    The ocean change : management patterns and the environment

    Since the 1960s, the rapid development of the international Law of the Sea has outstripped the capacity of most maritime states for developing and implementing policy. The delimitation of the Exclusive Economic Zone (EEZ), which resulted from the United Nations’ Convention on the Law of the Sea (1982) brought about an extension of its area, within which the sate exercise control over all resources and economic activities. At the same time as the jurisdiction of the state has encroached seawards, there has been a significant increase in the range of opportunities for the use of the offshore zone. Until now, the most common approach to managing Malta's marine and coastal resources has been to regulate activities. Thus, regulations concerning constructions on the foreshore, transport of sand, recreational activities on the coast, commercial fishing, control of pollution, shipping and other related marine activities exist. These regulations are not sufficient to safeguard marine resources or to ensure maximal sustainable use. Some regulations are outdated, others are not enforced and different sets of regulations may actually conflict. This situation is not unique to the coastal zone, but it is also true for the whole island. In general, Malta's development has been haphazard and piecemeal and not regulated by any national plan, formulated on the basis of a scientific study of the country's physical, economic, social and cultural characteristics, existing and projected needs and the necessity for maintaining environmental quality. Recognizing this, the Maltese government is in the process of drafting national planning guidelines in the form of the Malta Structure Plan. As a first step towards fulfilling this objective, the Planning Services Division of the Ministry for Development of Infra- structure commissioned a Coastal Zone Survey of the Maltese Islands. As part of this, a survey of the terrestrial part of the coastal zone was carried out over a six-week period from early July 1989 by a joint team from the Universities of Durham and Malta. The output of this survey comprised a report of the survey, coastal land-use maps on a scale of 1:2,500, a series of synoptic land-use maps on a scale of 1:25,000, and a series of synoptic maps on various scales, depicting coastal features of ecologjcal importance.     Characteristics of replicated single-nucleotide polymorphism genotypes from COGA: Affymetrix and Center for Inherited Disease Research

    Genetic Analysis Workshop 14 provided re-genotyped single-nucleotide polymorphism (SNP) data. Specifically, both Center for Inherited Disease Research (CIDR) and Affymetrix genotyped the same 11,560 SNPs from the Affymetrix GeneChip Mapping 10K Array marker set on the same 184 individuals from the Collaborative Study on the Genetics of Alcoholism database. While the inconsistency rate between CIDR and Affymetrix (two different genotypes for the same subject) was low (0.2%), the non-replication rate (two different genotypes for the same subject or one identified genotype and one missing genotype) was substantial (9.5%). The missing data could be from no-call regions, which is inconsistent with recent recommendations about the use of no-call regions in association tests. In addition, no-call regions would suggest that the actual inconsistency rate is higher than reported. A high inconsistency rate has significant impact on power in related hypothesis tests. In addition, the data are consistent with assumptions made in a recently proposed likelihood ratio test of association for re-genotyped data

    Sustainable rural land management in the Maltese Islands : an evaluation of policy instruments and future needs

    The structure of the Maltese economy is the founding result of its geographic location and limited natural resources, one of which is the agricultural area. Agriculture is a major land user and despite its limited economic size, Malta’s agriculture provide significant basis of the national consumption pattern. Different authorities and institutional bodies perceived the importance of agriculture, as these have developed policies by which the agricultural sector could be safeguarded from urban development and in encouraging in the reduction of land abandonment. The aim of this article is to analyse past and present policies being the PA structure plan (Land use and development control), CAMP (Integrated Costal Area Management), the Rural Development Plan and the Maltese Code of Good Agricultural Practice. However, it recommends a Sustainable Rural Development Program, which gives an evaluation of the policy needed for the future. Such policy could address the ecological integrity, which should minimize and mitigate adverse environmental impacts, ensuring a sustainable use of agriculture as a resource and conserve and protects the rural landscape and land speculation, amongst others. Finally, this paper concludes by questioning if there should be a more consistent, rationalised, streamlined approach to rural land use management.peer-reviewe

    Can screening and brief intervention lead to population-level reductions in alcohol-related harm?

