X-43D Conceptual Design and Feasibility Study
NASA s Next Generation Launch Technology (NGLT) Program, in conjunction with the office of the Director of Defense Research and Engineering (DDR&E), developed an integrated hypersonic technology demonstration roadmap. This roadmap is an integral part of the National Aerospace Initiative (NAI), a multi-year, multi-agency cooperative effort to invest in and develop, among other things, hypersonic technologies. This roadmap contains key ground and flight demonstrations required along the path to developing a reusable hypersonic space access system. One of the key flight demonstrations required for systems that will operate in the high Mach number regime is the X-43D. As currently conceived, the X-43D is a Mach 15 flight test vehicle that incorporates a hydrogen-fueled scramjet engine. The purpose of the X-43D is to gather high Mach number flight environment and engine operability information which is difficult, if not impossible, to gather on the ground. During 2003, the NGLT Future Hypersonic Flight Demonstration Office initiated a feasibility study on the X-43D. The objective of the study was to develop a baseline conceptual design, assess its performance, and identify the key technical issues. Surface Brightness of Starbursts at Low and High Redshifts
Observations in the rest frame ultraviolet from various space missions are
used to define the nearby starburst regions having the highest surface
brightness on scales of several hundred pc. The bright limit is found to be
6x10^-16 ergs/cm^2-s-A-arcsec^2 for rest frame wavelength of 1830 A. Surface
brightness in the brightest pixel is measured for 18 galaxies in the Hubble
Deep Field having z > 2.2. After correcting for cosmological dimming, we find
that the high redshift starbursts have intrinsic ultraviolet surface brightness
that is typically four times brighter than low redshift starbursts. It is not
possible to conclude whether this difference is caused by decreased dust
obscuration in the high redshift starburst regions or by intrinsically more
intense star formation. Surface brightness enhancement of starburst regions may
be the primary factor for explaining the observed increase with redshift of the

Molecular evolution of human adenoviruses
The recent emergence of highly virulent human adenoviruses (HAdVs) with new tissue tropisms underscores the need to determine their ontogeny. Here we report complete high quality genome sequences and analyses for all the previously unsequenced HAdV serotypes (n = 20) within HAdV species D. Analysis of nucleotide sequence variability for these in conjunction with another 40 HAdV prototypes, comprising all seven HAdV species, confirmed the uniquely hypervariable regions within species. The mutation rate among HAdV-Ds was low when compared to other HAdV species. Homologous recombination was identified in at least two of five examined hypervariable regions for every virus, suggesting the evolution of HAdV-Ds has been highly dependent on homologous recombination. Patterns of alternating GC and AT rich motifs correlated well with hypervariable region recombination sites across the HAdV-D genomes, suggesting foci of DNA instability lead to formulaic patterns of homologous recombination and confer agility to adenovirus evolution
The Metallicity-Luminosity Relation, Effective Yields, and Metal Loss in Spiral and Irregular Galaxies
I present results on the correlation between galaxy mass, luminosity, and
metallicity for a sample of spiral and irregular galaxies having well-measured
abundance profiles, distances, and rotation speeds. Additional data for low
surface brightness galaxies from the literature are also included for
comparison. These data are combined to study the metallicity-luminosity and
metallicity-rotation speed correlations for spiral and irregular galaxies. The
metallicity luminosity correlation shows its familiar form for these galaxies,
a roughly uniform change in the average present-day O/H abundance of about a
factor 100 over 11 magnitudes in B luminosity. However, the O/H - V(rot)
relation shows a change in slope at a rotation speed of about 125 km/sec. At
faster V(rot), there appears to be no relation between average metallicity and
rotation speed. At lower V(rot), the metallicity correlates with rotation
speed. This change in behavior could be the result of increasing loss of metals
from the smaller galaxies in supernova-driven winds. This idea is tested by
looking at the variation in effective yield, derived from observed abundances
and gas fractions assuming closed box chemical evolution. The effective yields
derived for spiral and irregular galaxies increase by a factor of 10-20 from
V(rot) approximately 5 km/sec to V(rot) approximately 300 km/sec, asympotically
increasing to approximately constant y(eff) for V(rot) > 150 km/sec. The trend
suggests that galaxies with V(rot) < 100-150 km/sec may lose a large fraction
of their SN ejecta, while galaxies above this value tend to retain metals.Comment: 40 pages total, including 7 encapsulated postscript figures. Accepted

A panchromatic study of BLAST counterparts: total star-formation rate, morphology, AGN fraction and stellar mass
We carry out a multi-wavelength study of individual galaxies detected by the
Balloon-borne Large Aperture Submillimeter Telescope (BLAST) and identified at
other wavelengths, using data spanning the radio to the ultraviolet (UV). We
develop a Monte Carlo method to account for flux boosting, source blending, and
correlations among bands, which we use to derive deboosted far-infrared (FIR)
luminosities for our sample. We estimate total star-formation rates for BLAST
counterparts with z < 0.9 by combining their FIR and UV luminosities. Star
formation is heavily obscured at L_FIR > 10^11 L_sun, z > 0.5, but the
contribution from unobscured starlight cannot be neglected at L_FIR < 10^11
L_sun, z < 0.25. We assess that about 20% of the galaxies in our sample show
indication of a type-1 active galactic nucleus (AGN), but their submillimeter
emission is mainly due to star formation in the host galaxy. We compute stellar
masses for a subset of 92 BLAST counterparts; these are relatively massive
objects, with a median mass of ~10^11 M_sun, which seem to link the 24um and
SCUBA populations, in terms of both stellar mass and star-formation activity.
The bulk of the BLAST counterparts at z<1 appear to be run-of-the-mill
star-forming galaxies, typically spiral in shape, with intermediate stellar
masses and practically constant specific star-formation rates. On the other
hand, the high-z tail of the BLAST counterparts significantly overlaps with the
SCUBA population, in terms of both star-formation rates and stellar masses,
with observed trends of specific star-formation rate that support strong

Informing investment to reduce inequalities: a modelling approach
Background: Reducing health inequalities is an important policy objective but there is limited quantitative information about the impact of specific interventions.
Objectives: To provide estimates of the impact of a range of interventions on health and health inequalities.
Materials and methods: Literature reviews were conducted to identify the best evidence linking interventions to mortality and hospital admissions. We examined interventions across the determinants of health: a ‘living wage’; changes to benefits, taxation and employment; active travel; tobacco taxation; smoking cessation, alcohol brief interventions, and weight management services. A model was developed to estimate mortality and years of life lost (YLL) in intervention and comparison populations over a 20-year time period following interventions delivered only in the first year. We estimated changes in inequalities using the relative index of inequality (RII).
Results: Introduction of a ‘living wage’ generated the largest beneficial health impact, with modest reductions in health inequalities. Benefits increases had modest positive impacts on health and health inequalities. Income tax increases had negative impacts on population health but reduced inequalities, while council tax increases worsened both health and health inequalities. Active travel increases had minimally positive effects on population health but widened health inequalities. Increases in employment reduced inequalities only when targeted to the most deprived groups. Tobacco taxation had modestly positive impacts on health but little impact on health inequalities. Alcohol brief interventions had modestly positive impacts on health and health inequalities only when strongly socially targeted, while smoking cessation and weight-reduction programmes had minimal impacts on health and health inequalities even when socially targeted.
Conclusions: Interventions have markedly different effects on mortality, hospitalisations and inequalities. The most effective (and likely cost-effective) interventions for reducing inequalities were regulatory and tax options. Interventions focused on individual agency were much less likely to impact on inequalities, even when targeted at the most deprived communities
