    Now we are six: lessons from New Zealandā€™s KiwiSaver

    New Zealandā€™s KiwiSaver was introduced on 1 July 2007. New Zealandā€™s success with the ā€˜soft compulsionā€™ of automatic enrolment has been and is continuing to be an influence in the design of opt-out schemes in the UK and Ireland. While there have been numerous changes to KiwiSaver as outlined in this paper, six years on, the retirement saving scheme appears well accepted by the public and membership has exceeded most expectations. New Zealandā€™s experience suggests that auto-enrolment and large incentives to entice people to remain opted-in may ensure initial take-up is high. It also suggests the incentives may be reduced significantly ex post with little impact on membership. Core tax-funded KiwiSaver subsidies have been both substantially reduced and not indexed while membership has continued to grow strongly. Whether this auto-enrolment scheme, featuring generous provisions for withdrawals and contributions holidays, is sufficient to ensure that those who should be saving for their retirement are saving, and saving enough, is open to debate. If KiwiSaver is made compulsory, as some powerful lobbies propose, there are large complexities to resolve, including the future role of the universal state pension, New Zealand Superannuation. Lessons from KiwiSaver on what to avoid in the design of a national retirement saving scheme may include: opening it to children; offering housing subsidies; allowing too many providers and privileging some of these as ā€˜default providersā€™; ignoring the issue of decumulation; and obscure objectives. Advantages over previous work-based retirement saving schemes include the portability of KiwiSaver accounts facilitated by the IRDā€™s role as a clearing house. New Zealand has also limited regressivity in the design of its very modest tax incentives, but at a cost: many save just the minimum required to maximise the subsidies. The Working Paper surveys the first six years of KiwiSaverā€™s evolution to July 2013. In that time, the fundamental questions around its purpose and design have not been resolved. Is its purpose to enhance access to suitable wealth accumulation vehicles for those who have missed out on traditional work-based schemes? Or is it to reduce the pressures on the economy of an ageing population; or to solve the national saving problem? Will KiwiSavers in fact have more to spend during their retirement, or will they simply reduce other savings to compensate? In the long term, what are the implications for New Zealandā€™s overall pensions framework, and in particular the very successful universal state pension? As 2014 is an election year, political parties are positioning themselves on KiwiSaver policy. In the meantime there is strong international interest in New Zealandā€™s retirement saving scheme, with its unique features such as auto-enrolment.     High Temperature, High Pressure Oxidation of Primary Sludges

    The problem of disposal of high ash papermill sludges has yet to be resolved. High temperature, high pressure wet air oxidation may have the potential to fill this gap in our technology. A sample of high ash primary sludge was obtained, thickened, wet air oxidized, purified, and evaluated for brightness and abrasiveness. The product was grossly discolored with iron oxide. However, removal of the oxide yielded a high brightness product with low abrasiveness. This product appeared to be well suited for use as a filler material. In order for this process to be acceptable as a method for obtaining a reusable product from high ash papermill sludge, it will be necessary to keep the iron oxide out of the product

    This study estimates the influence of concentration and other structural variables on the price of slaughter cattle. Cross-sectional data were used to estimate a single equation model which included, in addition to traditional factor demand variables, packer concentration and a measure of market power exerted by feedlots.     An equation is derived to predict expected phenotypic response to selection when the trait under selection is influenced by both direct and maternal genetic effects. The expected phenotypic response after the i+lth generation of selection is Pi+1 = (i+l){Delta}D + i{Delta}M + {Delta}MC where {Delta}D and {Delta}M are the averages of the genetic selection differentials of the parents for the direct and maternal effects and {Delta}MC is the maternal genetic selection differential for selected females. An example, corresponding to published reports of genetic variances and covariance for direct and maternal effects on weaning weight, illustrates the importance of the covariance term in long term response. With a large negative covariance, selection of males for direct and females for maternal genetic value would give greater expected response in progeny after the first generation than selection of females for direct genetic value

    Transgenic Expression of Human LAMA5 Suppresses Murine Lama5 mRNA and Laminin Ī±5 Protein Deposition

