Reducing the Geographic Variance in Medical Expenditures: The Benefits of a Primary-Care-Oriented Health System

The Affordable Care Act states that a primary goal of health care reform should be to lower costs and promote fiscal responsibility. With these two goals in mind, the bill proposes a more primary-care-oriented health system by enacting a 5-year temporary Medicare fee increase for primary care physicians as a means to increase the number of physicians and incentivize more primary care services. Using county and regional level Medicare data, this paper finds that an increase in the number of primary care physicians per capita would reduce per beneficiary Medicare spending and as a consequence, lower national health expenditures substantially

The Role of Specific Subjects in Education Production Functions: Evidence from Morning Classes in Chicago Public High Schools

Absences in Chicago Public High Schools are 3-7 days per year higher in first period than at other times of the day. This study exploits this empirical regularity and the essentially random variation between students in the ordering of classes over the day to measure how the returns to classroom learning vary by course subject, and how much attendance in one class spills over into learning in other subjects. We find that having a class in first period reduces grades in that course and has little effect on long-term grades or grades in related subjects. Nonprofit Georgia: Geography

This pamphlet summarizes statistics on the nonprofit sector in Georgia, assembled and analyzed by a Nonprofit Studies Program research team. The focus of this second report in the "Nonprofit Georgia" series is the geographic distribution of Georgia's nonprofit resources. Numerous tables and exhibits report on the distribution of public charities and foundations by geographic area, and compare this to the distribution of population and income in the state. Public support and government grants to charities are analyzed by geographic region, as is the geographic distribution of grants by Georgia foundations. Analysis is based primarily on 990 and 990-PF forms filed by Georgia public charities and foundations in 2000 and 2005. This report is a part of ongoing research on public charities and foundations in the state of Georgia, made possible through a generous grant from the Wilbur and Hilda Glenn Family Foundation. Composition as a Kind of Identity

Composition as identity, as I understand it, is a theory of the composite structure of reality. The theory’s underlying logic is irreducibly plural; its fundamental primitive is a generalized identity relation that takes either plural or singular arguments. Strong versions of the theory that incorporate a generalized version of the indiscernibility of identicals are incompatible with the framework of plural logic, and should be rejected. Weak versions of the theory that are based on the idea that composition is merely analogous to identity are too weak to be interesting, lacking in metaphysical consequence. I defend a moderate version according to which composition is a kind of identity, and argue that the difference is metaphysically substantial, not merely terminological. I then consider whether the notion of generalized identity, though fundamental, can be elucidated in modal terms by reverse engineering Hume’s Dictum.