    A distinction is made between the clinical and public health justifications for screening and brief intervention (SBI) against hazardous and harmful alcohol consumption. Early claims for a public health benefit of SBI derived from research on general medical practitioners' (GPs') advice on smoking cessation, but these claims have not been realized, mainly because GPs have not incorporated SBI into their routine practice. A recent modeling exercise estimated that, if all GPs in England screened every patient at their next consultation, 96% of the general population would be screened over 10 years, with 70-79% of excessive drinkers receiving brief interventions (BI); assuming a 10% success rate, this would probably amount to a population-level effect of SBI. Thus, a public health benefit for SBI presupposes widespread screening; but recent government policy in England favors targeted versus universal screening, and in Scotland screening is based on new registrations and clinical presentation. A recent proposal for a national screening program was rejected by the UK National Health Service's National Screening Committee because 1) there was no good evidence that SBI led to reductions in mortality or morbidity, and 2) a safe, simple, precise, and validated screening test was not available. Even in countries like Sweden and Finland, where expensive national programs to disseminate SBI have been implemented, only a minority of the population has been asked about drinking during health-care visits, and a minority of excessive drinkers has been advised to cut down. Although there has been research on the relationship between treatment for alcohol problems and population-level effects, there has been no such research for SBI, nor have there been experimental investigations of its relationship with population-level measures of alcohol-related harm. These are strongly recommended. In this article, conditions that would allow a population-level effect of SBI to occur are reviewed, including their political acceptability. It is tentatively concluded that widespread dissemination of SBI, without the implementation of alcohol control measures, might have indirect influences on levels of consumption and harm but would be unlikely on its own to result in public health benefits. However, if and when alcohol control measures were introduced, SBI would still have an important role in the battle against alcohol-related harm

    Breastfeeding and risk of childhood CNS tumours

    We investigated infant feeding habits in relation to risk of childhood central nervous system tumours among 633 cases in the UK Childhood Cancer Study (UKCCS). No significant effect of breastfeeding was detected overall (odds ratio 1.01, confidence interval: 0.85–1.21) nor in any morphological subgroup. Similarly, no effect for the duration of breastfeeding or any other feeding practices was observed

    The POLIPO Security Framework

    Systems of systems are dynamic coalitions of distributed, autonomous and heterogeneous systems that collaborate to achieve a common goal. While offering several advantages in terms of scalability and flexibility, the systems of systems paradigm has a significant impact on systems interoperability and on the security requirements of the collaborating systems. In this chapter we introduce POLIPO, a security framework that protects the information exchanged among the systems in a system of systems, while preserving systems’ autonomy and interoperability. Information is protected from unauthorized access and improper modification by combining context-aware access control with trust management. Autonomy and interoperability are enabled by the use of ontology-based services. More precisely, each authority may refer to different ontologies to define the semantics of the terms used in the security policy of the system it governs and to describe domain knowledge and context information. A semantic alignment technique is then employed to map concepts from different ontologies and align the systems’ vocabularies. We demonstrate the applicability of our solution with a prototype implementation of the framework for a scenario in the maritime safety and security domain

    Type III Nrg1 Back Signaling Enhances Functional TRPV1 along Sensory Axons Contributing to Basal and Inflammatory Thermal Pain Sensation

    Type III Nrg1, a member of the Nrg1 family of signaling proteins, is expressed in sensory neurons, where it can signal in a bi-directional manner via interactions with the ErbB family of receptor tyrosine kinases (ErbB RTKs) [1]. Type III Nrg1 signaling as a receptor (Type III Nrg1 back signaling) can acutely activate phosphatidylinositol-3-kinase (PtdIns3K) signaling, as well as regulate levels of α7* nicotinic acetylcholine receptors, along sensory axons [2]. Transient receptor potential vanilloid 1 (TRPV1) is a cation-permeable ion channel found in primary sensory neurons that is necessary for the detection of thermal pain and for the development of thermal hypersensitivity to pain under inflammatory conditions [3]. Cell surface expression of TRPV1 can be enhanced by activation of PtdIns3K [4], [5], [6], making it a potential target for regulation by Type III Nrg1. We now show that Type III Nrg1 signaling in sensory neurons affects functional axonal TRPV1 in a PtdIns3K-dependent manner. Furthermore, mice heterozygous for Type III Nrg1 have specific deficits in their ability to respond to noxious thermal stimuli and to develop capsaicin-induced thermal hypersensitivity to pain. Cumulatively, these results implicate Type III Nrg1 as a novel regulator of TRPV1 and a molecular mediator of nociceptive function

