    Study to gather evidence on the working conditions of platform workers VT/2018/032 Final Report 13 December 2019

    Platform work is a type of work using an online platform to intermediate between platform workers, who provide services, and paying clients. Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take

    This dissertation examines the literature on job quality, organisational structures, organisational change, and internal communication in order to provide stepping stones for a model on organisational change communication. Starting from the importance of job quality for the well-being of employees and for the performance of the company, a definition is given of job content. Based on the Karasek model, job demands and job controls are distinguished to stipulate the key points of attention for a restructuring process. Then, a typology is provided of the most common organisational structures. The combination of the field of interest pointed out by Karasek and the organisational structures lead to the presentation of the Sociotechnical Redesign Theory, which aims at transforming traditional hierarchical structures into teamwork based organisations. In order to facilitate the organisational change, internal communication is specified as crucial. Even though the literature on these topics is well elaborated, an applicable model of internal communication seems lacking. Therefore, chapter two provides stepping stones for building such a model. In an attempt to link the elements described in the theoretical framework, this chapter follows the steps in the Sociotechnical Redesign Theory and completes these with possible communicative actions.     This report presents an input note on normative standards for job quality indicators. It builds on previous work on job quality indicators, in which several methods that rely on multidimensional indicators were assessed and compared, with the view to contribute to the literature on quality of work and employee vulnerability. Although there is an extensive literature on job quality and a range of indicators are available to measure the concept, the idea of developing norm-based indicators is currently unexplored. With this note, we take the first steps towards developing norm-based indicators of job quality, by analysing the prerequisites to discuss the issue of job quality, the existing academic models and theories on job quality, and the policy choices conceptualising job quality. In doing so, we lay the foundation for future work and perform an initial mapping of the available methods to determine a risk indicator for quality of work dimensions.status: Published onlin

    Employees spend a significant part of their lives at their job. Consequently, work and the time at work will have an important impact on the well-being of large parts of the population and job quality becomes a key issue. However, this concept is not definable with one measure. Following the use of the construction of job types to capture the complex and multidimensional nature of job quality, this study presents a typology of seven job types for employees in the EU-28 Member States in the period of 2010-2015. Next, some consistency is identified with and across the typologies of Holman (2012), Vandenbrande et al. (2012), Lamberts et al. (2016) and Eurofound (2016). In the second part, the relation between job types and job quality outcomes - such as job satisfaction, health, job insecurity, e.g. - is examined and trade-offs between the job characteristics impacting job quality are discussed.nrpages: 55status: publishe

    Hoe managen middenveldorganisaties hun vrijwilligers en wat drijft hun keuzes? Dat is de centrale vraag in deze studie. We beantwoorden deze vraag vanuit het perspectief van middenveldorganisaties en dus niet vanuit het perspectief van de vrijwilligers zelf. We opteren voor deze onderzoeksvraag omdat veel middenveldorganisaties vandaag wel vrijwilligers hebben maar (nog) geen strategisch vrijwilligersmanagement hebben ontwikkeld. Nochtans lijkt dat aan de orde in deze tijden waarin vrijwilligers reflexief en soms ook veeleisend aan het “vrijwilligen” gaan. De vrijwilligers vragen de organisaties om structuur en begeleiding. Ook suggereert de bestaande onderzoeksliteratuur dat de civil society organisaties zelf ook baat hebben bij een doordacht vrijwilligersmanagement. Een laatste aanleiding voor deze onderzoeksvraag is de vaststelling dat de HR-literatuur over hoe organisaties hun vrijwilligers best coördineren en begeleiden erg beperkt is, zeker in Vlaanderen. Het kenmerkende van vrijwilligerswerk blijft in management- en HR-literatuur vaak onderbelicht, wat maakt dat de idee dat verschillende vrijwilligers en verschillende vrijwilligersorganisaties mogelijk gediend zijn met diverse vormen van vrijwilligersmanagement weinig bediscussieerd wordt.
