Pigou's Dividend versus Ramsey's Dividend in the Double Dividend Literature
The aims of this paper are to highlight misinterpretations of policy assessments in the double dividend literature, to specify which of the efficiency costs and benefits should be ascribed to each dividend, and then, to propose a definition for the first dividend and the second dividend. We found the Pigou's dividend more appropiate for policy guidance than the usual Ramsey's dividend. Finally, the paper analyzes a green tax reform for the US economy to illustrate the advantages of the new definitions proposed in this paper: i) overcome some shortcoming of the mainstream current definitions in the literature regarding overestimation of the efficiency costs; and, ii) provide information by themselves and not as a partial view of the whole picture.Double dividend, Green Tax Reforms, Ramsey's dividend, Pigou's dividend
Carboniferous tectonosedimentary evolution of NW Iberian massif
[Resumen] El NO del Macizo Ibérico muestra una secci6n completa de la Cadena Varíscica Europea. En esta secci6n se diferencian una serie de zonas (Fig. 1), con peculiaridades tectonotérmicas y tectonosedimentarias, que de Este a Oeste son: Zona Cantábrica (ZC), Zona Asturoccidental-leonesa (ZAOL), Zona Centro-Ibérica (ZCI) y Zona de Galicia-Tras-os-Montes (ZGTM). Las características sedimentarias de las series paleozoicas así como la deformación, metamorfismo y magmatismo varían desde las zonas externas (ZC) hasta las más internas (ZCI y ZGTM). La ZC se caracteriza por la existencia de potentes series carboníferas y por la presencia de una estructura epidérmica de mantos y cabalgamientos con ausencia de
esquistosidad y metamorfismo (Fig. 2). La sedimentaci6n precarborírfera se caracteriza por la presencia de una «cuña» sedimentaria depositada en una plataforma somera con el área emergida situada al E de donde proceden los sedimentos. La característica fundamental del Carbonífero inferior es la presencia de facies sedimentarias uniformes con una muy baja tasa de sedimentaci6n. A partir de este momento y durante todo el Carborírfero superior la sedimentación es claramente sinorogénica con series potentes, notables variaciones de facies y potencias y presencia de discordancias sintect6nicas (Fig. 4). El modelo evolutivo tectonosedimentario de la ZC durante el Carbonífero es el de una «Cuenca de antepaís» (Fig. 6) en la que la sobrecarga litostática producida por la superposici6n tect6nica de cada lámina al6ctona, determina que se forme delante de ella una depresión por compensación isostática (surco de antepaís o <dore deep»), con marcado carácter subsidente, que se va amortiguando gradualmente hasta una zona poco afectada que constituye el antepaís (<<foreland»). Cada surco migra en el tiempo a medida que el manto avanza y se rellena, con sedimentos procedentes del traspaís elevado, ordenados en una o varias megasecuencias de somerizaci6n con geometría de cuña (cuña clástica o «clastic wedge») en las que los depocentro están sucesivamente más adelantados (Fig. 7). La presencia de relieves significativos da lugar al depósito de series potentes en cortos periodos de tiempo. La forma arqueada de la ZC determina que .las vergencias de las estructuras tangenciales (mantos de despegue y pliegues relacionados) sean oblícuos, pudiendo llegar a ser ortogonales e incluso opuestas en el tiempo (Figs. 1 y 5); este hecho, determina la génesis de cuñas elásticas con direcciones de aporte y migración igualmente distintas que coexisten o se superponen en el tiempo. Este modelo de emplazamiento, determina la existencia de un área central (Unidad del Pisuerga-Carri6n, UPC), donde las sucesivas «cuñas clásticas» están preservadas y donde el grado de complejidad estructural y estratigráfica es mayor. En este área es posible reconstruir la secuencia más completa de eventos tectonosedimentarios durante el Carbonífero en el NO del Macizo Ibérico[Abstract] NW Iberian Massif shows a complete section of a Variscan Fold belt, and may be
subdivided into four zones (Fig. 1) according to its tectonothermal and tectonosedimentary
history: Cantabrian Zone (CZ), Westasturian-Leonese Zone
(WAIZ), Central Iberian Zone (CIZ) and Galicia-Tras-os-Montes Zone
(GTMZ). Paleozoic sedimentary facies and Variscan deformation, metamorphism
and magmatism change from the external zones (CZ) located in the east
to the more internal zones of the belt (WAIZ, CIZ, GTMZ).
