Collective Action forWatershed Management: Field Experiments in Colombia and Kenya

The dilemma of collective action around water use and management involves solving both the problems of provision and appropriation. Cooperation in the provision can be affected by the rival nature of the appropriation and the asymmetries in the access. We report two field experiments conducted in Colombia and Kenya. The Irrigation Game was used to explore the provision and appropriation decisions under asymmetric or sequential appropriation, complemented with a Voluntary Contribution Mechanism experiment which looks at provision decisions under symmetric appropriation. The overall results were consistent with the patterns of previous studies: the zero contribution hypotheses is rejected whereas the most effective institution to increase cooperation was face-to-face communication, and above external regulations, although we find that communication works much more effectively in Colombia. We also find that the asymmetric appropriation did reduce cooperation, though the magnitude of the social loss and the effectiveness of alternative institutional options varied across sites.Collective Action, Watersheds, Field Experiments, Colombia, Kenya

Defense mechanisms of contractors state to demonstrate economic inequality

Este ensayo de reflexión explora, examina y analiza los mecanismos que tiene el contratista del Estado colombiano para hacer efectivo el derecho al restablecimiento del equilibrio económico del contrato, a partir de una observación a los medios de control contenidos en la Ley 1437 de 2011. A partir del desarrollo de una investigación básica, descriptiva y deductiva permite abordar la siguiente pregunta: ¿son efectivos los mecanismos de defensa de los contratistas del Estado para sustentar el desequilibrio económico?, desarrollando la pregunta se concluye que existen los mecanismos en la Ley, pero su eficiencia está limitada por determinaciones subjetivas de los funcionarios públicos que representan al Estado en un contrato administrativo.This paper explores reflection, examines and analyzes the mechanisms available to the contractor by the Colombian State to implement the right to restore the economic balance of the contract, from an observation control means contained in the 1437 Act, 2011. It is a basic, descriptive and inferential research that can address the following question: are effective defense mechanisms of state contractors to sustain economic imbalance? The question is answered developing existing mechanisms in the law, but its applicability is limited by subjective determinations of public officials representing the State in an administrative contract

Composición de la forma urbana a partir del espacio público: caso de estudio: Centro Histórico Tradicional de Bogotá y Avenida de los Comuneros

Se evaluará un proceso de re-composición de la forma urbana del Centro Histórico Tradicional de la ciudad de Bogotá, usando el espacio público como elemento y estructura de sutura urbana, sutura de la forma y sutura social, de los microterritorio urbanos. Los nodos de articulación de la forma urbana serán los elementos constitutivos del espacio público, asociados a los espacios arquitectónicos, urbanos y naturales que por su uso y/o afectación, puedan ser vinculados como elementos constitutivos de la categoría del espacio público efectivo. El eje de la Avenida de los Comuneros se establece como una oportunidad urbanística, debido a que la intervención para la ampliación de la sección vial, produjo un detrimento urbano-arquitectónico en ambos lados de la vía, que está sujeto a la destrucción de las morfologías regulares por la segmentación de las manzanas, resultando un perfil “configurado” por culatas, sin relación edificio-calle, contribuyendo a la perdida de la vitalidad y el carácter del territorio específico.A process of re-composition the urban form of Historic Traditional Center of Bogotá will be evaluated using the public space as an element and structure of urban suture, form suture and socially suture, of the urban micro territories. Visibilidad científica y académica en la web 2.0: análisis de grupos de investigación de la Universidad de La Sabana

The traditional model of scientific communication focuses on the dissemination of results in traditional media such as magazines, congresses, reports, conferences, etc. However, with the arrival of the Web 2.0 web, new possibilities have emerged to improve the visibility of academic contents in Internet interaction spaces and new ways to measure their impact, such as the so-called Altmetrics (Priem, 2010). Consequently, the objective of this study was to diagnose the status of the visibility of the researchers of the research groups of the university of La Sabana in web 2.0. For this, a quantitative analysis of the descriptive type was carried out once the academic and social platforms allow the circulation of scientific and / or academic contents on the Internet. In this way it is possible to identify the low participation of researchers in the platforms that enhance scientific visibility in the web 2.0

INSTITUTIONS INFLUENCE PREFERENCES: EVIDENCE FROM A COMMON POOL RESOURCE EXPERIMENT

We model the dynamic effects of external enforcement on the exploitation of a common pool resource. Fitting our model to the results of experimental data we find that institutions influence social preferences. We solve two puzzles in the data: the increase and later erosion of cooperation when commoners vote against the imposition of a fine, and the high deterrence power of low fines. When fines are rejected, internalization of a social norm explains the increased cooperation; violations (accidental or not), coupled with reciprocal preferences, account for the erosion. ¿Se corresponden ὄντος y λόγος? La pregunta fundamental de la metafísica griega