    An ecological quantification of the relationships between water, sanitation and infant, child, and maternal mortality

    <p>Abstract</p> <p>Background</p> <p>Water and sanitation access are known to be related to newborn, child, and maternal health. Our study attempts to quantify these relationships globally using country-level data: How much does improving access to water and sanitation influence infant, child, and maternal mortality?</p> <p>Methods</p> <p>Data for 193 countries were abstracted from global databases (World Bank, WHO, and UNICEF). Linear regression was used for the outcomes of under-five mortality rate and infant mortality rate (IMR). These results are presented as events per 1000 live births. Ordinal logistic regression was used to compute odds ratios for the outcome of maternal mortality ratio (MMR).</p> <p>Results</p> <p>Under-five mortality rate decreased by 1.17 (95%CI 1.08-1.26) deaths per 1000, <it>p </it>< 0.001, for every quartile increase in population water access after adjustments for confounders. There was a similar relationship between quartile increase of sanitation access and under-five mortality rate, with a decrease of 1.66 (95%CI 1.11-1.32) deaths per 1000, <it>p </it>< 0.001. Improved water access was also related to IMR, with the IMR decreasing by 1.14 (95%CI 1.05-1.23) deaths per 1000, <it>p </it>< 0.001, with increasing quartile of access to improved water source. The significance of this relationship was retained with quartile improvement in sanitation access, where the decrease in IMR was 1.66 (95%CI 1.11-1.32) deaths per 1000, <it>p </it>< 0.001. The estimated odds ratio that increased quartile of water access was significantly associated with increased quartile of MMR was 0.58 (95%CI 0.39-0.86), <it>p </it>= 0.008. The corresponding odds ratio for sanitation was 0.52 (95%CI 0.32-0.85), <it>p </it>= 0.009, both suggesting that better water and sanitation were associated with decreased MMR.</p> <p>Conclusions</p> <p>Our analyses suggest that access to water and sanitation independently contribute to child and maternal mortality outcomes. If the world is to seriously address the Millennium Development Goals of reducing child and maternal mortality, then improved water and sanitation accesses are key strategies.</p

    Transgenic Overexpression of the Type I Isoform of Neuregulin 1 Affects Working Memory and Hippocampal Oscillations but not Long-term Potentiation

    Neuregulin 1 (NRG1) is a growth factor involved in neurodevelopment and plasticity. It is a schizophrenia candidate gene, and hippocampal expression of the NRG1 type I isoform is increased in the disorder. We have studied transgenic mice overexpressing NRG1 type I (NRG1tg-type I) and their wild-type littermates and measured hippocampal electrophysiological and behavioral phenotypes. Young NRG1tg-type I mice showed normal memory performance, but in older NRG1tg-type I mice, hippocampus-dependent spatial working memory was selectively impaired. Hippocampal slice preparations from NRG1tg-type I mice exhibited a reduced frequency of carbachol-induced gamma oscillations and an increased tendency to epileptiform activity. Long-term potentiation in NRG1tg-type I mice was normal. The results provide evidence that NRG1 type I impacts on hippocampal function and circuitry. The effects are likely mediated via inhibitory interneurons and may be relevant to the involvement of NRG1 in schizophrenia. However, the findings, in concert with those from other genetic and pharmacological manipulations of NRG1, emphasize the complex and pleiotropic nature of the gene, even with regard to a single isoform