The CZ is characterised by showing a thick carboniferous sequence and the predominance
of thrust tectonic when defor.mation occurred under shallow crustal
conditions (Fig. 2).
Precarboniferous sequence displays a wedge shape thinning towards the east,
from the sediment were derived. The outstanding feature of a Lower Carboniferous
is the low rate of sedimentation and the fairly uniform sedimentary facies.
The main characteristics of Upper Carboniferous sequences is the presence of several
unconformities and thick series, with. remarkable facies and thickness lateral
changes (Fig. 4). The successive carboniferous sedimentary basins were generated
as a <<Íoreland basin» model. The emplacement of each alloctonous unit
originated a depression (fore deep) with highly subsident character at the front
of the thrust sheet. The presence a significant relief give rise to the deposits of a
very thick sequences in short times. The filling of topographic depression (fore
deep) originated a synorogenic clastic wedge whose basis is usually unconformed.
The centripetal character of a vergence in the CZ produced in the core of the Asturian
arc a unit (Pisuerga-Carrion Unit, PCU) overthrusted aH around' several
aHoctonous units (Fig. 5). This area shows a more complete sequence of Carboni~

Aportaciones al conocimiento de la estructura del sinclinorio de Verín
Resumen] Los materiales precámbricos, ordovícicos y silúricos del Sinclinorio de Ver!n están afectados por una deformación polifásica, acompañada de un metamorfismo regional de presión intermedia-baja durante el hercínico. Los datos estructurales obtenidos indican una disposición subhorizontal para la esquistosidad primaria, en toda la sucesión metasedimentaria, antes de ser afectada por las fases posteriores. Este hecho, difiere de lo considerado anteriormente en el sentido de la existencia de una importante fase de deformación a comienzos del Silúrico, atestiguada por la existencia de una esquistosidad primaria en abanico, a escala del sinclinorio, afectando únicamente a los materiales presilúricos. La verticalización de la esquistosidad primaria en los flancos del sinclinorio, sus suaves buzamientos en el sector S de la zona de charnela central y el desarrollo de una esquistosidad de crenulación muy.penetrativa en el sector N de la misma, son hechos explicables teniendo en cuenta el papel que ha jugado el basamento granítico irregular y el macizo básico de Braganza su-oprayacente.[Abstract] The precambrian, ordovician and silurian materials outcropping in the Verín sinclyne have undergone the effects of a poliphase deformation during the Hercynian cycle. Carboniferous stratigraphie and structure oí the Pisuerga-Carrion unit. NW Spain
[Resumen] La Unidad del Pisuerga-Carri6n (UPC) constituye la parte más externa (Cuenca de antepaís) de la Zona Cantábrica (ZC). Los materiales silúrico-dev6nicos, con facies más profundas que los del resto de la ZC, están circunscritos a unidades alóctonas desenraizadas emplazadas como mantos gravitacionales. El sistema carbonífero se caracteriza por la presencia de series potentes con notables variaciones de facies y potencias. Durante el Carbotírtero inferior es característica la prensencia de facies homogéneas y una baja tasa de sedimentación en un ambiente claramente preorogénico. A partir del Namuriese se inicia la sedimentación sinorogénica, abundan las facies originadas a partir de pendientes submarinas o ligadas a relieves emergidos. La persistencia de las condiciones sinorogénicas desde el Namuriense hasta el Estefaniense A y la relativa proliferación de discordancias son también rasgos peculiares de éste área. En este trabajo se propone un esquema de unidades litoestratigráficas, a las que informalmente se asigna la categoría de «grupo~, separadas por discordancias y/o conglomerados de continuidad lateral limitada. Se considera que estos «grupos~ representan «cuñas clásticas~ relacionadas con el emplazamiento de unidades alóctonas concretas, por lo que se propone también un