 Could the knowledge/thought (λόγος) we have about the things (τὰ ὄντα) that surround us be real, or is it only an appearance? In this article, the problem of reality (understood as truth) for ancient philosophers will be addressed as a correspondence between τὸ ὄν (what things are) and λόγος (what is said/thought) as a key element in the conception of Greek metaphysics. Using this as a starting point, it will be explored why the Greeks need to set out φύσις (nature) as a whole (τὸ ὅλον) and to begin the search of an immanence theory from a logical analysis of the argument of diverse ancient philosophers (from Parmenides to Sextus Empiricus). Finally, it will also be shown how skepticism tears down this correspondence and is even able to establish boundaries to reason in order to access the truth. This allowed to expose the necessity to make a transition from an immanent metaphysics to a transcendent one.  ¿Es real el conocimiento/pensamiento (λόγος) que tenemos sobre las cosas (τὰ ὄντα) o son solo apariencias? En este artículo se expondrá el problema de la realidad (entendida como verdad) en los filósofos antiguos como una correspondencia entre el τὸ ὄν (lo que es/está) y el λόγος (lo dicho- pensado) como pregunta clave en la concepción de la metafísica griega. A partir de esto se explicará por qué en los griegos surge la necesidad de plantear la φύσις (naturaleza) como completa (τὸ ὅλον) y de emprender una búsqueda de una teoría inmanentista a partir de un análisis lógico de argumentos de diversos filósofos antiguos (desde Parménides hasta Sexto Empírico). Finalmente, se mostrará cómo el escepticismo derriba esta correspondencia y logra plantear límites a la razón para acceder a la verdad, lo cual permitió plantear la necesidad de realizar un paso de una metafísica inmanente a una trascendente.

Acoustic analysis in mild cognitive diagnosis: systematic review of the literature in 2008–2020

Introducción: En investigaciones recientes se han descrito cambios en la producción de tono y timbre vocal que ocurren en la edad adulta tardía. Estos cambios indican alteraciones cognitivas tempranas, incluso en etapas preclínicas de deterioro cognitivo. Este estudio tiene como objetivo identificar hallazgos relevantes de la literatura con respecto al análisis acústico en adultos mayores con deterioro cognitivo. Material y métodos: Se realizó un estudio de revisión sistemática, en el que se consultaron las siguientes bases de datos: PlosOne, Science Direct, PubMed/pmc y Google Scholar. Se utilizaron buscadores como análisis acústico, enfermedad de Alzheimer, deterioro cognitivo leve, prosodia, análisis de voz y producción de voz. Adicionalmente, se incluyen artículos empíricos que describen el análisis acústico en adultos mayores con riesgo cognitivo. La evaluación fue realizada de forma independiente por dos evaluadores, quienes determinaron el riesgo de sesgo en la revisión. Se encontraron un total de 59 artículos relacionados con el tema, de los cuales 25 cumplieron con los criterios de inclusión. Resultados: Los artículos revisados ​​identificaron cambios en la prosodia lingüística y paralingüística, el timbre y la tonalidad vocal, que se asocian con el deterioro cognitivo en los adultos mayores. Conclusión: Los protocolos de estudio en el análisis acústico podrían ser una buena herramienta para apoyar el diagnóstico clínico diferencial del deterioro cognitivo en la edad adulta tardía y una buena oportunidad para identificar el riesgo en estadios preclínicos de demencia.Introduction: In recent research, changes in the vocal tone and timbre production that occur in late adulthood have been described. These changes indicate early cognitive disturbances, even in preclini-cal stages of cognitive decline. This study aims to identify relevant findings from the literature regarding acoustic analysis in elderly adults with cognitive impairment. Material and methods: A systematic review study was conducted, in which the following databases were consulted: PlosOne, Science Direct, PubMed/pmc, and Google Scholar. Search engines such as acoustic analysis, Alzheimer’s disease, mild cognitive impairment, prosody, voice analysis, and voice production were used. Additionally, empirical articles describing the acoustic analysis in elderly adults with cognitive risk are included. The evaluation was independently performed by two evaluators, who determined the risk of bias in the review. A total of 59 articles related to the topic were found, of which 25 met the inclusion criteria. Results: The reviewed articles identified changes in linguistic and paralinguistic prosody, timbre, and vocal tonality, which are associated with cognitive decline in the elderly. Conclusion: Study protocols in the acoustic analysis could be a good tool to support the differential clinical diagnosis of cognitive deterioration in late adulthood and a good opportunity to identify the risk in preclinical stages of dementia
