    The determinants of technology transfer efficiency and the role of innovation policies: a survey

    The diversity found in the various Technology Transfer Offices (TTOs), besides being a consequence of the capacities and motives of the different stakeholders involved (public research organisations, industry, consulting firms and public authorities) also reflects the specificities of public incentives or policies and their differing degrees of commitment to technology transfer. Notwithstanding the fact that the literature on technology transfer is voluminous, few studies (up to the present date) have investigated the role of innovation policy on TTOs efficiency and the instruments available for governments to improve technology transfer from publicly funded research. The present paper surveys the literature on the determinants of TTOs efficiency, highlighting in particular the role of innovation policy.     Object Matching in Distributed Video Surveillance Systems by LDA-Based Appearance Descriptors

    Establishing correspondences among object instances is still challenging in multi-camera surveillance systems, especially when the cameras’ fields of view are non-overlapping. Spatiotemporal constraints can help in solving the correspondence problem but still leave a wide margin of uncertainty. One way to reduce this uncertainty is to use appearance information about the moving objects in the site. In this paper we present the preliminary results of a new method that can capture salient appearance characteristics at each camera node in the network. A Latent Dirichlet Allocation (LDA) model is created and maintained at each node in the camera network. Each object is encoded in terms of the LDA bag-of-words model for appearance. The encoded appearance is then used to establish probable matching across cameras. Preliminary experiments are conducted on a dataset of 20 individuals and comparison against Madden’s I-MCHR is reported

    Marine organisms are increasingly regarded as a promising source of bioactive molecules for human pharmacotherapy, being used in conditions such as cancer, inflammation, infection and pain.Marthasterias glacialis, also known as the spiny sea-star, is an echinoderm common in the Portuguese coast, however little information is available regarding its chemical constituents.In this work, the chemistry of this organism is reviewed taking into account the latest reports on several classes of natural products, namely carotenoids, sterols, fatty acids and amino acids.Os organismos marinhos tem sido considerados como uma fonte promissora de moléculas com actividade farmacoterapêutica para os humanos, sendo utilizadas em distintas patologias como neoplásicas, inflamatórias, infecciosas ou álgicas. A Marthasterias glacialis, também conhecida como estrela do mar espinhosa, é um equinodermo muito comum na costa portuguesa, existindo, contudo, pouca informação sobre a sua composição quimica.Pretende-se rever a quimica deste organismo tendo em conta os ultimos dados sobre as diferentes classes de produtos, nomeadamente carotenoides, esteróides, ácidos gordos e aminoácidos

    Crafting a Systematic Literature Review on Open-Source Platforms

    This working paper unveils the crafting of a systematic literature review on open-source platforms. The high-competitive mobile devices market, where several players such as Apple, Google, Nokia and Microsoft run a platforms- war with constant shifts in their technological strategies, is gaining increasing attention from scholars. It matters, then, to review previous literature on past platforms-wars, such as the ones from the PC and game-console industries, and assess its implications to the current mobile devices platforms-war. The paper starts by justifying the purpose and rationale behind this literature review on open-source platforms. The concepts of open-source software and computer-based platforms were then discussed both individually and in unison, in order to clarify the core-concept of 'open-source platform' that guides this literature review. The detailed design of the employed methodological strategy is then presented as the central part of this paper.     Effects of Impurity Content on the Sintering Characteristics of Plasma-Sprayed Zirconia

    Yttria-stabilized zirconia powders, containing different levels of SiO2 and Al2O3, have been plasma sprayed onto metallic substrates. The coatings were detached from their substrates and a dilatometer was used to monitor the dimensional changes they exhibited during prolonged heat treatments. It was found that specimens containing higher levels of silica and alumina exhibited higher rates of linear contraction, in both in-plane and through-thickness directions. The in-plane stiffness and the through-thickness thermal conductivity were also measured after different heat treatments and these were found to increase at a greater rate for specimens with higher impurity (silica and alumina) levels. Changes in the pore architecture during heat treatments were studied using Mercury Intrusion Porosimetry (MIP). Fine scale porosity (<_50 nm) was found to be sharply reduced even by relatively short heat treatments. This is correlated with improvements in inter-splat bonding and partial healing of intra-splat microcracks, which are responsible for the observed changes in stiffness and conductivity, as well as the dimensional changes

    Estudo do impacto das deficiências de saneamento básico sobre a saúde pública no Brasil no período de 2001 a 2009

    O artigo teve como objetivo desenvolver um estudo do impacto sobre a saúde pública das deficiências do saneamento básico no Brasil no período de 2001 a 2009. Os óbitos resultantes de doenças relacionadas ao saneamento básico inadequado corresponderam, em média, a 13.449 mortes por ano, ou seja, cerca de 1,31% do total. A média anual de casos de notificação compulsória devido a doenças relacionadas ao saneamento básico inadequado foi de 466.351 casos, com uma despesa de R30.428.324,92emconsultasmeˊdicasnesseperıˊodo.Foiidentificadatambeˊmumameˊdiaanualde758.750internac\co~eshospitalaresdevidoadeficie^nciasdosaneamentobaˊsico,comumadespesatotaldeR 30.428.324,92 em consultas médicas nesse período. Foi identificada também uma média anual de 758.750 internações hospitalares devido a deficiências do saneamento básico, com uma despesa total de R 2.111.567.634,61 no período. A despesa total com consultas médicas e internações hospitalares devido a doenças associadas ao saneamento básico consumiu 2,84% dos gastos do Sistema Único de Saúde nesse intervalo de tempo

    Search for the glueball candidates f0(1500) and fJ(1710) in gamma gamma collisions

    Data taken with the ALEPH detector at LEP1 have been used to search for gamma gamma production of the glueball candidates f0(1500) and fJ(1710) via their decay to pi+pi-. No signal is observed and upper limits to the product of gamma gamma width and pi+pi- branching ratio of the f0(1500) and the fJ(1710) have been measured to be Gamma_(gamma gamma -> f0(1500)). BR(f0(1500)->pi+pi-) < 0.31 keV and Gamma_(gamma gamma -> fJ(1710)). BR(fJ(1710)->pi+pi-) < 0.55 keV at 95% confidence level.Comment: 10 pages, 3 figure

    Search for supersymmetry with a dominant R-parity violating LQDbar couplings in e+e- collisions at centre-of-mass energies of 130GeV to 172 GeV

    A search for pair-production of supersymmetric particles under the assumption that R-parity is violated via a dominant LQDbar coupling has been performed using the data collected by ALEPH at centre-of-mass energies of 130-172 GeV. The observed candidate events in the data are in agreement with the Standard Model expectation. This result is translated into lower limits on the masses of charginos, neutralinos, sleptons, sneutrinos and squarks. For instance, for m_0=500 GeV/c^2 and tan(beta)=sqrt(2) charginos with masses smaller than 81 GeV/c^2 and neutralinos with masses smaller than 29 GeV/c^2 are excluded at the 95% confidence level for any generation structure of the LQDbar coupling.Comment: 32 pages, 30 figure