modelo relacionando grupos litoestratigráficos y unidades alóctonas o mantos. Se establecen los rasgos generales de la estructura de la UPC diferenciando dos tipos de manta> (gravitacionales y enraizados), así como las relaciones entre éstos y las diversas generaciones de pliegues y esquistosidades. Por último se propone un modelo de evolución tectonosedimentaria para la UPC, claramente ligado a la evolución estructural de toda la ZC como una cadena arqueada, en el que se considera que el carácter centrípeto de las vergencias en la ZC origina estructuras en la UPC con vergencias igualmente centrípetas así como cuñas elásticas, genéticamente relacionadas, con depocentros situados en posiciones distintas a través del tiempo.[Abstract] The Pisuerga-Carrion Unit (PCU) forms the most external part (foreland basin) of the Cantabrian Zone (Cl). Siluro-devonian rocks with deeper facies than those of the CZ are limited to alloctonous unit wich have been regarded as gravitational nappes. The main characteristic of Carboniferous system is the presence of thick series with remarkable facies and thickness lateral changes. The outstanding feature of lower Carboniferous is the low rate of sedimentation and the fairly uniform sedimentary facies in a preorigenic environment. The synorogenic sedimentation starts in the Namurian, the most frecuent facies are those originated in submarine slopes or those related to subaerial reliefs. The continous synorogenic conditions
from Namurian to the Stephanian A stage and the presence of numerous unconformities and lateral sedimentary changes constitue sorne of the characteristics of this area. In this paper a lithostratigraphic sketch are suggested; alllithostratigraphic units were integrated in higher rank units informally called «groups». These «groups» are separated by conglomerates and /or unconformities of limited lateral extension and would represent clastic wedges generated in the front of the nappes Both clastic wedges and nappes are related in this sketch. The general features of the PCU structure are found and two types of nappes (generated by gliding and /or spreading) are stablished, in this way, severa! Generations of folds and cleavages are related with both types of nappes. Lately a tectonosedimentary evolution model for the PCU which would be directly linked to the structural evolution of the Cl. The centripetal character of the vergences in the Cl produced structures (nappes and related folds) in the PCU that have an equally centripetal vergence and originated a synorogenic clastic wedges with depocenters located, in time, in several positions
ISO observations of the Galactic center Interstellar Medium: neutral gas and dust
The 500 central pc of the Galaxy (hereafter GC) exhibit a widespread gas
component with a kinetic temperature of 100-200 K. The bulk of this gas is not
associated to the well-known thermal radio continuum or far infrared sources
like Sgr A or Sgr B. How this gas is heated has been a longstanding problem.
With the aim of studying the thermal balance of the neutral gas and dust in the
GC, we have observed 18 molecular clouds located at projected distances far
from thermal continuum sources with the Infrared Space Observatory (ISO). In
this paper we present observations of several fine structure lines and the full
continuum spectra of the dust between 40 and 190 microns. A warm dust component
with a temperature between 27 and 42 K is needed to fit the spectra. We have
compared the gas and the dust emission with the predictions from J-type and
C-type shocks and photodissociation region (PDRs) models. We conclude that the
dust and the fine structure lines observations are best explained by a PDR with
a density of 10 cm^-3 and an incident far-ultraviolet field 10 times
higher than the local interstellar radiation field. PDRs can naturally explain
the discrepancy between the gas and the dust temperatures. However, these PDRs
can only account for 10-30% of the total H2 column density with a temperature
