    El artículo presenta el desarrollo y análisis de los resultados de un proyecto de capacitación dirigido a los docentes de inglés en servicio del Ministerio de Educación Pública de Costa Rica (MEP). El proyecto fue coordinado y ejecutado del año 2008 al 2011, bajo la responsabilidad de una comisión representada por las cuatro universidades públicas de Costa Rica y un representante del Ministerio de Educación Pública. La implementación de la capacitación, como un proceso continuo, muestra la importancia, la necesidad y el impacto que tiene la formación permanente en el desarrollo profesional de los docentes en la enseñanza del inglés, como idioma extranjero. Los datos presentan el panorama de Costa Rica en relación con el dominio lingüístico, de los docentes del área del inglés. Dichos datos son recogidos antes y después de un proceso aproximado de 350 horas de actualización en el área antes mencionada. La ejecución del proyecto representa un cambio en las estructuras organizacionales en lo que respecta a la actualización profesional

    Supplemental information related to this paper is available at the Journals Online website: http://dx.doi.org/10.1175/JCLI-D-14-00471.s1International audienceRecent studies have pointed out an increased warming over the IndianOcean warmpool (the central-eastern Indian Ocean characterized by sea surface temperatures greater than 28.08C) during the past half-century, although the reasons behind this monotonous warming are still debated. The results here reveal a larger picture—namely, that the western tropical Indian Ocean has been warming for more than a century, at a rate faster than any other region of the tropical oceans, and turns out to be the largest contributor to the overall trend in the global mean sea surface temperature (SST). During 1901–2012, while the Indian Ocean warm pool went through an increase of 0.78C, the western Indian Ocean experienced anomalous warming of 1.28C in summer SSTs. The warming of the generally cool western Indian Ocean against the rest of the tropical warmpool region alters the zonal SST gradients, and has the potential to change the Asian monsoon circulation and rainfall, as well as alter the marine food webs in this biologically productive region. The current study using observations and global coupled ocean–atmosphere model simulations gives compelling evidence that, besides direct contribution from greenhouse warming, the long-term warming trend over the western Indian Ocean during summer is highly dependent on the asymmetry in the El Niño–Southern Oscillation (ENSO) teleconnection, and the positive SST skewness associated with ENSO during recent decades

    Empirical approaches to improving the use of DNA in crime scene investigative practice

    This article reports on a collaborative project that explored the targeted use of swabbing evidence sources which, up until now, have not been routinely recovered or utilised for DNA analysis. All genres of the forensic portfolio have undergone significant changes driven by economic, political and technological influencers, which have resulted in an array of interpretations on its frontline delivery, often based on local requirements. The approach reported here pertains to a research project bringing together a collaborative team of researchers, representing practitioners and academics, working in conjunction with forensic service providers. The project reviewed the process of swabbing glove marks at crime scenes, comparing the methods used with DNA profiling outcomes. The findings showed significant benefits in regards to DNA outcomes, providing six detections over a four-month period that were attributable to the swabbing of the glove marks. Furthermore, the study provided key data to guide practice and crime scene methods to meet new operational requirements

    At the beginning of the 21st century, rural policy remains one of the most important areas of public policy; huge financial and human resources are devoted to the implementation of this policy measures. The aim of the article is to provide holistic evaluation of the goals, means and key achievements of Lithuanian agricultural policy and to identify possible areas and ways of improvement. The diversity of agricultural policy measures applied in Lithuania after the restoration of independence in 1990 and achievements of the policy are analysed on the basis of new approach – the theory of qualitative structures. The study explores how policy measures to accelerate the process of industrialization in Lithuanian agriculture after the privatization of kolkhozes and sovkhozes have encouraged and supported private farms to implement extensive growth, intensification, specialization, risk management, collaboration and innovation production strategies, and what results they have achieved.XXI a. pradžioje kaimo politika išlieka viena iš svarbiausių viešosios politikos sričių.     Community College Leadership at the Intersection of Strategic Planning and Resource Management

    This study seeks to determine the competencies that college leaders need to possess in the intersection of finance and strategic planning. For this purpose, I am using resource management as a construct to define the competencies. This is important because one area rarely mentioned in the research is how the budgeting process, policies and practices that guide financial decisions are used to support student success and the strategic plan. There is literature related to the need for financial or fiscal leadership skills but not about what those skills are and how they are used to accomplish strategic goals to improve student outcomes. One of the reasons to study the financial competencies is because higher education has struggled to integrate strategic planning and their fiscal processes. A strategic plan focused on fulfilling the mission of the community college is not enough to achieve the mission. Many public organizations, including institutes of higher education are increasingly faced with demands to account for their spending and outcomes from those they serve (Scott, 2012). This study used Grounded Theory qualitative method. The study highlights the competencies needed by Community College Presidents to align strategic planning with resource allocation. Four main categories have emerged to answer the research question regarding the competencies and processes used by community college leaders in strategic planning for student success. These categories include: 1) Mission and Leadership, 2) Process Transparency and Inclusion, 3) Analytical and Data-Driven Decision-Making, and 4) Strategic Resource Allocation. To integrate analytical data and resource allocation processes into strategic planning, a systematic framework is essential. The process aims to engage stakeholders from across the institution, ensuring a comprehensive understanding of needs, priorities, and the impact of resource allocation decisions during the strategic planning process. Based on the existing literature and the data gathered, an approach and process to be used as part of the strategic finance and resource allocation framework to link budgeting to the Strategic Plan is outlined in the study recommendations