    Laminin Ī±5 is required for kidney glomerular basement membrane (GBM) assembly, and mice with targeted deletions of the Lama5 gene fail to form glomeruli. As a tool to begin to understand factors regulating the expression of the LAMA5 gene, we generated transgenic mice carrying the human LAMA5 locus in a bacterial artificial chromosome. These mice deposited human laminin Ī±5 protein into basement membranes in heart, liver, spleen and kidney. Here, we characterized two lines of transgenics; Line 13 expressed āˆ¼6 times more LAMA5 than Line 25. Mice from both lines were healthy, and kidney function and morphology were normal. Examination of developing glomeruli from fetal LAMA5 transgenics showed that the human transgene was expressed at the correct stage of glomerular development, and deposited into the nascent GBM simultaneously with mouse laminin Ī±5. Expression of human LAMA5 did not affect the timing of the mouse laminin Ī±1ā€“Ī±5 isoform switch, or that for mouse laminin Ī²1ā€“Ī²2. Immunoelectron microscopy showed that human laminin Ī±5 originated in both glomerular endothelial cells and podocytes, known to be origins for mouse laminin Ī±5 normally. Notably, in neonatal transgenics expressing the highest levels of human LAMA5, there was a striking reduction of mouse laminin Ī±5 protein in kidney basement membranes compared to wildtype, and significantly lower levels of mouse Lama5 mRNA. This suggests the presence in kidney of a laminin expression monitor, which may be important for regulating the overall production of basement membrane protein

    Auriculotemporal Nerve Block for TMJ: A Systematic Review

    The purpose of this systematic review is to evaluate auriculotemporal nerve blocks for temporomandibular joint (TMJ) disorder management. 583 articles reviewed from five databases, selected four studies for pooled analysis on visual analog scale (VAS) and maximum mouth opening (MMO) outcomes. Pooled analysis showed significant improvement in VAS (-2.27, p \u3c 0.001) and MMO (0.94, p = 0.03) post-auriculotemporal nerve blocks for TMJ disorder. Auriculotemporal nerve blocks demonstrate potential effectiveness in TMJ disorder treatment, warranting further research on long-term effects and side effects

The definitive version was published in genesis 50 (2012): 251-259, doi:10.1002/dvg.22000.Defining the regulatory molecular networks involved in patterning the developing anterior endoderm is essential to understanding how the pancreas, liver, stomach and duodenum are discretely specified from each other. In this study, we analyzed the expression and function of the double-stranded RNA-binding protein Staufen2 in Xenopus laevis endoderm. We found that staufen2 was broadly expressed within the developing endoderm beginning at gastrulation becoming localized to the anterior endoderm at later stages. Through morpholino-mediated knockdown, we demonstrate that Staufen2 function is required for proper formation of the stomach, liver and pancreas.     CNTNAP2 variants affect early language development in the general population

    Early language development is known to be under genetic influence, but the genes affecting normal variation in the general population remain largely elusive. Recent studies of disorder reported that variants of the CNTNAP2 gene are associated both with language deficits in specific language impairment (SLI) and with language delays in autism. We tested the hypothesis that these CNTNAP2 variants affect communicative behavior, measured at 2 years of age in a large epidemiological sample, the Western Australian Pregnancy Cohort (Raine) Study. Singlepoint analyses of 1149 children (606 males and 543 females) revealed patterns of association which were strikingly reminiscent of those observed in previous investigations of impaired language, centered on the same genetic markers and with a consistent direction of effect (rs2710102, P = 0.0239; rs759178, P = 0.0248). On the basis of these findings, we performed analyses of four-marker haplotypes of rs2710102ā€“rs759178ā€“rs17236239ā€“rs2538976 and identified significant association (haplotype TTAA, P = 0.049; haplotype GCAG, P = .0014). Our study suggests that common variants in the exon 13ā€“15 region of CNTNAP2 influence early language acquisition, as assessed at age 2, in the general population. We propose that these CNTNAP2 variants increase susceptibility to SLI or autism when they occur together with other risk factors
