specjalistów różnych dziedzin medycyny w celu opracowania właściwych zasad postępowania diagnostyczno-leczniczego w tej grupie chorych. W niniejszej publikacji przedstawiono ogólne zalecenia Polskiej Sieci Guzów Neuroendokrynnych dotyczące postępowania u chorych z GEP NEN, opracowane podczas Konferencji, która odbyła się w Kamieniu Śląskim w kwietniu w 2013 roku. Członkowie grup roboczych zaktualizowali rekomendacje z 2008 roku.W kolejnych częściach tego opracowania przedstawiono zasady postępowania w:— nowotworach neuroendokrynnych żołądka i dwunastnicy (z uwzględnieniem gastrinoma);— nowotworach neuroendokrynnych trzustki; — nowotworach neuroendokrynnych jelita cienkiego i wyrostka robaczkowego;— nowotworach neuroendokrynnych jelita grubego.Zaproponowane rekomendacje przez ekspertów polskich i zagranicznych reprezentujących różne dziedziny medycyny (endokrynologię, gastroenterologię, chirurgię, onkologię, medycynę nuklearną i patomorfologię) powinny być pomocne w diagnostyce i leczeniu tych chorych. (Endokrynol Pol 2013; 64 (6): 418–443)An increased interest in gastro-entero-pancreatic neuroendocrine neoplasms (GEP NENs) has recently been observed. These are rare neoplasms and their detection in recent years has improved. Over 50% of GEP NENs are carcinoids, and they are usually found incidentally during surgery in the small intestine and appendix and at diagnosis in distant metastases, mainly to the liver. There is a need for co-operation between specialists in various disciplines of medicine in order to work out the diagnostic and therapeutic guidelines. In this publication, we present general recommendations of the Polish Network of Neuroendocrine Tumours for the management of patients with GEP NENs, developed at the Consensus Conference which took place in Kamień Śląski in April 2013. Members of the guidelines working groups were assigned sections of the 2008 guidance to update.In the subsequent parts of this publication, we present the rules of diagnostic and therapeutic management of:— neuroendocrine neoplasms of the stomach and duodenum (including gastrinoma);— pancreatic neuroendocrine neoplasms;— neuroendocrine neoplasms of the small intestine and the appendix;— colorectal neuroendocrine neoplasms.The proposed recommendations by Polish and foreign experts representing different fields of medicine (endocrinology, gastroenterology, surgery, oncology, nuclear medicine and pathology) will be helpful in the diagnosis and treatment of GEP NENs patients.     Measurement of the charm and beauty structure functions using the H1 vertex detector at HERA

    Inclusive charm and beauty cross sections are measured in e − p and e + p neutral current collisions at HERA in the kinematic region of photon virtuality 5≤Q 2≤2000 GeV2 and Bjorken scaling variable 0.0002≤x≤0.05. The data were collected with the H1 detector in the years 2006 and 2007 corresponding to an integrated luminosity of 189 pb−1. The numbers of charm and beauty events are determined using variables reconstructed by the H1 vertex detector including the impact parameter of tracks to the primary vertex and the position of the secondary vertex. The measurements are combined with previous data and compared to QCD predictions
