    Subordinated Public Participation Loans for Financing Motorway concessions in Spain.

    Budgetary constraints are prompting many governments to encourage private financing of transportation infrastructure through concession contracts. The length and complexity of such contracts often force governments to provide fiscal support in order to increase the attractiveness of concessions. This paper deals with a new public support mechanism for concession contracts, called Subordinated Public Participation Loans (SPPLs), which has been implemented in Spain during the last few years. SPPLs are subordinated loans that may be given by the government to the concessionaire if the latter requests them in the tender. SPPLs are defined in such a way that the increase in interest accrued will reflect the traffic level: the larger the traffic the larger will be the SPPL yield. SPPLs have a twofold goal. First, they increase the financial attractiveness, and hence the feasibility, of concessions contracts. And second, they set up a fairer risksharing approach between the public and the private sector. This paper analyzes the implications of SPPLs in motorway concessions by contrasting the theoretical analysis with the empirical results obtained form the tender of five motorway concessions in Spain. Overall we found that the implementation of this mechanism may be considered a success. In spite of that, we propose some measures that may contribute to improving the SPPL performance in the future

    Modelos de asociación público-privada en la provisión de infraestructura: la experiencia internacional y el desarrollo de las autopistas en México

    Análisis de los modelos de asociación público-privado utilizados en la construcción de autopistas en México en los últimos 25 años. Existen estudios que respaldan la opinión de que los niveles de competitividad están estrechamente relacionados con el desarrollo de la infraestructura de los países. La baja competitividad de México debido a la mala calidad de su infraestructura, pone en evidencia la necesidad del mejoramiento y provisión de la misma en un marco de escasez de recursos fiscales. Esta argumentación, sustenta la intervención del sector privado para apoyar el financiamiento de infraestructura mediante nuevos mecanismos de asociación público privada (APP). En el artículo se describen: el desarrollo de la infraestructura carretera de México, la forma en que ésta fue financiada en el pasado con modelos de concesión para la construcción de carreteras de alta calidad y los modelos de APP que el país está utilizando para atraer la inversión privada en el actual programa mexicano de autopistas. Se muestran los beneficios del empleo de estos esquemas de financiamiento y se ofrece una serie de recomendaciones para transparentar el uso de estos modelos. There are studies that support the view that the competitiveness levels are closely related to the development of the country’s infrastructure. The low competitiveness of Mexico due to the poor quality of its infrastructure, underscores the need for improvement and provision of the same in a context of scarce fiscal resources. This argument supports the intervention of the private sector to finance infrastructure through new mechanisms for public private partnership (PPP). The article describes the development of the Mexico road infrastructure, the way in which it was funded in the past by models of concession for the construction of high-quality roads and models of app that the country is using to attract private investment in the current Mexican highways program. The benefits of these funding schemes are displayed and recommendations are offered for transparent use of these model

    La necesidad de incrementar de modo significativo sus niveles de inversión en infraestructuras de transporte, unida a las exigencias en materia de control del déficit presupuestario y de la deuda pública, conducen a los países recientemente incorporados a la Unión Europea a una apuesta por los mecanismos de participación del sector privado, principalmente a través de concesiones. Además, se trata de un planteamiento impulsado por la propia Comisión Europea para todos los países de la Unión Europea. En este artículo se analizan algunos de los principales problemas a los que se enfrentan los países recientemente incorporados a la Unión Europea en su empeño por avanzar en el desarrollo del sistema concesional, que son en buena medida problemas derivados de la complejidad de los proyectos concesionales y de las deficiencias del entorno institucional en estos países. - The need to significantly increase investment levels in transport infrastructures, together with the requirements for control of budgetary deficit and public debt, has led to the backing by countries recently incorporated in the European Union for private sector participation methods, mainly through concessions. This is, in fact, the focus promoted by the European Commission for all EU countries. This article examines some of the main problems affecting the new members of the EU when attempting to develop the concessionary system and which are largely related to the complexity of the concession project itself and the defects in the institutional environment in these countries

    La contribución de Edgeworth al éxito del macadam. Expansión internacional en sus albores

    In history of road engineering, the name of John Loudon McAdam has an honor place as the inventor of macadam. However, his original design had several limitations, which were solved by Richard Lovell Edgeworth. This combined design of both engineers prevailed because of its better benefits through European roads and western world highways. The decease of Edgeworth in 1817, two years before McAdam published his main work, favored that history forgot the contribution of the Irish engineer. This paper presents the Edgeworth’s contribution to macadam conception, essential to the success of the design, and explains the international spread of this kind of pavement structure across the roads of western countries at the very beginning.En la historia de la ingeniería de carreteras, el nombre de John Loudon McAdam tiene un lugar de honor como el inventor del firme de macadam. Sin embargo, el diseño original de McAdam presentaba algunas limitaciones que fueron resueltas por Richard Lovell Edgeworth, siendo este diseño combinado el que se impuso por sus mejores prestaciones en las carreteras de Europa y del mundo occidental. El fallecimiento de Edgeworth en 1817, dos años antes de que McAdam publicara su obra principal, facilitó que la contribución del ingeniero irlandés fuera olvidada por la historia. El presente artículo saca a la luz la contribución de Edgeworth a la concepción del macadam, fundamental para el éxito del diseño, y la expansión de este tipo de firme por las carreteras de los países occidentales en sus primeros años

