    The trickle-down effect of psycho-social constructs and knowledge deficiencies as organizational barriers to cost performance on highway projects

    Purpose The study proffers a theoretical narrative explaining the poor financial performance of public highway agencies in Nigeria. This study critically spotlights seminal works in the literature offering theoretical narratives on the poor financial performance of public infrastructure projects, to discuss whether they adequately capture the relationship between psychological factors, project governance/leadership issues, and knowledge/skill deficiencies related to the cost performance of infrastructure projects in the developing world. The evaluation reveals the predominant contextual exclusivity of these theoretical narratives to the developed world, which tend to under-represent developing countries, such as those on the African continent. Design/methodology/approach Using a case study research strategy, longitudinal documentary/archival data for 61 highway projects were analyzed. Sixteen interviews were also conducted with highway officials from the three highway agencies responsible for the execution of the projects. A two-stage deductive-inductive thematic analysis of the collated data was carried out to identify barriers to the financial management of public highway projects, the result of which is cognitively mapped out. Findings The study showcases empirical insight on cost overruns experienced in Nigerian public projects, due to the trickle-down effect of human and organizational environment, as well as due to workers’ knowledge/skill deficiencies. Research limitations/implications The developed theory is contextual to Nigeria, as such there is scope for testing its generalisability to other developing nations. Originality/value The in-depth trajectory provided, uncovers an intricate web of technical and psycho-social, organizational and institutional issues, which have not been identified and explained by previous theoretical narratives

    The response of glass window systems to blast loadings: An overview

    The failure of glass windows in terrorist bombing attacks and accidental explosion incidents has been cited as one of the major causes to the vast casualties. Many studies have been carried out to investigate the response and vulnerability of glass windows against blast loadings. These include laboratory and field tests that have been carried out to experimentally study glass window performance under explosion scenarios and development of analytical and numerical models to analyze and predict glass window responses. This article reviews literatures on the studies of the response of glass window systems to blast loadings. Over 100 papers and documents that are available in the open literature are reviewed. The background and history of the studies on the topic are also briefed. Understandings about the dynamic material properties of glass and available material models are summarized. Popularly used analysis methods and design standards for monolithic and laminated glass windows are outlined, and their accuracies are discussed. Recent studies including analytical solution, numerical simulation, and experimental investigations on glass window systems are summarized. Mitigation measures for blast-resistant windows are also briefly discussed

    Failures in transport infrastructure embankments

    To ensure that road and rail transport networks remain operational, both highway and railway embankments require continual maintenance and renewal to mitigate against ongoing deterioration and repair any sections damaged by realised failures. This paper provides a review of recent developments in the understanding of highway and railway embankment degradation and failure. Failures due to pore water pressure increase, seasonal shrink-swell deformation and progressive failure are considered. The material composition and construction of highway and railway embankments differ, which influences the dominant type and timing of embankment failure. There is evidence for highway embankment failures induced by pore water pressure increase, but not seasonal deformation and progressive failure. Some railway embankments are susceptible to pore water pressure increase, seasonal shrink-swell deformation and progressive failure due to the age and nature of the dumped clay fill used in their construction. The approaches used to measure and explore embankment failure mechanisms are compared and discussed. Field observations have been used to understand pore water pressure increase and seasonal shrink-swell deformation in embankments, while the investigation of progressive embankment failure has mainly utilised physical and numerical modelling approaches. Further field and laboratory investigation is required before the rigorous analysis of embankment failure can be routinely undertaken. However, progress is being made to empirically identify and evaluate the various risk factors affecting transport infrastructure embankment failure