    High Levels of Tetrodotoxin (TTX) in Trumpet Shell Charonia lampas from the Portuguese Coast

    Tetrodotoxin (TTX) is a potent neurotoxin, considered an emerging toxin in Europe where recently a safety limit of 44 µg TTX kg-1 was recommended by authorities. In this study, three specimens of the large gastropod trumpet shell Charonia lampas bought in a market in south Portugal were analyzed using a neuroblastoma cell (N2a) based assay and by LC-MS/MS. N2a toxicity was observed in the viscera of two individuals analyzed and LC-MS/MS showed very high concentrations of TTX (42.1 mg kg-1) and 4,9-anhydroTTX (56.3 mg kg-1). A third compound with m/z 318 and structurally related with TTX was observed. In the edible portion, i.e., the muscle, toxin levels were below the EFSA recommended limit. This study shows that trumpet shell marine snails are seafood species that may reach the markets containing low TTX levels in the edible portion but containing very high levels of TTX in non-edible portion raising concerns regarding food safety if a proper evisceration is not carried out by consumers. These results highlight the need for better understanding TTX variability in this gastropod species, which is critical to developing a proper legal framework for resources management ensuring seafood safety, and the introduction of these gastropods in the markets.UID/Multi/04326/2020info:eu-repo/semantics/publishedVersio

    CB1 Cannabinoid Receptor is a Target for Neuroprotection in Light Induced Retinal Degeneration

    In the last few years, an increasing interest in the neuroprotective effect of cannabinoidshas taken place. The aim of the present work was to study the effects of modulatingcannabinoid receptor 1 (CB1) in the context of light induced retinal degeneration (LIRD),using an animal model that resembles many characteristics of human age-related maculardegeneration (AMD) and other degenerative diseases of the outer retina. Sprague Dawleyrats (n = 28) were intravitreally injected in the right eye with either a CB1 agonist (ACEA), oran antagonist (AM251). Contralateral eyes were injected with respective vehicles ascontrols. Then, rats were subjected to continuous illumination (12,000 lux) for 24 h.Retinas from 28 animals were processed by GFAP-immunohistochemistry (IHC),TUNEL technique, Western blotting (WB), or qRT-PCR. ACEA-treated retinas showeda significantly lower number of apoptotic nuclei in the outer nuclear layer (ONL), lower levelsof activated Caspase-3 by WB, and lower levels of glial reactivity by both GFAP-IHC andWB. qRT-PCR revealed that ACEA significantly decreased the expression of Bcl-2 andCYP1A1. Conversely, AM251-treated retinas showed a higher number of apoptotic nucleiin the ONL, higher levels of activated Caspase-3 by WB, and higher levels of glial reactivityas determined by GFAP-IHC and WB. AM251 increased the expression of Bcl-2, Bad,Bax, Aryl hydrocarbon Receptor (AhR), GFAP, and TNFα. In summary, the stimulation ofthe CB1 receptor, previous to the start of the pathogenic process, improved the survival ofphotoreceptors exposed to LIRD.     A hypothermia mimetic molecule (zr17-2) reduces ganglion cell death and electroretinogram distortion in a rat model of intraorbital optic nerve crush (IONC)

    Introduction: Ocular and periocular traumatisms may result in loss of vision. Our previous work showed that therapeutic hypothermia prevents retinal damage caused by traumatic neuropathy. We also generated and characterized small molecules that elicit the beneficial effects of hypothermia at normal body temperature. Here we investigate whether one of these mimetic molecules, zr17-2, is able to preserve the function of eyes exposed to trauma.Methods: Intraorbital optic nerve crush (IONC) or sham manipulation was applied to Sprague-Dawley rats. One hour after surgery, 5.0 µl of 330 nmol/L zr17-2 or PBS, as vehicle, were injected in the vitreum of treated animals. Electroretinograms were performed 21 days after surgery and a- and b-wave amplitude, as well as oscillatory potentials (OP), were calculated. Some animals were sacrificed 6 days after surgery for TUNEL analysis. All animal experiments were approved by the local ethics board.Results: Our previous studies showed that zr17-2 does not cross the blood-ocular barrier, thus preventing systemic treatment. Here we show that intravitreal injection of zr17-2 results in a very significant prevention of retinal damage, providing preclinical support for its pharmacological use in ocular conditions. As previously reported, IONC resulted in a drastic reduction in the amplitude of the b-wave (p < 0.0001) and OPs (p < 0.05), a large decrease in the number of RGCs (p < 0.0001), and a large increase in the number of apoptotic cells in the GCL and the INL (p < 0.0001). Interestingly, injection of zr17-2 largely prevented all these parameters, in a very similar pattern to that elicited by therapeutic hypothermia. The small molecule was also able to reduce oxidative stress-induced retinal cell death in vitro.Discussion: In summary, we have shown that intravitreal injection of the hypothermia mimetic, zr17-2, significantly reduces the morphological and electrophysiological consequences of ocular traumatism and may represent a new treatment option for this cause of visual loss
